The Clinton Barony is one of the oldest in . Formed in 1299, today Clinton Devon Estates owns and manages 25,000 acres of land across three separate Estates in Devon.

A Rural Practice Graduate ( pre RICS APC ) is being sought to join the Property and Land team commencing Summer 2021. This is a new position and support both on and off estate will be given with APC training.

Job Title: Graduate Surveyor (Rural Practice)

Reports to: Estate Surveyor () and in the absence the Head of Property & Land

1.0 Purpose of the job The purpose of the job is to provide assistance and support to the Property and Land team in the day to day management of the Clinton Devon Estates (located across East and North Devon) in support of the Estate Surveyors and Heads of Department in the running and of in hand operations (farming, forestry, fisheries, game keeping) and the let estate (agricultural, residential, commercial and amenity properties) together with development projects.

2.0 Experience and Qualifications The job will require a person who has undertaken a formal qualification in Land Management to degree level that is accredited by the Royal Institute of Chartered Surveyors. This will allow the person to undertake professional training whilst in post with a view to qualification as a Member of the Royal Institute of Chartered Surveyors.

The post holder will be working towards their APC and help will be given to ensure experience can be gained elsewhere for those competencies for which the Estate cannot provide.

A knowledge of agriculture, rural issues and the countryside would also be desirable, as well as some previous office experience.

A good working knowledge of IT is essential and familiarity with and understanding of the Microsoft Office package. Good keyboard skills and experience in mapping systems is required, although training will be given on the Estate system.

A full driving licence and access to a car to be used for business purposes is essential.

4.0 Main Responsibilities The Graduate Surveyor will be responsible for the following duties: • Landlord and Tenant: Assisting with general enquiries from staff and tenants of the estate and undertaking rent reviews and new lettings at the request of the Property and Land Team; Liaising with the Building Supervisor and contactors to the building department over general repairs, property renovation and timing of works; Carrying out photographic and written records of condition; assisting with the calculation of insurance valuations. • Residential / Commercial Lettings: Under the supervision and instruction of the Property and Land Team to assist with the re-letting of residential/commercial property on the estate, to include maintaining records of enquiries, inspecting properties to let and reporting on general repairs and maintenance requirements, preparation of letting particulars, advertising, arranging and attending viewings, selecting tenants for final interview with the Estate Surveyors, assisting in production of tenancy agreements, maps and records of condition. • Environmental Schemes: Working with the Estate Surveyor to assist in the management of new and existing schemes. Occasionally giving assistance to tenant farmers with their Environmental Schemes where appropriate. The Graduate Surveyor will also be involved in the development of new Environmental Agreements for the in-hand farms for the new ELMS. • Property Management System: Under the supervision of the Property and Land Team to update the and develop the Estate’s Property Management System, which is the vehicle used for collecting rents ad recording repairs, expenditure etc.

. • Insurance Recharges: Under the supervision of the Property and Land and Finance Teams, to assist in the measuring of properties and the subsequent calculation of premiums and annual recharges for individual properties. • Digital Mapping: To assist the Property and Land Team in the preparation of digital maps for tenancy agreements, land sale or purchases and land registration. • Projects/Events: Responsibility for assisting in the management of occasional events which vary from annual showcasing event for local councillors to equestrian events. • Agricultural: To undertake schedule of conditions of tenanted holdings (land and buildings) together with updating muniments packets to accurately identify and record Tenant’s fixtures and Tenant’s improvements. • Paddocks and Allotments: To be responsible for the estate paddocks and allotments portfolio.

In addition to these duties, the job holder maybe required to carry out any other duties that may be required in connection with the role .

5.0 Other Stipulations Hours of work – Normal office hours are 9.00am until 5.00pm with a one hour break for lunch, Monday to Friday. However, in order to complete work, working before or after these hours and at weekends will be necessary from time to time.

It is also essential that the person is familiar with the statutory and compliance issues that are dealt with in the Employees’ Handbook, including, inter alia, Health and Safety, the RICS rules of Conduct and other relevant legislation.

