7. The motion to nominate lion. Tele TAUN us 1'Lrsc Deputy Speaker was moved by Hon. Robert KARIE and seconded by Hon. Roger Boe.

11. The President of the Republic made his speech in Bislama (Speech appended).

The Hon. Prime Minister replied to the President's address by congratulating Lhe newly elec Led MPs and by explaining that he was happy for the President to make his speech alter the by-elections but that he had not allowed it to be broadcast on Radio Vanuatu before the elections since it spoke about general elections. He added that he was very
disappointed with the President's attempt to dissolve Parliament since he
has no powers to do this and went on to say that the President should not take political stands since to do so is unconstitutional. He
confirmed that Parliament would continue to conduct its business since the attempted dissolution was invalid, since the President may only dissolve 3/ Parliament after 4 years or if requested to do so by 4 of all MPs or
by the Council of Ministers. He declared that the President was
ar tempting a political coup and chut his intention of forming an interim Government was totally illegal. He considered that the President had
disgraced his office and that he was perhaps trying to obstruct the
passage of the Appropriation Act in order to destabilise the country. He concluded by stating chat Lhe Electoral College could now meet and ask the President to resign. 6 Lbs Nouueaux Deputes blus preterit serinent.

qu'il est satisfait aussi, que lu President de la Rdpublique ait fait
son discours au Porlement juste aprds les elections partielles car il lui avait interdit de fairs un communique de presse sur les ondes de
Radio Vanuatu avant les Elections vu qu'il voulait parler d’^lections ginerales. Il a declare qu'il est navrd de voir que le President de la Rdpubliquo a ossuyu do dissoudre lc Porlement car la Constitution ne lui donne aucun pouvuir du lc fairs duns ces conditions, il poursuit en disant que le President a adoptf; uno oosition politique, ce qui est contraire a lo Constitution, ce qui est antidfimocratique, Il indique
quo le Parlomont continuora auuc sos trauaux car le prononcement de la
dissolution du Parlomont n'est pas valido. Il ajoute que le President ne peut la fairs qu'aprbs 4 ans de mandat ; ou si 3/4 dea membres
acceptent la motion ou si lo consail des ministrea lui demands de le fairo. The Hon. Vincent liOULEKONE, Leader of the Opposition replied to the President’s address by lirsi of ail thanking the Speaker for recognising him as Leader of the Opposition. He wetir on to say that the President is
a symbol of the unity of Lhe country and Lhat he had deliberately set out
to violate Che constitution. lie considered that Vanuatu is now suffering because of errors made by certain politicians and wondered why the 5 ex-members of I lie Vunuuaku Party did not vote for the motion of no- confidence against Lhe Government in March 1988, since they would then have formed a simple majority in Parliament. He also wondered why they boycotted Parliament, along with 18 UMP MPs in July 1988. He revealed
that the President had asked him to join the UMP and MPP to form a united opposition to the Government but that he had refused to take part in
such a political coup. He agreed that the President has no right to dissolve Parliament in the way he attempted to do so and that he had
violated the Constitution.
16. The Hon. Speaker clarified Che situation by reajjXJ'ig out Article 26 of
the Constitution.
17. The Hon. Fred K. T1MAKATA, Minister of Health moved that the sitting continue until 11.95.
18. The Hon. Donald KALPOKAS, Minister of Foreign Affairs seconded the motion.

20. The Hon. Fred K. TIMAKATA proposed that Standing Orders 12(6) , 15(1)
and (2) and 26(1) and (2) he suspended sn that Parliament could sit
at Lhe weekend in Lhe even inns and after 20 December 1988 and so that Parliament
could debate bills wich hud been submitted later than normally required,

le Budget de 1989, Il prdsente ensuite le Projet de loi NO, de 1989 sur les « Finances et propose qu'il soit adoptd en prerifidre lecture. 6. The Hon. Vincent BOUl.EKONE disagreed with the current unfounded criticisms about the running ui Che Government and its Budget, which he said had
been presented in .1 simple way but covered important areas such as tax revenues. He disapproved of some political groups who planned to run
the government bet lei by getting large loans from overseas. He was glad that there was no budgetary aid in the 1989 budget and added chat it was not good policy to depend on overseas aid. He pointed out that he did
not want lies to rieate political instability.
7. The Hon. Minister Donald KALPOKAS reiterated that rumours that the
government did noi have money to run its budget were false. He said to date, the government has been able to run its administration within its
budge t,
8. The Hon. Sethy KECEj'JVANU, Minister of Education expressed the opinion lhaL he supported Llie budget u s t i 111 11 e s and said they would be
adequate without aid or loans.
9. The Hon. Minister Sela MOLISA thanked the Leader of the Opposition for his comments and said he looked forward to co-operation in working towards the budget. He mentioned that during the Geneva Conference on development Lhe French and British Governments were happy to give any financial support for developments such as Santo wharf. He said that if everyone co-operated and there were nomore cyclones, the budget would be adequate.
10. The Hon. Tolu ABIL, Minister of Home Affairs supported the budget and added that production of coffee, cocoa and cattle had to continue to improve.
11. The Hon. Fr, Walter LI.N1, Prime Minister expressed support of previous comments and wondered why some business people did not operate when
security was provided. He stressed that this affected government revenue. lie added that the commercial revenue of the islands should be

et fhaintonir l'unitc, 1 *intbgritd et la stability da la Rdpublique de Vanuatu, au norn niume de cette Rtpublique.

