Western Balkans Regional Poll Western Balkans Regional Poll February 2, 2020 - March 6, 2020 Detailed Methodology • The survey was conducted on behalf of the International Republican Institute’s Center for Insights in Survey Research by Ipsos Bosnia and Herzegovina. • Data was collected through in-home, in-person interviews using the CAPI (computer-assisted personal interviewing) method in each of the sampled countries. In each country, the margin of error is calculated at the 95 percent confidence level for the midrange for the full sample size. This paper looks at how public service broadcasters in seven countries of the Western Balkans have embraced new approaches, technologies, and online channels to foster interaction with their audiences. This includes the analysis of their structures, the popularity of offline programmes, and the use of online channels to reach the public, on the basis of evidence, experiences and specific findings collected during the period 2014-2016, as part of the project implemented by the University of Fribourg (Switzerland) and the Centre for Social Research Analitika (Sarajevo, Bosnia-Herzegovina).     Regular Programme and Administrative Supervision Conducted over Sitel TV, Kanal 5 TV, Telma TV, Alsat-M TV and Alfa TV Skopje, 25 February 2019 – In line with the Annual Supervision Plans for 2019, a regular programme and administrative supervision was conducted over the national television stations of Sitel, Kanal 5, telma, Alsat-M and Alfa. The programme supervision covered the rules for airing audio and audiovisual commercial communications, the rules for providing quizzes, the use of value-added telephone services and televoting, as well as airing lottery games. A violation was detected in the case of Kanal 5 TV, with regard to the rules for airing audio and audiovisual commercial communications and split screen advertising. The administrative supervision covered the obligations to air Impressums, information that should be made available to the users and the obligation to air the broadcaster’s identification sign. Telma TV and Kanal 5 TV were found in violation of the obligation to publish Impressums. Serbia, Russia, China, and various other countries (including five EU member states) do not. Key issues for Kosovo include the following: New Leadership. Albin Kurti is poised to become prime minister for the second time after his left-leaning Self-Determination Party (Vetëvendosje) won a landslide victory in early parliamentary elections in February 2021. Since 2011, the EU has facilitated a dialogue aimed at normalizing their relations. In July 2020, Kosovo and Serbia returned to EU-led talks after a 20-month suspension. INTRODUCTION The largest commercial terrestrial TV-channels on national level in Macedonia continue to represent a dominant source of information for the audience; hence, they continue to exert the greatest influence on the public opinion. Therefore, on one hand, it imposes expectations that the programme they offer to the viewers should reflect quality and diversity of content, and at the same time, it should set high standards for practitioners working in TV-channels, but on the other hand, they should promote democratic values and professional principles,1 so as to advance the development of the broadcasting industry. The quality of the media content is not an obligation explicitly regulated by law; however, the national commercial TV- channels, as the most viewed and the most influential, are expected to show a sense of social responsibility and work for the public interest, since they themselves are users of public resources.     1 Human Rights in Transition – Serbia 2001 Introduction The situation of human rights in Serbia was largely influenced by the foregoing circumstances. Although the severe repression characteristic especially of the last two years of Milosevic’s rule was gone, there were no conditions in place for dealing with the problems accumulated during the previous decade. All the mechanisms necessary to ensure the exercise of human rights - from the judiciary to the police, remained unchanged. However, the major concern of citizens is the mere existential survival and personal security. Furthermore, the general atmosphere in the society was just as xenophobic and intolerant as before. The identity crisis of the Serb people and of all minorities living in Serbia continued. If anything, it deepened and the relationship between the state and its citizens became seriously jeopardized by the problem of Serbia’s undefined borders. The crisis was manifest with regard to certain minorities such as Vlachs who were believed to have been successfully assimilated. This false belief was partly due to the fact that neighbouring Romania had been in a far worse situation than Yugoslavia during the past fifty years. In considerably changed situation in Romania and Serbia Vlachs are now undergoing the process of self identification though still unclear whether they would choose to call themselves Vlachs or Romanians-Vlachs. Considering that the international factor has become the main generator of change in Serbia, the Helsinki Committee for Human Rights in Serbia believes that an accurate picture of the situation in Serbia is absolutely necessary. It is essential to establish the differences between Belgrade and the rest of Serbia, taking into account its internal diversities.

European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections.
