He added that he was very disappointed with the President's attempt to dissolve Parliament since he has no powers to do this and went on to say that the President should not take political stands since to do so is unconstitutional. He confirmed that Parliament would continue to conduct its business since the attempted dissolution was invalid, since the President may only dissolve 3/ Parliament after 4 years or if requested to do so by 4 of all MPs or by the Council of Ministers. He declared that the President was ar tempting a political coup and chut his intention of forming an interim Government was totally illegal. He considered that the President had disgraced his office and that he was perhaps trying to obstruct the passage of the Appropriation Act in order to destabilise the country. He concluded by stating chat Lhe Electoral College could now meet and ask the President to resign. 6 Lbs Nouueaux Deputes blus preterit serinent. DEVELOPING DECENT WORK CONDITIONS: A STUDY OF EMPLOYMENT LAW REFORM FROM VANUATU by Anita Jowitt A thesis submitted in fulfillment of the requirements for the degree of Doctor of Philosophy © 2015 by Anita Jowitt, School of Law The University of the South Pacific November 2015 DECLARATION ACKNOWLEDGEMENTS Thank you to my supervisor Miranda Forsyth. Thank you to people who took the time to comment on drafts, especially Howard Van Trease and Ted Hill. A number of people helped to make sure this was completed. Thank you to Robert Early, Howard Van Trease, John Lynch, Kenneth Chambers and Tess Newton Cain. This thesis was initially conceived following a conversation with the then Director of the Suva Office of the International Labour Organisation, Werner Blenk in 2009. It had been almost entirely written by January 2012, and was initially submitted in December 2012. Since the bulk of the work was completed I have had the privilege of using my academic work practically as a member of the Vanuatu Tripartite Labour Advisory Council. I have the greatest respect for all the people who have worked, and continue to work practically on employment law reforms in Vanuatu, including colleagues on the Vanuatu Tripartite Labour Advisory Council, International Labour Organisation advisors, members of the Vanuatu Chamber of Commerce and Industry and trade union representatives. Thank you for giving me the opportunity to take work done to meet academic requirements and use parts of it in practice, hopefully for the benefit of all. i ABSTRACT In November 2008 the Vanuatu parliament passed a Bill to amend the Employment Act [Cap 160] (the 2008 reform), which significantly increased benefits for employees.

Creating Kastom: Contemporary Art in Port Vila, Vanuatu Lisa Ann McDonald Doctor of Philosophy University of East Anglia Sainsbury Research Unit for the Arts of Africa, Oceania and the Americas September 2015 This copy of the thesis has been supplied on condition that anyone who consults it is understood to recognise that its copyright rests with the author and that use of any information derived there from must be in accordance with current UK Copyright Law. In addition, any quotation or extract must include full attribution. ABSTRACT This thesis explores the relationship between contemporary art and kastom in Port Vila, Vanuatu. Since the mid-1980s indigenous paintings, drawings, tapestries and sculptures have become prominent features of the urban visual landscape. By way of ethnological survey, this thesis examines current modes of production, circulation and reception to reveal the changing socio-cultural capital of these objects. Based on two periods of extended fieldwork, this research relies on participant observation, semi-structured interviews, studio and exhibition visits, written surveys and informal discussions for its primary data. Focusing on a core group of practicing artists who primarily belong to either the Nawita Contemporary Arts Association or the Red Wave Vanuatu Contemporary Arts Association, this thesis highlights the influences of island affiliation, kin networks and social relations upon the structure of the local artworld. Within the pluralistic matrix of town, artists adopt kastom as thematic content for their work. Representations of the chiefly body, dance routines, marriage ceremonies and traditional stories highlight the means by which makers creatively assert their cultural identity. Similarly, depictions that incorporate stylised icons and codified motifs convey the knowledge, status and entitlement held by different artists.
