Nezávislá volební komise zrušila dekret prezidenta o uspo řádání prezidentských voleb v dubnu a rozhodla o jejich konání 20.8. z bezpe čnostních a technicko- organiza čních d ůvod ů (prezident rozhodnutí p řijal 7.3.) 15.3. šéf Talibánu mulla Umar Muhammad vyjád řil souhlas se zahájením mírových jednání s vládou a USA za zprost ředkování Saúdské Arábie 29.3. Nejvyšší soud potvrdil, že prezident Karzáí může z ůstate ve funkci až do zvolení svého nástupce, i když mu ústavou daný mandát skon čí 21.5. 16.6. zahájena kampa ň p řed prezidentskými volbami, do nichž se p řihlásil 41 kandidát 27.7. vláda podepsala dohodu o p řím ěř í s Talibánem po dobu voleb v provincii Badghis 20.8. prezidentské volby s celkem 41 potvrzenými kandidáty 30.8. Nezávislá volební komise eviduje 567 stížností na podvody p ři prezidentských volbách 5.9. Nezávislá volební komise oznámila, že bylo podáno p řes 2 tisíce stížností na neregulérnost voleb, z toho p řes 600 bylo shledáno oprávn ěnými; výsledky ve 447 z cca celkových 28 tisíc volebních obvod ů byly anulovány pro prokázané volební podvody (jde celkem o 200 tisíc hlas ů) 8.9. Nezávislá volební komise sd ělila, že výsledky hlasování v dalších 600 volebních místností byly p ředány k posouzení komisi pro volební stížnosti (ECC); ta již na řídila, aby revize výsledk ů byla provedena ve všech hlasovacích místnostech, kde bylo odevzdáno více než 600 hlas ů a jediný kandidát tam získal více než 95 % odevzdaných hlas ů 12.9. Komise pro volební stížnosti zrušila výsledky v dalších volebních místnostech, jejichž po čet odpovídá 2,15 % všech otev řených hlasovacích míst 15.9. Komise pro volební stížnosti na řídila p řepo čet hlasovacích lístk ů v cca 2 500 volebních místnostech (10 % všech), kde byly doloženy volební podvody 16.9. pozorovatelská mise EU oznámila, že podle jejích poznatk ů došlo ke zfalšování cca čtvrtiny, tj. 1,5 milionu hlasovacích lístk ů (z toho 1,1 mil. pro sou časného prezidenta a 300 tisíc pro A. Abdallaha); po se čtení 100 % hlasovacích lístk ů oznámila Nezávislá volební komise p ředb ěžné neoficiální výsledky, podle nichž se ú čast pohybovala mezi 30-35 % a mezi kandidáty Hamid Karzáí obdržel 54,6 %, Abdalláh Abdalláh 27,8 %, Ramazan Bašardóst 9,2 %, Ašraf Ghani 2,7 % a ostatní kandidáti 5,7 % odevzdaných hlas ů. 25.9. Komise pro volební stížnosti oznámila, že byl zahájen p řepo čet hlas ů 10 % z 12 % podez řelých volebních okrsk ů; celkem bylo náhodn ě vybráno 313 volebních schránek z celkem 3.063 volebních okrsk ů, kde byla tém ěř 100 %ní ú čast voli čů a jeden kandidát tam získal tém ěř všechny hlasy 8.10. RB OSN p řijala rezoluci č. 1890 (2009), kterou prodlužuje mandát mezinárodních bezpe čnostních sil (ISAF) pro pobyt v zemi o rok 11.10. vedoucí mise OSN Kai Eide potvrdil, že p ři prezidentských volbách docházelo k rozsáhlým podvod ům, jejichž vliv na celkový výsledek však dosud není jasný 12.10. z pěti členné mezinárodní Komise pro volební stížnosti, kterou z řídila OSN, odstoupil jeden ze dvou jejích afghánských člen ů, protože údajn ě 3 zahrani ční členové komise zasahovali do jeho práce 20.10. poté, co Komise pro volební stížnosti anulovala hlasy odevzdané ve 210 volebních okrsích, zve řejnila Nezávislá volební komise p řepo čtené ú řední vásledky prezidentských voleb, podle nichž dva kandidáti s nejvyšším po čtem odevzdaných hlas ů (H. Karzáí se 49,67 % a A. Abdalláh se 30,59 %) postupují do 2. kola, které se uskute ční 7.11.; na dalších místech se umístili Ramazan Bašardóst (10,46 %), Ašraf Ghani Ahmadzáí (2,94 %), Mirwais Jasíni (1,03 %), Šáhnavaz Tanaí (0,64 %) a dalších 26 kandidát ů, kte ří získali celkem 4,67 % odevzdaných hlas ů, žádný z nich však nedosáhl zisku 0,5 % 1.11. na protest proti tomu, že nedošlo ke jmenování nové Nezávislé volební komise, která by zaru čila nestrannost voleb, odstoupil z 2. kola prezidentských voleb Dr. Abdalláh Abdalláh; následující den vyhlásila Nezávislá volební komise, která původn ě trvala na uspo řádání 2. kola s jedním kandidátem, resp. požadovala souhlas Nejvyššího soudu s Abdalláhovým odstoupením, prezidentem na další období Hamída ebn Abdula Ahmada KARZÁÍ-ho (inaugurace 19.11.) poté, co zrušila 2. kolo prezidentských voleb 19.12. prezident p ředstavil parlamentu 23 člen ů své vlády (MZV navržen pozd ěji) ALBÁNIE 28.6. parlamentní volby do Albánského shromážd ění se 140 členy za ú časti 50,77 % oprávn ěných voli čů 27.7. volební komise potvrdila vít ězství vládní Demokratické strany ve volbách do Albánského shromážd ění, kde získala 70 ze 140 mandát ů 8.9. předsedkyní Albánského shromážd ění byla znovu zvolena Jozefina TOPALLI 17.9. přísahu složila nová vláda (MP Sali Ram BERISHA, MZV Ilir META) ALŽÍRSKO 9.4. v prezidentských volbách byl za ú časti 74,54 % oprávn ěných voli čů pot řetí do čela státu zvolen Abdelaziz BOUTEFLIKA, který získal 90,24 % odevzdaných hlas ů, na dalších místech se umístili Louisa Hanoune (4,22 %), Moussa Touati (2,31 %), Mohamed Djahid Younsie (1,37 %), Ali Fawzi Rebaine (0,93 %) a Belaid Mohammed Said (0,92 %) ANDORRA 26.4. parlamentní volby do Generální rady údolí s 28 členy za ú časti 75,3 % oprávn ěných voli čů 19.5. generálním syndikem a předsedou Generální rady údolí byl zvolen Josep DALLARÈS CODINA 3.6. do čela vlády byl hlasy 14 člen ů Generální rady údolí zvolen Jaume BARTUMEU CASSANY (inaugurován 5.6.) 9.6. jmenována nová vláda se 7 členy (MZV Xavier ESPOT MIRÓ) ANGOLA 13.10. vláda podepsala s vládou Demokratické republiky Kongo dohodu o zastavení vzájemného vyhoš ťování ob čan ů, kte ří uprchli do sousední zem ě p řed následky ob čanské války ve vlasti ANGUILLA 12.3. úřadujícím guvernérem se stal Stanley Everton REID 21.4. úřad guvernéra nastoupil William Alistair HARRISON ANTIGUA A BARBUDA 12.3. parlamentní volby do Sn ěmovny reprezentant ů se 17 členy 13.3. slib složil premiér Winston Baldwin SPENCER 16.3. jmenována nová vláda, v níž funkci ministra zahrani čí vykonává premiér 27.4. do svých funkcí byly znovuzvoleny p ředsedkyn ě Sn ěmovny reprezentant ů (Gisele ISAAC-ARRINDELL) a Senátu (Hazlyn Mason FRANCIS) ARGENTINA 27.3. prezidentka ve řejn ě vyzvala Británii k obnovení rozhovor ů o svrchovanosti nad Falklandskými (Malvínskými) ostrovy; výzvu opakovala 28.3., kdy ji britský premér odmítl 21.4. vláda formáln ě p ředložila orgán ům OSN nárok na pob řežní vody oceánu mezi svým územím a Antarktidou ve vzdálenosti 320 km od pob řeží a o ploše 4 800 000 km 2 kontinentálního šelfu; nárok zahrnuje i britské državy Falklandské ostrovy a Jižní Georgii a Jižní Sandwichovy ostrovy 28.6. parlamentní volby poloviny Poslanecké sn ěmovny (127 z 257 člen ů, Eduardo Alfredo FELLNER od 3.12.2008) a t řetiny Senátu (24 ze 72 člen ů, Julio César CLETO COBOS) 29.6. po prohraných parlamentních volbách odstoupil šéf kabinetu Sergio Massa, na jeho místo byl jmenován Aníbal Domingo FERNÁNDEZ 7.7. po prohraných parlamentních volbách provedla prezidentka další zm ěny ve vlád ě (MZV Dr. José Enrique Taiana z ůstává) 25.8. prezidentka částe čně vetovala zákon o nouzovém zem ědělském plánu, který 21.8. schválil v pom ěru hlas ů 38:30 Senát, a který prodloužil o rok právo prezidenta stanovit exportní cla a další omezení; zákon vyvolal velkou nespokojenost rolník ů 28.8. na summitu Unie jihoamerických národ ů (UNASUR) v horském st ředisku Bariloche prezidenti 12 stát ů unie vyzvali op ětn ě USA k zahájení rozhovor ů o přítomnosti jejich vojsk na 7 základnách v Kolumbii, kterou prezidenti Bolívie, Ekvádoru a Venezuely odsoudili jako nep řátelské gesto 26.11.

