Threesa Milligan has been an integral leader in the Washington State Alliance for Equal Justice for more than a decade, dedicating her work to building and promoting the development of a statewide integrated, non-duplicative civil legal aid delivery system, and expanding access to justice for those who face barriers. Currently Threesa directs the Pro Bono Services Department (PBS) of the King County Bar Association, the largest provider of pro bono civil legal aid representation in Washington State. Under Threesa’s leadership, PBS has grown during tough financial times, to serve more than 10,000 clients a year, in areas ranging from domestic violence, bankruptcy, and housing, to elder law, non-profit assistance, and Indian law. Before joining the King County Bar Association, Threesa served as the Executive Director of Snohomish County Legal Services.

Because Threesa understands that King County benefits from greater legal resources than other areas of the state she has ensured that the King County Bar Association shares its knowledge, resources, and Continuing Legal Education programs with partners around the state. Under Threesa’s leadership, PBS has developed trainings, coordinated partner meetings, and encouraged collaboration by volunteer lawyer programs across Washington.

In addition to directing the largest pro bono program in the state, Threesa serves on so many boards and committees it is difficult to keep track of the many ways in which she contributes to the alliance. Over the past several years, Threesa has served on or is currently serving on the following committees: the King County Regional Planning Committee, the Pro Bono Support Coordinator Advisory Board, the Snohomish County Human Services Council, the Snohomish County Domestic Violence Task Force, the King County Bar Association Judicial Screening Committee, and the following committees of the Access to Justice Board: the Delivery System Committee, Justice without Barriers Committee, ATJ Conference Committee, the Communications Committee, the Nominations and Leadership Committee, the Pro Se Committee, and the Leadership Workgroup on Hallmarks.

Threesa walks the talk when it comes to expanding access to justice. Not only does she manage the largest pro bono program in the state, she also serves as a volunteer in the clinics she oversees. Working directly with clients keeps Threesa engaged with the work of her programs and earns her the gratitude and admiration of her staff. Volunteer of the Year Awards Mr. Pro Bono Doug Anderson Doug Anderson began volunteering with the King County Bar Association’s Volunteer Legal Services (VLS) in 1992. Since then, he has worked tirelessly on over 189 pro bono cases – an average of nine pro bono cases per year for 21 years. Doug handles a variety of legal issues for pro bono clients including wills & estate planning, debt defense, bankruptcy, foreclosure, tax debt, and other consumer law issues. Doug also advises VLS staff and interns on debt and bankruptcy issues. Doug is an outstanding advocate for his pro bono clients. Here are just of few of their comments, “Mr. Anderson made me feel comfortable, he made me feel the problem I was presenting was important.” “The world needs more people like him. He is easy to talk to, especially for transgender people. Thank you sir!” A seriously ill client who needed help with a will and bankruptcy was surprised when Doug agreed to meet at her home, “he handled everything immediately and with great concern and care. He was very professional and went out of his way to help.” In 1995, the mother of a client with AIDS said, “Mr. Anderson shook my son’s hand; that may seem like a small thing, but it is so hurtful to a person with AIDS when no one will.” “Mr. Anderson truly cares.” Perseverance! Jessica Anderson Jessica Anderson joined the Family Law Mentor Program in February 2012. The Mentor Program recognizes Jessica for her steadfast determination and high quality representation of a domestic violence survivor in a heart wrenching dissolution case. With the assistance of her Mentor Gene Oliver, Jessica advocated for her client throughout the family law action and subsequent trial. The opposing party was about to complete a ten-year sentence for assaulting Jessica’s client and, from prison, contested the terms of the dissolution and forced the case to trial. Jessica secured strong protective final orders for the client and her children following trial. The opposing party was then released from prison and promptly filed a timely appeal. Although she had never worked on appeal, Jessica wanted to continue representing her client and sought additional mentoring. Sidney Tribe, a member of the King County Bar Association Appellate Section Executive Committee assisted Jessica in responding to the ongoing appeal. For her sensitivity to domestic violence issues and willingness to represent her client through the entire matter, the Family Law Mentor program honors Jessica with the Perseverance! award. Not Afraid to Litigate Kevin Curtin