13. The Hon. Gaetano BULEWAK expressed support for the budget and PM's comment s.
14. The Hon. Simeon ENNIS expressed supporc for the budget as it did not show more borrowing and added chat rumours that there was no money were
not true. He also said that the budget would help villagers.
15. The Hon. Roger BOE congratulated the Minister of Finance and reminded the
Government that it should give more priority to development in rural areas.

18. The Hon. Jack T. HOPA, Minister of Agriculture supported the Minister of Finance and urged the people o£ Vanuatu to work hard to export more
produce, thereby earning, more revenue both for themselves and for the Government in tin. lurui ol cxporL duties. He emphasised that agriculture is the backbone ol Vanuatu's economy and that it is up to the people of VanuaLu to buiLd it up and Lu .->oLve land problems which sometimes hinder this. lie concluded that , since Vanuatu achieved independence
before any proper InfrasCrucLuri was in place, it was up to the people of
Vanuatu to develop the necessary ini rustiucture.
19. The Hon. Vincent BDIJLEKONE expressed Ljls belief that Parliament had a lot
ol support throughout the country and that political stability and
security were the key to future prosperity, since everyone must feel free to pursue commercial, social, leligious and other activities. He wondered
who was causing all these security problems and insisted that next year’s budget provisions should be allowed Lo be implemented without obstruction.
20. The Hon. Jimmy 0. METO, Minister of Transport and Public Works rejected the recent rumours iliaL the Government has no money and applauded the

Kalkot MATASKELEKELE read out the notice of motion and the purported presidential circular. The Hon. Speaker stated that there would be no discussion on the motion 54. because it was only a notice. The Hon. Minister Fred TIMAKATA and the Hon. Jack K. NIAL pointed out 55. some grammatical errors in the motion. 56. The Hon. Prime Minister, Fr. Walter LINI, in his speech for the closing of the parliamentary year, thanked all those who remained faithful to the government and who kept their integrity. He reminded the House that our Creator may, by His wisdom, direct the government of Vanuatu and everyone should pray to Him for this. He thanked those who had already prayed for this government to continue its functions. He stated that, since May 1988, all the disturbances which had occured in the country had not ■ succeeded in proving whatever they wanted to prove to the population and certain events would be difficult to forget. He also insisted that everyone prayed for peace and harmony in Vanuatu. He thanked the Speaker of Parliament for his hard work on behalf of VP-MPs whom he also thanked for their support. He concluded by wishing everyone in Vanuatu a Merry Christmas and a Happy and Joyous New Year 1989. 57. The Hon, Leader' of the Opposition, Vincent BOULEKONE stressed that the people of Vanuatu should know their Constitution since they made it. He said it was the duty of each citizen of this country to know it in order to abide by it. He indicated that Article 1 of the Constitution declared that the Republic of Vanuatu was a sovereign and democratic state, that Article 2 stated the Constitution was the Supreme Law of Vanuatu and reminded the House that "they the people of Vanuatu, proud of their struggle for freedom and determined to maintain the outcome, deeply attached to our ethnic, and concious of our common goal, proclaim the Republic free and united, based on traditional Melanesian values, faith in God and Christian principles . To this end, he said, the people gave themselves the Constitution. He went on to specify that Article 4 declared that national sovereignity belonged to the Ni-Vanuatu people who were represented by the elected representatives and that political parties may form freely and may participate in elections but they had to abide by the Constitution and principles of democracy. He made an appeal to the people of Vanuatu to make an effort in maintaining national solidarity, unity and soveriegnty. He added that he was convinced that political stability would begin a new era for the nation, and that everybody would contribute. He ended by wishing everyone a joyous Christmas and a Happy New Year 1989. * 58. The Hon. Minister Fred TIMAKATA thanked the Prime Minister on behalf of the Council of Ministers and VP Members for all his work and wished him a joyou$ Christmas and a happy new year 1989. 59. The Hon. Vincent BOULEKONE thanked the Vanua-Aku Pati Government and all MPs for their cooperation and especially the Speaker for the difficult task he had been performing.
