Ministry of Fisheries and Marine Resources Minister of Fisheries and Maritime Resources Hon. Minister Bernard (Bernhardt) Esau • born 9 December 1957 • Minister of Fisheries since 2010 • a member of the South West Africa People's Organization (SWAPO), • Esau has been a member of the National Assembly since being chosen by President Sam Nujoma in 1995. • He also served as Deputy Minister of Trade and Industry beginning in 1999. Deputy Minister Hon. Dr. Chief Samuel Ankama • born 27 October 1957 in Otshaandja, Oshana Region • Deputy Minister since 2012 • a Namibian politician, traditional leader, and educator • a member of the South West Africa People's Organization (SWAPO), • Ankama has been a member of the National Assembly of Namibia since 2005. • a bachelor in education from the University of Edinburgh in Scotland • MA in language studies from the University of Warwick in England in 1996 • In 2001, he received a Fulbright scholarship to study in the United States towards his Ph.D., which he earned in 2003 from the University of Maryland, Baltimore County in literacy and culture Permanent Secretary Dr. Moses Maurihungirire • Permanent Secretary since 2015 • Dr Maurihungirire served as the Director of Aquaculture in the Ministry (of Fisheries) until his appointment as Permanent Secretary, • executive management is provided by the Office of the Permanent Secretary Director: Operations Mr. Peter Amutenya Main responsibilities: • Regulating fishing activities within the Namibian EEZ. • Monitoring, control and surveillance activities both at sea and onshore through the operation of fisheries patrol vessels, cars for coastal inspection and fisheries patrol aircraft by Fisheries Inspectors. • Fisheries legislation enforcement. Deputy Director: Information Technology Ms. Lucia Haufiku • Deputy Director since 2005 • 1986 – 1988 - Master of Computer Applications (MCA), Computer Software Engineering (CompuCraft Institute, UK) • 1978 – 1984 - Bachelor of Science (BS), business computing (University of V. I. Lenin, Sofia, Bulgaria) Main responsibilities: • The Division is responsible to create an ICT conducive environment (Information and Communication Technology), infrastructure and execute strategies and plans for the development of the management information system; • Draw up tender proposals and compile tender evaluation report for the acquisition of hardware and software in accordance with technical procedures of the government for the approval of Information System Steering Committee (ISSC); • The Division is also responsible for system technical specification, design, development, testing operation and maintenance as well as data and information resources management, data security and training the end-users in the ministry of Fisheries and Marine Resources. Director: Resource Management Ms. Graça Bauleth D'Almeida • Director since 1993 • 1996 – 1998 - Master of Science (MS), Marine, Estuarine and Environmental Sciences (MEES) - University of Maryland, United Sattes • Gettysburg College, Pennsylvania, United States Main responsibilities: • Provides advice on the state of commercially important marine fish stocks and recommendations on their appropriate yields; • Appropriate management measures in relation to species and fish size limitations, closed seasons, closed areas, and limitations on the types and effectiveness of fishing gear; • It is also responsible for research on fresh water fish resources in the interior of Namibia and provides advice on the conservation and management of those resources. Director: Policy, Planning & Economics Ms. Anna Eratus Main responsibilities: • Co-ordinates the formulation and implementation of fisheries policies and legislation; • Carries out continuous policy and economic research and analyses; • Responsible for the management of information services of the Ministry; • Administration of fishing rights and quotas; • Collection of fees; • Analysis and publication of fisheries statistics; • Co-ordinates overall planning of the Ministry. Deputy Director: General Services Ms. Hilda Khoeses-Bone Main responsibilities: • The division of General Service is headed by a deputy director who is tasked with the responsibility of making sure that various offices within the division fulfil their responsibilities. General services division is responsible for a host of administrative and support services such as procurement, human resources, finance, capital projects, transport, office accommodation, stock control, etc that are being carried out by dedicated staff members. Director: Aquaculture Vacant Main responsibilities: • Ensure the responsible and sustainable development of aquaculture to achieve socio-economic benefits and environmental sustainability; • Facilitate an efficient, coordinated administrative and institutional framework for aquaculture; • Ensure that the genetic diversity and integrity of the aquatic ecosystem is maintained; • Promote responible aquaculture production practices. The Namibian Maritime and Fisheries Institute (NAMFI) • NAMFI is a tertiary educational institution situated in Walvis Bay. It was established in 1996 by the Ministry of Fisheries and Marine Resources. NAMFI provides maritime and fisheries training in accordance with the International Maritime Organization (IMO) and builds capacity in the field of maritime and fisheries sectors in and around Namibia The National Marine and Information Research Center (NatMIRC) • The Centre has been in operation since 1980’s. The current Information Officer is Mr Andreas LTH Hainghumbi. • situated in Swakopmund. • The research conducted at the NatMIRC focuses largely on fisheries and oceanographic surveys and the collection of biological parameters of the major commercial species through port sampling programmes The Kamutjonga Inland Fisheries Institute (KIFI). • Situated up in the Caprivi in Northern Namibia • KIFI provides various services to the local farmers and fishermen within the Kavango Region. This includes, inter alia, training and awareness of freshwater fish farming, support in producing and harvesting fresh water fish for food security, aquatic disease surveillance and, research and monitoring of shared river systems. KIFI promotes good management of the biodiversity and ecosystems of the rivers and inland water bodies..
