Menko Perekonomian Menyaksikan Penandatanganan Nota Kesepahaman Antara PT Badak NGL dengan Timor Gap, E.P. Image not found or type unknown Dili - Bersamaan dengan kunjungan kenegaraan Presiden Republik Indonesia, Joko Widodo ke Republik Demokrasi Timor Leste, dilakukan pula penandatanganan beberapa Nota Kesepahaman dalam berbagai bidang usaha antara BUMN dan perusahaan lainnya di Timor Leste. Salah satu nota kesepahaman yang ditandatangani mengenai pengembangan energi khususnya pada sektor LNG (Liquified Natural Gas). Penandatanganan nota kesepahaman tersebut dilakukan oleh President Director & CEO PT Badak NGL, Dr. Ir. Salis S. Aprilian dengan President Director & CEO Timor Gap E.P., Francisco da Costa Monteiro yang disaksikan oleh Menteri Koordinator Bidang Perekonomian Darmin Nasution dari pihak Indonesia dan Minister of Petroleum and Mineral Resources, Alfredo Pires bertempat di Hotel Timor, Dili pada tanggal 26 Januari 2016. Nota Kesepahaman tersebut difokuskan pada LNG operation maintenance training and technical assistance. PT Badak merupakan perusahaan joint venture antara PT Pertamina (Persero) dengan Total, VICO dan JILCO yang berlokasi di Bontang, Kalimantan Timur. PT Badak telah berpengalaman mengoperasikan 8 kilang LNG selama 40 tahun dan mengapalkan lebih dari 8600 kargo LNG untuk keperluan domestik maupun internasional seperti Jepang, Korea Selatan dan Taiwan. Dari sisi pengembangan sumber daya manusia pada sektor pengelolaan energi (LNG), PT Badak telah dipercaya menjadi rujukan dan tempat pelatihan bagi banyak perusahaan migas, konstruksi migas dan LNG dari berbagai negara antara lain, Amerika Serikat (Dominion Cove Point LNG), Kamerun (Cameron LNG), Norwegia (Snohvit LNG), Yaman (Yemen LNG), Angola (Angola LNG), Jepang (INPEX, JGC, Chiyoda dan Mitsui) dan secara domestik (Tangguh LNG serta Donggi Senoro LNG). Sedangkan Timor Gap merupakan perusahaan BUMN Timor Leste yang sedang menyiapkan pembangunan kilang LNG di Timor Leste. Sebelumnya, kedua perusahaan tersebut telah bekerjasama melalui pemberian on the job training kepada dua insinyur Timor Gap, E.P. di plantside PT Badak di Bontang, Kalimantan Timur, disisi lain satu operations specialist PT Badak sedang diperbantukan di Timor Gap, E.P. untuk menyiapkan pembangunan kilang LNG dengan target start-up pada tahun 2022. Secara umum, melalui nota kesepahaman tersebut kedua belah pihak bersepakat untuk melanjutkan kerja sama khususnya dalam bidang pelatihan dan jasa bantuan teknis. (GRP/Deputi VII) ***.

EVOLUTION OF “ASSET MANAGEMENT” AT BADAK LNG PLANT, BONTANG, INDONESIA Kartoyo PCP Reliability Engineering Group PT Badak NGL Bontang Indonesia 1. INTRODUCTION PT Badak NGL operates a LNG plant in Bontang - East Kalimantan, which has the highest LNG production capacity in the world. The company, a joint venture between the Indonesian Government (Pertamina), TOTALFINAELF Indonesie, VICO Indonesia and Jilco, started with two process Trains A and B in 1977. Since that time, major plant expansion projects have added 6 more trains in line with the PT Badak Master Plan. Currently, the total LNG production capacity of the eight process Trains (A, B, C, D, E, F, G and H) is 22.5 MTPA or 49.6 million m3 per year. This maximum annual capacity is based on a condition that all process trains always operate at their current Maximum Sustainable Rate (MSR) in the entire year. The more reliable the plant and the feed gas supply, the closer the actual annual capacity approaches to this maximum annual capacity. To systematically maintain the high actual annual capacity, PT Badak formed the Reliability Improvement Team (RIT) in 1996 that was replaced with the fully dedicated Reliability Engineering Group (REG) in 1999. The function of the reliability team is to assess plant reliability, identify top reliability issues, monitor action programs required to address each issue and evaluate the results. 2. PT Badak NGL’s main inventory consists only the Maintenance Repair & Operation (MRO) material such as chemical and spare parts of equipment. The inventory performance indicator can be seen from the Inventory Value and its composition, Turnover Ratio and Service Level. According to the 2017 benchmarking result, Inventory performance of PT Badak NGL is below the average, especially on the Inventory Value aspect. Data taken from 2014 until 2018 shows that total Inventory Value of PT Badak NGL is around US$ 35 Million, but 73% of them is classified as the Potential Dead Stock (PDS); materials that more than 5 years stay in the warehouse.

In 1999, with the installation of Train H, the facilities reached its maximum capacity of 22.5 MTPA with 8 LNG Trains and 3 LNG/LPG Docks. Production quickly follows by reaching a maximum 21.4 MTPA in 2001. Since its golden year, Bontang LNG plant has endured a decade of decline in LNG Plant Production. The main target for the last decade, is to cope with plant capacity decline while at the same time maintain plant efficiency and excellent performance in all aspects. Defining the number of running trains, struggling to maintain Plant Thermal Efficiency (PTE), managing a performing workforce, being prepare for facilities to be put on long term idle/mothball, anticipating new gas sources with new characteristic are some of the problem dealt in the past decade. These efforts are paying off. Benchmark result shows that Bontang LNG Plant has one of the lowest operating cost and the lowest maintenance cost. After obtaining the ISRS 8 level 8 we are proud to say, Badak LNG Plant is the safest LNG Plant in the world. Now, with the Badak LNG Learning Center (BLC) and the dawn of a new era, we are ready to share the experience and the knowledge with the world.
