Image and Showing Martabat Manusia 2019 Laporan Berkelanjutan Sustainability Report Memperkuat Peran Pembangunan Berkelanjutan Strengthening Our Role in Sustainable Development PT Badak NGL Memperkuat Peran Pembangunan Berkelanjutan PT Badak NGL merupakan salah satu penggerak utama pembangunan Kota Bontang. Sejak awal beroperasi menghasilkan LNG pada tahun 1977, PT Badak NGL sudah menunjukkan kontribusi signifikan di kawasan Bontang yang awalnya adalah sebuah perkampungan kecil hingga pada tahun 1999 beralih menjadi kota administratif yang maju di Kalimantan Timur. Secara organisasi, PT Badak NGL memiliki keunikan tersendiri yaitu sebagai perusahaan yang tidak memiliki orientasi memperoleh laba sebagaimana perusahaan pada umumnya. PT Badak NGL bertugas menjadi operator kilang LNG yang seluruh asetnya merupakan milik Pemerintah Republik Indonesia. Oleh karena itu, PT Badak NGL hadir di Kota Bontang sejak awal berdiri mengemban misi memproduksi energi bersih dan menghasilkan manfaat sebesar mungkin bagi para pemangku kepentingannya. Dalam mengemban misi tersebut, PT Badak NGL terus berinovasi sehingga menjadi perusahaan energi kelas dunia seperti saat ini. Perusahaan mengedepankan tata kelola yang baik dan benar, proses produksi yang aman dan andal, pelestarian lingkungan hidup, kesejahteraan masyarakat sekitar, dan lingkungan kerja yang baik dalam kerangka pembangunan berkelanjutan. PT Badak NGL terus mempertahankan komitmen untuk tetap tumbuh dan memperkuat pembangunan berkelanjutan melalui berbagai inisiatif dan inovasi. Since the beginning of its operation in 1977, PT Badak NGL has shown a significant contribution to the Bontang area which was originally a small village. Together with the company, the small village of Bontang rapidly developed until it became an administrative city in East Kalimantan in 1999. PT Badak NGL has a unique organization. As a company, it that does not have a profit orientation like many others. PT Badak NGL has the duty to become an LNG plant operator whose assets are owned by the Government of the Republic of Indonesia. Since its establishment in the City of Bontang, PT Badak NGL mission is to produce clean energy and generating the greatest possible benefits for its stakeholders. In carrying out this mission, PT Badak NGL continues to innovate to become a world-class energy company as it is today. The Company promotes good and clean governance, safe and reliable production processes, environmental preservation, welfare of the surrounding community, and good work environment within the framework of sustainable development. PT Badak NGL maintain its commitment to continue to grow and strengthen sustainable development through various initiatives and innovations. We believe, that PT Badak NGL ability to operate for more than four decades with this brilliant achievement, is due to the support of all parties.     EVOLUTION OF “ASSET MANAGEMENT” AT BADAK LNG PLANT, BONTANG, INDONESIA Kartoyo PCP Reliability Engineering Group PT Badak NGL Bontang Indonesia 1. INTRODUCTION PT Badak NGL operates a LNG plant in Bontang - East Kalimantan, which has the highest LNG production capacity in the world. The company, a joint venture between the Indonesian Government (Pertamina), TOTALFINAELF Indonesie, VICO Indonesia and Jilco, started with two process Trains A and B in 1977. Since that time, major plant expansion projects have added 6 more trains in line with the PT Badak Master Plan. Currently, the total LNG production capacity of the eight process Trains (A, B, C, D, E, F, G and H) is 22.5 MTPA or 49.6 million m3 per year. This maximum annual capacity is based on a condition that all process trains always operate at their current Maximum Sustainable Rate (MSR) in the entire year. The more reliable the plant and the feed gas supply, the closer the actual annual capacity approaches to this maximum annual capacity. To systematically maintain the high actual annual capacity, PT Badak formed the Reliability Improvement Team (RIT) in 1996 that was replaced with the fully dedicated Reliability Engineering Group (REG) in 1999. The function of the reliability team is to assess plant reliability, identify top reliability issues, monitor action programs required to address each issue and evaluate the results. 2. AVAILABILITY AND RELIABILITY CONCEPT General definitions for production capacity, production losses, plant availability, etc. are defined in the table below and illustrated in Figure 2.1: Maximum sustainable rate : The official individual Train LNG production rate in M³/hr as used in the annual production forecast Annual maximum capacity : Maximum sustainable rate (MSR) x actual total hours in the entire year Technical maximum capacity : Annual capacity after deduction of schedule down time.

The whole assets of Bontang LNG Plant belong to Government of Indonesia, Ministry of Finance and PT Badak NGL runs with the given budget at actual cost. As the operator with at cost scheme, the efficiency and effectiveness of budget utilization is one of PT Badak NGL’s performance KPI, including the material Inventory stored in Warehouse. PT Badak NGL’s main inventory consists only the Maintenance Repair & Operation (MRO) material such as chemical and spare parts of equipment. The inventory performance indicator can be seen from the Inventory Value and its composition, Turnover Ratio and Service Level. According to the 2017 benchmarking result, Inventory performance of PT Badak NGL is below the average, especially on the Inventory Value aspect. Data taken from 2014 until 2018 shows that total Inventory Value of PT Badak NGL is around US$ 35 Million, but 73% of them is classified as the Potential Dead Stock (PDS); materials that more than 5 years stay in the warehouse.

In 1999, with the installation of Train H, the facilities reached its maximum capacity of 22.5 MTPA with 8 LNG Trains and 3 LNG/LPG Docks. Production quickly follows by reaching a maximum 21.4 MTPA in 2001. Since its golden year, Bontang LNG plant has endured a decade of decline in LNG Plant Production. The main target for the last decade, is to cope with plant capacity decline while at the same time maintain plant efficiency and excellent performance in all aspects. Defining the number of running trains, struggling to maintain Plant Thermal Efficiency (PTE), managing a performing workforce, being prepare for facilities to be put on long term idle/mothball, anticipating new gas sources with new characteristic are some of the problem dealt in the past decade. These efforts are paying off. Benchmark result shows that Bontang LNG Plant has one of the lowest operating cost and the lowest maintenance cost. After obtaining the ISRS 8 level 8 we are proud to say, Badak LNG Plant is the safest LNG Plant in the world. Now, with the Badak LNG Learning Center (BLC) and the dawn of a new era, we are ready to share the experience and the knowledge with the world.
