2015 Total Defence Awards TOTAL DEFENCE AWARDS 2015 WE HONOUR YOUR OUTSTANDING SUPPORT FOR NATIONAL SERVICE 02 CONTENTS FOREWORD 2015 marks the Golden Jubilee of Singapore’s independence and FOREWORD 02 nation-building. Starting as a third-world country, we have grown into a city known for its modern economy and cosmopolitan society. All of these are achievements that we can be proud of. The peace and stability we have enjoyed over the past 50 years must never be ABOUT ACCORD 03 taken for granted. The foundation of that peace and stability is Total Defence. Comprised of five pillars – Military, Civil, Economic, Social and Psychological – it is THE AWARD 04 now an integral part of our lives, shaping the way we handle challenges and crises, and rallying us together in periods of difficulty. Since 1967, National Service, a critical component of Military defence, has been NS ADVOCATE AWARD FOR SMEs 05-06 providing the stability and security that safeguards our sovereignty and protects our way of life. The Total Defence Awards is the highest national accolade to honour NS ADVOCATE AWARD FOR LARGE COMPANIES 07-08 NS advocates who demonstrate strong and unwavering support for National Service and Total Defence. This year’s revamped awards will honour 122 advocates who have NS ADVOCATE AWARD FOR ORGANISATIONS 09-10 demonstrated outstanding support for our National Servicemen in fulfilling their National Service duties and commitments. Tonight’s award recipients include outstanding individuals, companies and organisations whose support have made a big difference to our servicemen. NS ADVOCATE AWARD FOR INDIVIDUALS 11-30 02 ABOUT ACCORD THE AWARD As part of the Committee to Strengthen National Service (CSNS), Since 1986, the Total Defence Awards (TDA) has been the pinnacle the Advisory Council on Community Relations in Defence award given by the Ministry of Defence (MINDEF) to recognise (ACCORD) was reorganised with three sub-councils to engender companies that have demonstrated strong support for Total Defence, greater public support for NS from employers, educational National Service (NS) and our National Servicemen. The revamped award, known as the NS Advocate Award, has four groups of recipients. They include the ACCORD (Main) NS Advocate Award for Individuals, the NS Advocate Award for Small & Medium Enterprises (SMEs), the NS Advocate Award for Chairman: Large Companies and the NS Advocate Award for Organisations. Born and brought up in Bangladesh, Mr Taher has experienced social unrest and values the peace and security that Singapore enjoys through the institution of National Service. As the business partner of Captain (NS) Tay Beng Boon, Mr Taher supports CPT (NS) Tay’s National Service commitments both in words and action. Being a relatively young and small start-up, the absence of his business partner and his employees for In-Camp Training is keenly felt. Yet whenever CPT (NS) Tay is away on ICT, Mr Taher will take over his projects, on top of his own heavy workload. In addition, Mr Taher also organises daily physical workouts, early medical check-ups and proper diet and lifestyle sessions for his National Servicemen employees to keep them fit and healthy. INTRODUCTION 1.1 The Aerodrome Emergency Planning (AEP) Seminar was conducted in the form of audio visual presentations by speakers having experience in airport related emergencies to provide and share information, experience, best practices with participants on aerodrome emergency planning and testing. 1.2 The AEP Seminar was organized in coordination with the Airport Emergency Service Division of Civil Aviation Authority of Singapore (CAAS) from 20 to 22 October 2008 in Singapore and was attended by 118 delegates from 26 Asia/Pacific States. 1.3 The speakers were from Ministry of Transport, Singapore, Government Hospitals in Singapore, Singapore Police Force, Qantas Airways, Corporate Communications, Airport Operations and Legal Divisions of CAAS and Aircraft Accident Investigation Bureau, Singapore. Daily sessions for questions and answers were allocated during the Seminar. The List of Participants is at Attachment A. 1.4 The Agenda item for the seminar is given at Attachment B. A field trip was arranged by AES, CAAS to the Tanah Merah Ferry Terminal and crisis management cells at Changi Airport to observe the full scale aircraft crash at sea exercise on 21 October 2008. A panel discussion on the exercise was conducted on 22 October to solicit feedback and comments from the seminar participants. 2. OBJECTIVE OF THE SEMINAR 2.1 The ICAO Regional Office initiated a survey in April 2008 to assess the level of implementation of ICAO Annex 14 requirements on AEP and conduct of exercise to test the plan.

GENERAL The consultancy services shall cover the full replacement of the existing Building Management System (BMS) for the following properties under the Ministry of Home Affairs (MHA): a) New Phoenix Park (NPPk) b) Tanglin Division Headquarters (EDHQ) c) Police Coast Guard Headquarters (PCGHQ) d) Police Cantonment Complex (PCC) e) Jurong Division Headquarters (JDHQ) f) Airport Police Division Headquarters (APHQ) g) Traffic Police Division Headquarters (TPHQ) The objective of the project is to replace and enhance the existing BMS for the above properties. There is a need to study the existing BMS and propose enhancement to the system. In order to minimize disruption to operations, the Consultant are required to strategically plan the engagement and deployment of the Contractors and to ensure that implementation and work schedule are optimised. The Project Manager shall work together with the design consultants’ team and other specialist consultants or direct contractors engaged by the Employer. The Project Manager will need to assist the Employer to manage the entire scope of the project and perform any other duties related to the above project at the Employer discretion. The Project Manager must comply with the criteria set forth in the Evaluation Criteria, subject to security clearance before they are permitted to engage for this project. Employer may reject personnel who are not security cleared without giving any reason and Consultant shall replace the personnel immediately so as not to cause any delay to the project.

She has spent 29 years at the SPF, holding several key appointments including Commander Airport Police Division, Commander Training Command concurrent Deputy Chief Executive Home Team Academy (Admin), Commander Jurong Police Division, Deputy Director of Planning & Organisation Department, Deputy Director Service Development and Inspectorate Department and Deputy Commander of Training Command. She was Chief Executive Officer of Yayasan MENDAKI, a self-help group and a non- profit organisation, during a 2007-2009 secondment. During her three years there, she led the organisation in its efforts to uplift the Singapore Malay/Muslim community to achieve its vision of a Community of Excellence. In 2007, Mdm Zuraidah was also the first woman to be appointed to the Council of the Islamic Religious Council of Singapore. In addition, she serves on numerous governing boards in the public sector, including the National Library Board and the Malay Heritage Foundation. She is presently Chairman of the Malay Heritage Foundation. * SAC Zuraidah Abdullah was recipient of the Her World Woman of the Year 2015 award.
