TRIALS OF THE WAR CRIMINALS General Considerations The Fascist regime that ruled Romania between September 14, 1940, and August 23, 1944, was brought to justice in Bucharest in May 1946, and after a short trial, its principal leaders—Ion and Mihai Antonescu and two of their closest assistants—were executed, while others were sentenced to life imprisonment or long terms of detention. At that time, the trial’s verdicts seemed inevitable, as they indeed do today, derived inexorably from the defendants’ decisions and actions. The People’s Tribunals functioned for a short time only. They were disbanded on June 28, 1946,1 although some of the sentences were not pronounced until sometime later. Some 2,700 cases of suspected war criminals were examined by a commission formed of “public prosecutors,”2 but only in about half of the examined cases did the commission find sufficient evidence to prosecute, and only 668 were sentenced, many in absentia.3 There were two tribunals, one in Bucharest and one in Cluj. It is worth mentioning that the Bucharest tribunal sentenced only 187 people.4 The rest were sentenced by the tribunal in Cluj. Tensions between metropolitans and bishops reflected dissatisfaction among parish clergy and laypeople as well, which in some cases resulted in the formation of new religious movements. As a society experiencing extraordinary social and political upheavals, including new borders, a nationalizing state, industrialization, new communication and transportation networks and new political ideologies, inter-war Romania was a fecund environment for religious innovation. With monasticism in decline and ever higher expectations being placed on both priests and laypeople, two of the most significant new religious movements of the period emerged in regions where monasticism and the monastic approach to spirituality had been strongest. The first, Inochentism, began in Bessarabia just before the First World War. Its apocalyptic belief that the end times were near included a strong criticism of the Church and the state, a critique that transferred smoothly onto the Romanian state and Orthodox Church once the region became part of Greater Romania. -

Коцюбинського, 2 E-mail: [email protected] Авторське резюме У дослідженні висвітлюється проблема адміністративно-територіального устрою і духовної юрисдикції православної церкви на Буковині в контексті історичних подій, пов’язаних зі зміною державної приналежності цього етноконтактного регіону, який знаходиться на стику східнослов’янського і східнороманського світів. Відзначено, що після включення Буковини до Румунського королівства Буковинська митро- полія увійшла до складу автокефальної Румунської православної церкви та зазнала уніфікації в рамках Румунського патріархату. Незважаючи на негативні явища то- тальної румунізації церковної сфери, у міжвоєнний період спостерігаються також певні позитивні зрушення в житті Буковинської митрополії: будівництво нових храмів, відкриття монастирів, підпорядкування митрополиту Буковинського право- славного релігійного фонду, розвиток духовної освіти. Суттєві корективи в церковне життя православного населення Буковини і Хотинського повіту Бессарабії внесла Друга світова війна, що було пов’язано з евакуацією духовенства з північної частини краю до Румунії в 1940 р. These films shed light on the way Ger- many chose to remember its recent past. A body of twenty-five films is analysed. For insight into the understanding and reception of these films at the time, hundreds of film reviews, censorship re- ports and some popular history books are discussed. This is the first rigorous study of these hitherto unacknowledged war films. The chapters are ordered themati- cally: war documentaries, films on the causes of the war, the front life, the war at sea and the home front. Bernadette Kester is a researcher at the Institute of Military History (RNLA) in the Netherlands and teaches at the International School for Humanities and Social Sciences at the University of Am- sterdam. Din motive lesne de înţeles, preţiosul fo nd arhivistic Visarion Puiu a fost pus la dispoziţia cercetătorilor abia după evenimentele el in decemb ri e 1989, primele rezultate concretizându-se în semnalarea izvoarelor, mai întâi în publicaţiile de istorie şi cultură sau în cadrul unor manifestări ştiinţi fi ce consacrate zilelor de naştere, 27 februarie, şi de trecere la cele veşnice, 20 august, după care interesul pentru iniţiativele şi activităţile acestui înalt ierarh al Bisericii Ortodoxe Române, a căpătat o amploare cu totul deosebită. Louise Kolm-Fleck Also Known As: Louise/Luise Veltée, Louise/Luise Kolm, Louise/Luise Fleck Lived: August 1, 1873 - March 15, 1950 Worked as: co-director, co-producer, co-screenwriter, director, film company founding partner, producer, screenwriter Worked In: Austria, China, Germany by Claudia Walkensteiner-Preschl Louise Veltée, later called Louise Kolm and then Louise Fleck due to her two marriages, is the first known female film producer, screenplay author, and director in the Austro-Hungarian Monarchy. Although several documents on this female film pioneer have been preserved, it is still almost impossible to draw an exact picture of her contributions, especially as her archival papers and estate, located at the Austrian Film Archive, are not publicly accessible and detailed research has so far not been possible. While many of her films from 1919 onward are extant, only a few films from the early 1910s have been preserved, allowing for only a narrow appreciation of the beginning of her career as a screenplay author, producer, and director. As Kolm-Fleck frequently worked with her husbands on film productions, her work can be understood in the context of collaboration, as she was a team member and a partner, as well as an influential comrade-in-arms in the efforts to construct a national film industry at the time of the Austro-Hungarian Monarchy. Louise, the daughter of a pyrotechnist, was born on August 1, 1873 in Vienna, which was at that time the center of a multinational state. Her father founded the Stadtpanoptikum, or City Panopticon, on one of the finest shopping streets of present day Vienna, the Kohlmarkt, where he presented his first so-called “living pictures,” along with numerous curiosities and attractions as early as the autumn of 1896 (Fritz 1981, 21). -

Annex The Supreme Commander of the Army the Department of the Civil Government of Transnistria Ordinance no. 23 We, ION ANTONESCU, Marshal of Romania, Commander-in-Chief of the Army: Through Professor G. ALEXIANU, Civil Governor; With regard to the fact that there is a large jewish population on the territory of Transnistria which has been evacuated from various battle-zones, in order to protect the rear of the front; With regard to the need to organize communal living for this evacuated population; Seeing that this population must find a means of existence on its own account and through labour; By virtue of the full powers accorded by Decree no. 1 of 19 August 1941, issued at Tighina; We command: Article 1 All jews who have come from the battle-front in Transnistria, as well as jews from Transnistria, who for the same reasons were moved into various centres, or those who remain to be moved, are subject to the rules of life established by this present ordinance. Article 2 The Inspectorate of Gendarmes in Transnistria determines the localities where the jews can be housed. The Jews will be housed with regard to the size of their family in the dwellings abandoned by the Russian or jewish refugees. Each family of jews who receive a dwelling will be obliged to tidy it up forthwith and to keep it clean. If there are not enough of these dwellings, the Jews will also be housed in private homes, which will be allocated to them, for which they will pay the determined rent.
