PROJECT BRIEF and REQUIREMENTS 1. GENERAL The SECTION 5 TENDER NO. MHA00003000008528- PROJECT MANAGEMENT CONSULTANCY SERVICES FOR REPLACEMENT OF BUILDING MANAGEMENT SYSTEMS FOR SINGAPORE POLICE FORCE ESTABLISHMENTS ANNEX A2 PROJECT BRIEF AND REQUIREMENTS PROJECT BRIEF AND REQUIREMENTS 1. GENERAL The consultancy services shall cover the full replacement of the existing Building Management System (BMS) for the following properties under the Ministry of Home Affairs (MHA): a) New Phoenix Park (NPPk) b) Tanglin Division Headquarters (EDHQ) c) Police Coast Guard Headquarters (PCGHQ) d) Police Cantonment Complex (PCC) e) Jurong Division Headquarters (JDHQ) f) Airport Police Division Headquarters (APHQ) g) Traffic Police Division Headquarters (TPHQ) The objective of the project is to replace and enhance the existing BMS for the above properties. There is a need to study the existing BMS and propose enhancement to the system. In order to minimize disruption to operations, the Consultant are required to strategically plan the engagement and deployment of the Contractors and to ensure that implementation and work schedule are optimised. The Project Manager shall work together with the design consultants’ team and other specialist consultants or direct contractors engaged by the Employer. The Project Manager will need to assist the Employer to manage the entire scope of the project and perform any other duties related to the above project at the Employer discretion. The Project Manager must comply with the criteria set forth in the Evaluation Criteria, subject to security clearance before they are permitted to engage for this project. Employer may reject personnel who are not security cleared without giving any reason and Consultant shall replace the personnel immediately so as not to cause any delay to the project. The study and design shall comply with all authorities’ requirements and subject to the Employer’s approval. The consultant is expected to carry out presentations, cost- benefits analysis, life-cycle costing and cost estimates as would be required by the Employer. 2. BACKGROUND The recommended lifespan for the BMS is no more than 15 years. The systems in the above properties are at the end of their lift cycle and are due for replacement. As obsolescence of the existing system makes parts replacement difficult and slow, the A2/1 SECTION 5 TENDER NO. COST OF PROJECT The total estimated cost for the BMS replacement work is approximately S$14 million. The Consultant shall not participate in the replacement tender or be involved in any role that is in conflict with his role as consultants to the Project. 4. INTRODUCTION 1.1 The Aerodrome Emergency Planning (AEP) Seminar was conducted in the form of audio visual presentations by speakers having experience in airport related emergencies to provide and share information, experience, best practices with participants on aerodrome emergency planning and testing. 1.2 The AEP Seminar was organized in coordination with the Airport Emergency Service Division of Civil Aviation Authority of Singapore (CAAS) from 20 to 22 October 2008 in Singapore and was attended by 118 delegates from 26 Asia/Pacific States. 1.3 The speakers were from Ministry of Transport, Singapore, Government Hospitals in Singapore, Singapore Police Force, Qantas Airways, Corporate Communications, Airport Operations and Legal Divisions of CAAS and Aircraft Accident Investigation Bureau, Singapore. Daily sessions for questions and answers were allocated during the Seminar. The List of Participants is at Attachment A. 1.4 The Agenda item for the seminar is given at Attachment B. A field trip was arranged by AES, CAAS to the Tanah Merah Ferry Terminal and crisis management cells at Changi Airport to observe the full scale aircraft crash at sea exercise on 21 October 2008. A panel discussion on the exercise was conducted on 22 October to solicit feedback and comments from the seminar participants. 2. OBJECTIVE OF THE SEMINAR 2.1 The ICAO Regional Office initiated a survey in April 2008 to assess the level of implementation of ICAO Annex 14 requirements on AEP and conduct of exercise to test the plan.