Kevin Curtin is a “go-to” volunteer in the Family Law Mentor Program. He is also a dedicated volunteer at the Housing Justice Project-Seattle where he assists low-income tenants facing eviction. Since 2010, Kevin has accepted four pro bono family law cases, each case requiring extensive litigation. Two of his cases went to full trial. Kevin shows deep empathy for his clients – even staying on post final orders. He recognizes that much battering can happen through post decree litigation in cases where there a history of violence and coercive control exists. Kevin also provides mentorship to a new Family Law Mentor Program mentee who is working on his first family law case. Kevin does not hesitate to accept contested cases and Pro Bono Services is grateful for all of his work on behalf of low-income clients. Kevin is a truly outstanding volunteer!

Friend of Pro Bono Keo Capestany

The King County Bar Association’s Pro Bono Services honors Keo Capestany for his tireless work on behalf of pro bono clients. Keo has worked as a Court Certified Spanish Interpreter for many years offering discounted interpreting services for PBS programs. In 2012, Keo began providing his services on a pro bono basis and has since donated nearly 60 hours representing a savings of $3,900 to PBS programs.

Born in Havana, Cuba, Keo attended Law School at the Universidad de la Habana but could not graduate because of political exile in 1960. He moved to Seattle in 1962, studied English and began his 31-year career in the insurance industry. Keo retired in 1998 and started a second career as a court interpreter certified in both state and federal jurisdictions.

Married to Alicia Gonzalez for 54 years, Keo and his wife have eight children, nineteen grandchildren and five great grandchildren.

Keo’s hobbies include etymology, spending countless hours reading about the history of words, and handcrafting sculptural piñatas for gifts or donation to non-profit organizations for fund-raising auctions. KCBA’s Pro Bono Services is truly grateful to Keo for his exceptional service to low income clients. Legal Assistant Extraordinaire Maggie Herbord

The Housing Justice Project-Kent proudly recognizes Maggie Herbord as the 2013 Volunteer Legal Assistant of the Year. Maggie began interning five days per week at HJP in July 2011 while studying for her paralegal certificate at Highline Community College. She quickly developed her paralegal skills and began supervising the legal assistant team within her first month at the HJP clinic. Maggie’s compassion and dedication to HJP clients is truly remarkable. She has an impressive ability to connect with pro bono clients on a very personal level and easily gains their trust. “Volunteering at HJP/ Kent alongside my fellow volunteers allows me to give back to my community and do what I enjoy most; utilize my skills to help people in sincere need,” says Maggie. Her positive energy and infectious smile, not to mention her gourmet baked goods, lift the spirits of everyone in the clinic. The Housing Justice Project-Kent sincerely thanks Maggie for her years of service to the program.

I Know How They Think Jeffrey Rupert

The Housing Justice Project/Kent proudly recognizes attorney Jeff Rupert for his outstanding volunteer work on behalf of low-income tenants facing eviction. HJP clients and staff enjoy working with Jeff because of his calm demeanor, sense of humor, and enthusiasm for pro bono service. Jeff joined the Housing Justice Project in 2005 and started his own practice the same year. Previously, Jeff worked as a plaintiff’s attorney handling evictions; he is a perfect fit for HJP because of his extensive knowledge of the eviction process. Jeff says, “I knew how to do evictions, and I knew how to beat them.” Eight years later, Jeff is still using his expertise to help low-income tenants. In addition to Jeff’s invaluable knowledge of landlord-tenant law, Jeff approaches every case with a positive attitude. He is always willing to mentor less experienced attorneys and does not hesitate to tackle even the most difficult cases. Jeff says he enjoys volunteering at HJP because it adds variety to his practice and he looks forward to helping people who cannot afford an attorney. A graduate of Kent State in Ohio and Seattle University School of Law, Jeff’s practice consists primarily of indigent criminal defense and family law. The Housing Justice Project/ Kent is grateful for Jeff’s many years of exemplary service to the program. Always Ready for a Challenge Award Liz Lindsley The Housing Justice Project-Seattle honors Liz Lindsley for her dedication to low income tenants facing eviction. “Liz is truly a pleasure to work with; she demonstrates an exceptional ability to learn quickly, to prepare thoroughly, and to do a fantastic job representing HJP clients in court,” said Rory O’Sullivan, Managing Attorney, Housing Justice Project. Liz began volunteering at HJP in March 2013, and has greatly influenced the lives of many HJP clients. In addition to devoting more than one hundred hours in the clinic during her first six months, she has taken two cases for ongoing representation. It is often difficult to find pro bono counsel for tenants when their eviction proceedings are set on an expedited trial schedule. However, despite being a new attorney, Liz took a case to trial for a family living in deplorable conditions with a newborn baby. Liz worked tirelessly to prepare the case, and the court decided in the clients’ favor, awarding the tenants more than $3,800.00 in damages. Liz is a recent graduate of the University of Washington School of Law.

