HER WORLD WOMAN OF THE YEAR 2015 WINNER Senior Assistant Commissioner of Police Zuraidah Abdullah Commander, Airport Police Division Age: 53 Marital status: Married to former police office, Abdul Aziz Mohamad Noor Why Her In her 29-career with the Singapore Police Force, she has risen through the ranks to become the first female Commander of the Airport Police Division (APD) and was the former Head Operations of Central Police Division, Commander of Jurong Land Division – the largest out of the six police land divisions in Singapore. In 2013, she became the first woman to hold the rank of Senior Assistant Commissioner – the third-highest rank in the Singapore Police Force. In 1993, she helped implement the ruling for rear passengers to don seat belts and for children below eight to be seated in a child's seat. She also set up the first batch of speed cameras along the Pan Island Expressway (PIE). She has made outstanding contributions to society. In 2007, she was the second woman to be appointed to head the self-help group for the Malay- Muslim community, Yayasan Mendaki. She was also the first woman in 40 years to be appointed as a member in Muis, to help oversee the religious affairs of Muslims in Singapore. She is also the chairman of the Malay Heritage Foundation. Achievements in 2014 In October, became the first woman to be appointed Commander, Airport Police Division. As part of her job, she oversees the security of all the terminals at Changi Airport, and the safety of the 50 million-plus passengers who pass through the airport every year. -

SEMINAR ON AERODROME EMERGENCY PLANNING JOINTLY ORGANIZED BY AIRPORT EMERGENCY SERVICE, CIVIL AVIATION AUTHORITY OF SINGAPORE AND ICAO ASIA AND PACIFIC OFFICE, BANGKOK (Singapore Aviation Academy, 20 to 22 October 2008) SUMMARY 1. INTRODUCTION 1.1 The Aerodrome Emergency Planning (AEP) Seminar was conducted in the form of audio visual presentations by speakers having experience in airport related emergencies to provide and share information, experience, best practices with participants on aerodrome emergency planning and testing. 1.2 The AEP Seminar was organized in coordination with the Airport Emergency Service Division of Civil Aviation Authority of Singapore (CAAS) from 20 to 22 October 2008 in Singapore and was attended by 118 delegates from 26 Asia/Pacific States. 1.3 The speakers were from Ministry of Transport, Singapore, Government Hospitals in Singapore, Singapore Police Force, Qantas Airways, Corporate Communications, Airport Operations and Legal Divisions of CAAS and Aircraft Accident Investigation Bureau, Singapore. Daily sessions for questions and answers were allocated during the Seminar. The List of Participants is at Attachment A. 1.4 The Agenda item for the seminar is given at Attachment B. A field trip was arranged by AES, CAAS to the Tanah Merah Ferry Terminal and crisis management cells at Changi Airport to observe the full scale aircraft crash at sea exercise on 21 October 2008. A panel discussion on the exercise was conducted on 22 October to solicit feedback and comments from the seminar participants. 2. OBJECTIVE OF THE SEMINAR 2.1 The ICAO Regional Office initiated a survey in April 2008 to assess the level of implementation of ICAO Annex 14 requirements on AEP and conduct of exercise to test the plan. -

Preliminary Draft: Please Do Not Quote or Cite The Whip of Singapore: Can Tough Legal Enforcement Entice Criminal Extortion? ∗ Kaiwen Leong,† Huailu Li‡and Haibo Xu§ Abstract Using a unique dataset, we study the unlicensed money lending market in Singapore. In this market, borrowers search for loan sharks to borrow from, and loan sharks decide how much money to extort from borrowers. At equi- librium, we observe dispersion over the degree of extortion by different loan sharks. We find that when the authorities increase enforcement efforts specif- ically targeted at reducing the number of loan sharks in this market, these efforts have, on average, the following effects: The initial interest rate on the loan agreed upon by both the loan sharks and the borrowers increases, the loan amount that the loan shark is willing to lend to the borrower decreases, the amount of money the loan shark extorts from the borrower increases and the loan shark’s harassment activities against the borrower remains unchanged. ∗We are very grateful to Jingying Bi, Shaqiri, Pun Shu Fen and Tang Yulu for their excellent research assistant work and Elaine Leong for the superb English edits.