6.0 The Post

This is a new post and the Graduate Surveyor will work alongside three qualified surveyors ( Rural and General Practice/ Commercial ) plus other team members . Help and assistance will be given with APC study and training ,with the opportunity to gain experience elsewhere for those competencies which the estate cannot provide. It is envisaged early responsibility will be given and following the successful completion of the APC , responsibilities will be reviewed enabling the newly qualified surveyor to gain more experience for a few years before seeking a more senior role in the profession.

The Clinton Devon Estates comprise:

• Clinton Estate to the east and north-east of Exmouth along the south coast. • Heanton Estate located in the north of the country along the west bank of the River Torridge surrounding the village of Merton, which is found sound of Torrington. • Beer Estate surrounding the village of Beer on the south coast and located to the east of the Clinton Estate.

In total the three Estates encompass approximately 10,000 ha (25,000 acres) and employ around 50 people.

The Estate includes 30 tenanted farms on all three Estates, in-hand farming on Clinton and Beer and share farming at Heanton. There are forestry activities on all three Estates with some outlying woodlands in North Devon. Additionally, the Clinton Estate has areas of heathland known as The Pebbelbed Heaths which are designated SSSI, SAC, SPA and NNR which allow public access, as well as being used for military training purposes.

The Estate also own sand and gravel deposits on the Clinton Estate, clay deposits on the Heanton Estate and lime deposits at Beer. Additionally, the Estates are able to offer arrange of well-established sporting activities, including salmon and trout fishing as well as a commercial pheasant shoot. There are two nature reserves on the Clinton Estate which are managed by the RSPB and The Pebbelbed Conservation Trust.

In-hand agriculture still forms a valuable part of the Estate’s activities. Farming activities comprise the following:

Clinton Estates: c1100ha. Farming, which includes arable crops and two dairy herds. This farm is run by resident working manager in conjunction with Velcourt. The accounts and administration are undertaken by the Estate.

Beer Estate: c300ha – Bovey Farm is managed under contact to Clinton Farms and with some land let on grass keep and to a pig unit.

Heanton Estate: The home farm of approximately 630ha. Is farmed by two share farmers. Farming activities include arable and beef enterprises .

Woodlands: The Clinton Devon Estates are renowned for having some of the finest private woodlands in the south-west. The woodlands extend to some 2000ha, and are managed on commercial rotation. The family take a deep personal intertest in the woodlands.

Residential: The Estate own and manages some 330 properties occupied by tenants and some pensioners and employees. The majority are located in villages and on farms on the Estate.

Commercial business interests, include:

Liverton Business Park which is located on the eastern fringe of Exmouth, with a wide range of tenants including national brands and local businesses.

Old Sawmills Industrial Estate at encompasses 13 diversified businesses ranging from a door supplier to a food distributor, a chiropractor and a specialist company arranging burials at sea!

South Farm Court is an award winning development of rural business units from a traditional Mark Rolle farmstead. Tenants range from a coffee manufacture to farm shop .

Dotton Business Units at Colaton Raleigh was originally a Mark Rolle farmstead. This was converted into seven rural business units. Mainly industrial, uses range from a large vehicle repair and servicing operation for regional utilities to a hardwood timber importer.

Bicton Arena is a premier equestrian venue in the south west, and home to Bicton Horse Trials. Considerable investment has taken place in this regional asset which now hosts over 100 event days per annum (eventing, show jumping and dressage).

Rolle Estate Office is housed in a purpose-built building in the centre of the Western Outer Parkland of Bicton, a grade 1 listed parkland. This provides a 21st century working environment and has helped to raise the profile of the Estate both regionally and nationally.

Development the Estate is actively involved in developing properties and sites as suitable opportunities arise, currently both commercial and residential development are being undertaken. Key to all development on the Estates is the need to ensure that it is carried out in keeping and in harmony with all planning and countryside issues.

Policy It is Lord Clinton’s and Trustees policy to manage the Estate as a progressive, commercial operation set within a thriving local community where rural values are upheld. The aim is to ensure the long-term prosperity of the Estate and those who live and work on it. A 2030 Strategy for the Estate is under development and contributions are encouraged from all staff.
