The uplanders of Tengger around the Bromo Mountains and Semeru in East Java reflect the image of a traditional and isolated peasant community. This research argues that uplanders like the Tengger people are open to the outside world, especially in the economic sector where they are highly responsive to agricultural commodities, following the movement of the existing market. Accordingly, this study wants to probe how the relationship between the livelihoods of the agrarian sector and tourism in Tengger has undergone. Our studies have shown that Tengger can diversify agricultural activities into a non-farming economy, in our case is the tourism. Moreover, population growth and land- hungry monoculture farming also have contributed to ecological crisis problems. This research aims to contribute and provide a new understanding of the Tengger community in today's situation, as well as increase the socio-cultural study of highland communities in Indonesia.     “Proses Penganggaran Daerah Berbasis Kearifan Lokal” i KATA PENGANTAR Assalammu’alaikum Wr.Wb. Puji syukur kami panjatkan kehadirat Allah SWT atas limpahan rahmat dan karunianya semata sehingga Buku Partisipasi Masyarakat Dalam Proses Penganggaran Berbasis Kearifan Lokal ini dapat tersusun dengan baik . Buku ini bertujuan untuk menyampaikan berbagai gagasan pemikiran hasil kajian maupun penelitian dalam upaya mengembangkan pengetahuan dan wawasan keilmuan secara teoritis maupun praktis. Perkembangan zaman tidak mempengaruhi aktivitas lokal yang dilakukan di Suku Tengger sebagai kajian dalam buku ini. Proses penganggaran yang merupakan aktivitas rutin dilakukan di berbagai tingkatan, baik desa, kecamatan, kabupaten, propinsi maupun negara merupakan proses untuk menjaring aspirasi masyarakat karena pada hakekatnya masyarakat yang tahu kebutuhannya. Hadirnya buku ini semoga memberi gambaran terhadap proses penganggaran daerah yang ada di Pemrintah Daerah. Kami menyadari sepenuhnya bahwa dalam penyusunan buku ini masih terdapat kekurangan maupun keterbatasan, untuk itu kritik dan saran sebagai upaya perbaikan dan kesempurnaan sangat diharapkan.
