Municipality, community Meghri Consolidated Community Scope of site-specific It is planned to build bus-stops in 13 settlements of the Meghri community - one bus activity stop in each settlement. Construction of a station in Meghri city is considered expedient. These are small buildings, single-story bus stops from the reinforced concrete structure with dimensions of 2 x 3 meters, as well as spaces for advertising and announcements equipped with benches and lighting. The land plots were chosen based on the general consultation meetings carried out in the all settlements during 16 – 27 January, 2017 and for general convenience. Landscape gardening, a parking with markings, road signs and outdoor lighting with LED lamps are envisaged by the sub-project. Description of physical The component will address the lack of public transportation service in 13 and natural environment settlements of Meghri community, as well as the absence of bus-stops in the around the site communities. Within the component, 4 micro-buses will be acquired and 13 bus- stops will be constructed - at least one in each settlement. Establishment of regular transportation service will reduce the costs for passengers up to 100-200 AMD per one route depending on the distance. The transporting service will connect all 13 settlements to each other and to the Community Center- Meghri town.

The transportation service on regular basis will save resident’s time and will enhance economic activities. According to the predictions, nearly 130 passengers will use public transport per a day. This component is mostly beneficial for vulnerable families who can benefit from greater mobility, affordable transport as an alternative to private taxi services The established transporting service will serve all 13 settlements within the community. Special tariffs will be applied of the passengers who use transporting service on regular bases, for example teachers, doctors of Meghri hospital, students, parents of kindergarten kids, disabled people.

The bus/mini buses will be operated and maintained by Meghri Communal Economy and Improvement CNCO, which has correspondent building and parking lot to serve the procured machinery. Currently there are no private bus/mini bus companies operating in this area. There are private taxi services which currently serve population, besides population uses “auto stops” for transportation.

The lands to be used under this sub-project are not used by any private household; there are no structures, crops, trees or business in the proposed sites. During the construction works, no tree removal is intended. Endemic species and plants do not exist across the land plot provided for the construction works. Geological conditions are favourable for construction works. No geo hazards exist in the area. The precipitations in the area generally have surface flood, and only the part of the water penetrate through the minerals and soil. The natural relief and landscape will be recovered after construction works. The construction activities of bus-stops will have small impact on the village’s population in terms of disruption of communal life and traffic, as construction works will be carried out at one part of road and will not essentially constrain movement of people and cars.

A stakeholder consultation meeting on the draft Environmental and Social Management Plans (ESMP) for the Sub-projects of the the Investment of Public Transport Service System and Asphalting of the Alternative Road Leading to Meghri was held at Agarak Community Administration Office, Syunik Marz on 12 December, 2017. The announcement for the meeting in Armenian and English languages, including its date and time, was disclosed on the ATDF web page (www.atdf.am) on 04 December, 2017. Information on the meeting day and time was posted on information boards of Meghi Consolidated Community Administration Office; in addition the Administration conducted telephone calls to ensure participants’ attendance.

The public consultation was carried out by ATDF Environmental Specialist Asya Osipova and ATDF Social Specialist Sonya Msryan. 20 participants were present at the meeting, among which 7 women (about 37%).

A. Osipova welcomed participants and introduced the main purpose of the consultation meeting. She introduced the key features of the Sub-project, including construction of bus-stops and reconstruction of alternative road leading to Meghri town. A. Osipova briefly introduced World Bank requirements and Armenian legislation on conducting environmental and social assessment and reasoned the need to develop ESMP for the sub-projects. A. Osipova specified that two separate Environmental and Social Management Plans were developed for each activity each of them describing specific environmental management activities for each activity.

A. Osipova described baseline environmental conditions and outlined likely negative environmental impacts related to the construction of bus-stops. She introduced that the sub-project includes construction of 13 bus-stops in each settlement consolidated into Meghri community. The bus-stops will be small buildings from the reinforced concrete structure with a size of 2 * 3, as well as spaces for advertising and announcements equipped with benches and lighting. She specified that no tree removal is intended for construction of bus-stops. The key environmental adverse impacts include pollution of air, generation of construction waste, disruption of natural landscape and traffic safety issues.

As for the next component - Asphalting of the Alternative Road Leading to Meghri, A. Osipova introduced that it is planned to reconstruct the ground road (850m.length) in Meghri town which has strategic importance. She described baseline environmental conditions and outlined likely negative environmental impacts related to the reconstruction of the road. Those include pollution of air, generation of construction waste and traffic safety issues.

A. Osipova explained what measures ATDF will apply to reduce adverse impacts of the components including enhancement of effectiveness of construction waste management and application of safety measures for community members and workers. A. Osipova outlined also that technical supervisors on monthly basis will keep under control the fulfillment of all the environmental mitigation measures included in ESMP, and report the deviations to ATDF. S. Msryan presented the main provisions of the ESMPs concerning to the social aspects of the Project. She emphasized that the project does not involve any resettlement issues as land plots allocated for the construction of bus-stops are property of community. The land ownership certificates are available for the all land plots and are introduced in ESMPs. As for reconstruction of 850 meter road in Meghri community, the resettlement issues are not anticipated as the rehabilitation will include only existing part of the road and there are no private cultivated lands, kiosks, or other activities to the affected. Construction works may constraint movement only of those people who reside immediately along the road and this impact will be limited to the rehabilitation phase. She introduced that special measures will be applied to enhance traffic safety.

Ms. Msryan explained mechanisms of public engagement and grievance redress mechanism (GRM) to be applied during project implementation. Elected grievance focal point at the community level Tsatryan Mariam was introduced to the community members. S. Msryan explained the purpose of Focal points at local level and welcomed participants to apply to Ms. Mariam in case of questions/feedback or grievances concerning to the project implementation. S. Msryan informed the beneficiaries that they also have the option to contact ATDF directly to communicate their grievance if they are unable to, or do not wish to, go through the Grievance Focal Point. S. Msryan explained all the cannels of grievance submission involving e-mail address, hot line telephone number, postal address and web-site link and outlined that ATDF contact information is reflected on the booklets delivered to the participants, as well as on the information desk to be posted in public visible places in the Community, including Community Administrative Office building. S. Msryan introduced that information on Sub-project details permanently will be available on the information desks, as well as on-going announcements and references. She outlined that these will support to raising public awareness and early identification, assessment and resolution of complaints on Project activities.

The participants were welcomed to raise questions regarding to the discussed questions. Following questions were raised by the participants:

Armen Samvelyan (Deputy Head of Community) - We need to outline that will have permanently carried out public consultation meeting and awareness raising activities on the Sub-project and residents of consolidated community are very familiar to the sub-project. We also expect that no essential environmental and social issues will occur during implementation of sub-project as construction activities are small-scale. The community administration office is also very strict regarding to the garbage management, so we will monitor to ensure proper garbage management to be in place during implementation of construction activities. Margaryan Shushan - I want to emphasize that this sub-project is very important for our community and we feel it regarding to the delay of implementation of it as residents of community permanently apply us for construction of bus-stops and rehabilitation of the road in Meghri community. One more time this comes to prove that we have addressed urgent and important issue in our Community. We are very happy that the sub-project is finally approved. Tsatryan Mariam – As for future project I would like to mention that we need youth entertainment centers that will make youth life a bit more interesting.

There were raised technical questions on the next procedures of the Sub-project and start date which were answered by the Specialists.