Joe Gaffney Award, Outstanding Volunteer Attorney Marie White

Marie White began volunteering at the Federal Way Family Law Clinic in 2007. She also devotes her time to the Neighborhood Legal Clinics Family Law Helpline where she mentors volunteer attorneys. Marie may be found doing double duty on many evenings at the clinic. She works advising clients and, in between, takes phone calls from volunteer attorneys seeking mentoring. Marie is always cheerful and never hesitates to spend extra time and effort to make sure she fully addresses her clients’ issues.

Marie was born and raised in Glennallen, Alaska, where her family operated a full-service tourist lodge. After earning her undergraduate degree from Alaska Pacific University in 1984, she worked for Arco in Anchorage. She moved to the Los Angeles in 1987 she obtained her law degree from Pepperdine University School of Law in 1990. Immediately after graduating, she relocated to Seattle, where she has lived since. Marie worked for a little over a year for a Seattle law firm, and then opened her own law practice in March 1991. She has been a solo-practicing lawyer for the past 18 years, focusing almost exclusively on family law. King County Bar Pro Bono Services

Family Law Family Law includes the Family Law Mentor Program, Kinship Care Solutions Project and Self Help Plus. These programs assist clients with direct representation for contested divorces where domestic violence is present and/ or children are at risk, third-party non-parental custody cases, and non-contested divorces or parenting plans.

Housing Justice Project The Housing Justice Project (HJP) provides free legal help to eligible low income tenants facing eviction. HJP clinics meet Monday - Friday mornings at the King County Courthouse in Seattle and the Maleng Regional Justice Center in Kent. HJP also offers a clinic on Monday evenings at the King County Courthouse in Seattle.

Community Services Community Services programs include the Neighborhood Legal Clinics (NLC) and the Volunteer Legal Services (VLS). NLC offer eligible clients a free 30 minute consultation with a volunteer attorney. Attorneys determine whether the client has a legal problem, suggest possible options, and provide appropriate referrals. VLS offer eligible clients direct on-going representation. VLS takes cases in Chapter 7 bankruptcy, vacating criminal records, housing, Social Security overpayments, wills and estate planning, and debt defense. VLS also coordinates the MakeChange! debt education workshops, and the Bailey-Boushay Wills Clinic.

King County Bar Foundation

The King County Bar Foundation is dedicated to ensuring access to the legal system and encouraging diversity in the legal profession. We envision a legal system open to and representative of every member of our community. Last year, you contributed $1.4 million to the Bar’s access to justice and diversity programs. Your contributions, combined with the 41,053 hours of service provided by over 1,300 Pro Bono Services volunteers generated $7.8 million in free legal services. You provided a legal safety net for 10,000 low-income King County residents.

King County Bar Association

A significant portion of the King County Bar Association’s Membership Services revenue is allocated to support the Pro Bono Services programs. This includes revenue from membership dues, Continuing Legal Education programming, the Lawyer Referral Service program, and many other services. Nearly 40% of KCBA’s income is returned to the community through the Pro Bono Services programs, making the King County Bar Association one of the few Bars of it’s size that supports pro bono programs to such a great extent.
