France, Espagne, Italie, XIXe-XXe siècles Cahiers de la Méditerranée, 96 | 2018 5 Introduction Pierre Allorant, Jean Garrigues et Jérémy Guedj 1 Dans le cadre de l’ANR ICEM (Identités et cultures en Méditerranée. Les élites politiques de la Révolution à la Ve République)1, les études sur la vie politique en France méditerranée et au-delà connaissent un fertile regain, dans une perspective comparée2. Après avoir évoqué en 2015 le statut, la vie politique et quotidienne, l’évolution des fonctions et des réseaux et la manière d’ « être maire en Méditerranée »3, les 2e « Rendez-vous de Porticcio » réunis en mai 2016, toujours soutenus par ICEM et co- organisées par le Comité d’Histoire parlementaire et politique (CHPP), ont permis de revisiter d’autres élites méditerranéennes, cette fois-ci nationales et parlementaires. 2 L’ambition des organisateurs consistait à déterminer s’il existait bien, dans le domaine de la vie parlementaire, une spécificité méditerranéenne. Les deux journées ont offert une large approche des manifestations de la culture, des pratiques et de l’identité parlementaire méditerranéenne à la faveur d’un regard comparatiste sur les trois grands États de la rive nord (Espagne, France et Italie), et grâce à une approche mêlant les angles de la prosopographie des élites politiques, de l’analyse des principaux « moments » de la vie parlementaire et des études de cas à l’échelle régionale. L’objectif visé était de réunir des spécialistes de domaines disciplinaires variés dans le but d’aboutir à une cartographie des acteurs, des pratiques, des discours et des représentations parlementaires méditerranéennes. 3 La diversité des communications et la richesse des débats ont dans un premier temps permis de dresser un bilan des avancées historiographiques récentes, et de poser les bases d’une approche prosopographique de l’élu national méditerranéen, de sa formation et de son parcours, de la nature et de la force de son ancrage territorial, de l’articulation du mandat parlementaire avec les fonctions locales cumulées simultanément ou dans le temps4, donc des caractères originaux du cursus parlementaire en Méditerranée : le rôle des minorités religieuses et leur image, l’existence de dynasties parlementaires, les moments de puissant renouvellement du personnel politique, de rupture dans les carrières, de transition ou de brutal changement constitutionnel lors des crises ou des guerres5 ; les stratégies des partis politiques, des groupes parlementaires et des familles de pensée ; le rôle des origines sociales, professionnelles, familiales et géographiques dans le choix d’une Cahiers de la Méditerranée, 96 | 2018 6 circonscription ou d’un « parachutage ». La professionnalisation du « métier parlementaire », les transformations de l’activité, du travail de législateur en commissions, les comportements rituels ou violents en séance plénière, et l’attitude en circonscriptions ; les relations entretenues par le parlementaire méditerranéen avec les groupes de pression, les intérêts financiers, les syndicats, les clientèles, les réseaux, les loges maçonniques, les associations cultuelles ; l’analyse des discours, des professions de foi, des interactions avec la presse, des représentations au cinéma, dans la littérature et par la caricature. Autant de questions cruciales que la présente livraison des Cahiers de la Méditerranée, tirée des actes de ce colloque, a contribué à explorer. 4 Un premier temps a permis de mettre en lumière l’identité et les spécificités des parlementaires méditerranéens français. Jérémy Guedj a ainsi précisé les mutations des parcours parlementaires d’une minorité de « fous de la République »6, les députés et sénateurs juifs de la France méridionale sous « la plus longue des Républiques »7, d’une débâcle, l’autre. Centrant la focale sur le département des Alpes-Maritimes, tardivement rattaché à la France, Bertrand Gasiglia a souligné le paradoxe de députés
