21 FEB 2000 Syed Razak-Umno DR M OKAYED STATE UMNO OFFICE BEARERS, SAYS SYED RAZAK ALOR SETAR, Feb 21 (Bernama) -- Kedah Menteri Besar Datuk Seri Syed Razak Syed Zain today urged Umno members in the state not to question the appointment of the State Umno's new line-up announced last week. He said the appointments were agreed to by Prime Minister and Umno president Datuk Seri Dr Mahathir Mohamad. The State Umno took into account Dr Mahathir's views before making the appointments, he told a Wanita Umno gathering, here. Syed Razak, who is also Kedah Umno liaison chief, announced on Wednesday the appointment of state executive councillor Osman Mohamed Aji as the State Umno secretary replacing Sungai Tiang assemblyman Rozai Mohamed Shafian. He also named a newcomer Dr Abdul Ghani Shafie, an ordinary member from the Pokok Sena Umno division, as the treasurer to succeed Datuk Abdullah Hasnan Kamaruddin. An English daily reported that the appointment of new faces to the two posts came as a shock to Umno members in the state as they had expected "old hands" to be chosen to take over from Rozai and Abdullah Hasnan. They felt the secretary's post was important and of significance to restore Umno's image following its poor showing in the last general election. The party lost to PAS 12 state and eight parliamentary seats in the Nov 29 general election. Syed Razak said he had the confidence in Osman's ability to discharge his duties efficiently. Osman, 53, a former postman, and later became a field officer with the Kulim District Information Office, is the assemblyman for Bandar Baharu. He is among the Barisan Nasional's new faces to win in the election. He was the former private secretary to Culture, Arts and Tourism Minister Datuk Abdul Kadir Sheikh Fadzir before being fielded as a candidate and subsequently appointed State Culture, Arts, Tourism and Human Resources Committee chairman. Datuk Badrudin Amiruldin was retained as information chief. Syed Razak said Dr Mahathir would pick the State Umno deputy chairman soon. The post was previously held by Minister in the Prime Minister's Department Datuk Paduka Dr Abdul Hamid Othman. -- BERNAMA MN TS.

The Provider-Based Evaluation (ProBE) 2014 Preliminary Report I. Background of ProBE 2014 The Provider-Based Evaluation (ProBE), continuation of the formerly known Malaysia Government Portals and Websites Assessment (MGPWA), has been concluded for the assessment year of 2014. As mandated by the Government of Malaysia via the Flagship Coordination Committee (FCC) Meeting chaired by the Secretary General of Malaysia, MDeC hereby announces the result of ProBE 2014. Effective Date and Implementation The assessment year for ProBE 2014 has commenced on the 1 st of July 2014 following the announcement of the criteria and its methodology to all agencies. A total of 1086 Government websites from twenty four Ministries and thirteen states were identified for assessment. Methodology In line with the continuous and heightened effort from the Government to enhance delivery of services to the citizens, significant advancements were introduced to the criteria and methodology of assessment for ProBE 2014 exercise. The year 2014 spearheaded the introduction and implementation of self-assessment methodology where all agencies were required to assess their own websites based on the prescribed ProBE criteria. The research questions were categorized according to the above objective. The first research question dealt with the influences of academic qualifications and expertise Malayaof English language teachers on their subject matter knowledge of literary ofdevices, familiarity with the use of literary devices and understanding of the functions of literary devices. This rapid development which takes place in river catchment will result in higher sediment yield and affect river morphology and river channel stability; it also becomes the main cause for serious flooding in urban areas. Therefore, it is necessary to predict and evaluate the river channel stability due to the existing and future developments. This study proceeds at Kulim River in Kedah state, a natural stream in Kedah, Malaysia. The FLUVIAL-12 model, an erod- ible-boundary model which simulates inter-related changes in channel-bed profile, width variation and changes in bed topography was selected for this study. Engelund-Hansen formula and roughness coefficient n ¼ 0.030 were found to be the best combination to represent the sediment transport activity in the study reach, where good agreements were obtained for both water level and bed profiles between the measured data and predicted results by FLUVIAL-12 model. The model simulation results for existing conditions, future conditions and long-term modeling show that the sediment size and channel geometry in Kulim River changed significantly. However, modeled results show that future changes in cross sectional geometry will be limited and erosion along the reach will slow down from 2006 to 2016, thus Kulim River was predicted to be stable at most locations.
