European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits. -

Rütters: Daten zur Sozialstruktur der deutschen MdEP 759 Daten zur Sozialstruktur der deutschen Abgeordneten des Europäischen Parlaments* Peter Rütters Obwohl das Europäische Parlament (EP) und die Gemeinsame Versammlung der EGKS, aus der das heutige Parlament der Europäischen Union hervorgegangen ist, inzwischen seit mehr als 60 Jahren bestehen, haben Analysen zur Sozialstruktur der Abgeordneten – und insbeson- dere der deutschen Mitglieder des EP – nur ein eher beiläufiges wissenschaftliches Interesse gefunden . Abgesehen von einer kurzlebigen Konjunktur nach Einführung der Direktwahl des EP im Jahr 19791 hat sich die Aufmerksamkeit auf die Struktur, Kompetenzausstattung und Funktionen des Parlaments und auf dessen Rolle und Einflussmöglichkeiten in den Beziehungen zu den anderen Institutionen von EGKS, EWG, EG und schließlich EU kon- zentriert 2. Seit Einführung der Direktwahlen wurden Wahlberichte und Wahlanalysen ein beliebtes Forschungsfeld3, während die Abgeordnetensoziologie (Sozialstruktur-Analyse) nur beiläufig betrieben wurde . Es sollte daher nicht überraschen, dass den deutschen Europa- Abgeordneten4 – der größten nationalen Gruppe im EP – ein ähnlich sporadisches Interesse * Die Untersuchungen zur „Sozialstruktur“ der deutschen Abgeordneten des Europäischen Parla- ments und zum „Verbleib“ der aus dem EP ausgeschiedenen Parlamentarier (nachfolgender Beitrag in diesem Heft der ZParl) sind Vorstudien – und in gewisser Weise auch Machbarkeitsstudien – für ein geplantes komplexeres Forschungsprojekt, das neben den deutschen Abgeordneten des EP auch vergleichend Abgeordnete anderer EU-Staaten einbeziehen soll . List of members of the Christian-Democratic Group ....................................... 3 Foreword With just one year to go before direct elections to the European Parliament, we can now look back on more than 25 years work by the Christian-Democratic Group in the Common Assembly and in the European Parliament. On 11 September 1952, just one day after the Common Assembly met for the first time, the Christian-Democratic delegates from the six countries formed an unofficial alliance and elected Emanuel M.J.A. Sassen, from the Netherlands, as their chairman. But the ECSC Treaty had made no provision for political groups and it was not until 1953 that they acquired a -

Die Landesversammlungen/Parteitage bestehen u.a. aus dem Parteivorstand sowie Delegierten der Bezirks- und Kreisverbände, werden ein bis zweimal im Jahr ein- berufen und dauern ein bis drei Tage. Die wichtigsten Aufgaben sind Beratungen und Beschlussfassungen über die Grundlinien der Politik der CSU, über Grund- satzprogramme und Statuten; außerdem wird alle zwei Jahre die Parteiführung gewählt. Nachdem im Jahr 1968 mit einer neuen Satzung der demokratische Or- ganisationsaufbau und das Mitwirkungsrecht der Mitglieder erweitert und ver- stärkt wurden, kam es zur Umbenennung der Landesversammlungen in Parteitage.