Jack Waewo jumped 3.50m, the same as the winner, Alipate Latu from Tonga, but lost the gold on a count-back. The 2nd SPG were held in Nouméa in 1966 where New Hebrides won two bronze medals. The first was to the Rugby Union Team (captained by Sokomanu) and the second to Football (led by Korman), where New Hebrides defeated PNG 5-2 in the bronze medal play-off. MaXime Carlot Korman made a name for himself in Football early on, but later entered politics. He became the first Speaker of Parliament after Independence. He was prime minister of Vanuatu on two occasions from 1991-1995 and again in 1996. He was one of the leading lights of the Football sport in the country, and in 1995 was made Patron of the Vanuatu Football Federation. He was PM when Vanuatu first held the Mini Games in 1993, and the main stadium is named in his honour. Ati George Sokomanu learned his Rugby skills at Lelean Memorial School in Fiji. Many members of the bronze medal winning team had lived in Fiji, or were Fijians living and working in the New Hebrides at that time. He later went on to become the first President of the Independent Republic of Vanuatu, a post that he held until 1984. Lelean has produced an eXtremely large number of Fiji Rugby legends, including the Sevens “Maestro” Waisale Serevi.

    Topics in the grammar and documentation of South Efate, an Oceanic language of Central Vanuatu Nicholas Augustus Thieberger BA (Hons), MA Submitted in total fulfilment of the requirements of the degree of Doctor of Philosophy May 2004 Department of Linguistics and Applied Linguistics, University of Melbourne Abstract This thesis presents topics in the grammar of South Efate, an Oceanic language of Central Vanuatu as spoken in Erakor village on the outskirts of Port Vila. There has been no previous grammatical description of the language, which has been classified as the southernmost member of the North- Central Vanuatu subgroup of languages. In this description I show that South Efate shares features with southern Vanuatu languages, including a lack of serial verb constructions of the kind known for its northern neighbours and the use of an echo-subject marker. The phonology of South Efate reflects an ongoing change in progress, with productive medial vowel deletion and consequent complex heterorganic consonant clusters. A key feature of South Efate grammar is the grammaticalisation of a benefactive phrase in pre-verbal position. There is thus a discontinuous verbal complex including a closed class of auxiliary verbs that occur in a fixed order preceding the benefactive phrase and then the verb. Mood-marking is central to any utterance in South Efate and there is no grammatical expression of tense. The interplay between mood and aspect marking is an interesting feature of the language. The present research is set in the context of increasing attention being paid to the state of the world's smaller languages and their prospects for being spoken into the future.
