Introduction This Manual provides the information of applicable technologies to address climate change, aiming at facilitating cooperation among developing countries in addressing climate change through joint research and development, technology transfer and dissemination, training, building indigenous technological capability. The editorial board released 1st edition of the Manual at UNFCCC COP16/CMP6 in Cancun, 2010, and released the 2nd edition at UNFCCC COP17/CMP7 in Durban, 2011. The released editions are the comprehensive volume, consisting of about 140 technologies in different areas. According to users’ feedback, the editorial board has revised the 3rd edition and released the compact disc instead of paper. The 3rd edition consists of three volumes in the field of renewable energy, agriculture and forestry, water resources and environmental protection respectively. Each volume covers about 100 technologies. Hard copies, either CD or printed brochures, could be distributed only to limited readers, while it is made more accessible to wider audience by be published on the network/website. In order to contribute to further improving the capacity of developing countries in addressing climate change and promoting sustainable development, Ministry of Science and Technology, China has launched the Network/Platform for International Science and Technology Cooperation: Address Climate Change and Achieve Sustainable Development. With the goal of promoting knowledge diffusion, technology development and transfer, information sharing, the Network/Platform is an open, non-profit Platform to facilitate international science and technology cooperation for the benefit of all users from the world. Abstract: Saeki Ariyiko was one of the world’s premier historians of ancient Japanese and East Asian history. His knowledge of texts and his ability to use them in creative ways and thus bring antiquity to life were virtually unmatched. One of his last works was a reading of the single most commented upon text in Sino-Japanese historical and cultural relations, the Treatise on the People of Wa in the Chronicle of the Kingdom of Wei (known in Japan as Gishi Wajinden). Saeki’s book, entitled Gishi Wajingden o yomu 魏 志倭人伝を読む (Reading the Treatise on the People of Wa in the Chronicle of the Kingdom of Wei), appeared in two volumes (over 450 pages in total) and was published by Yoshikawa kōbunkan in 2000. To give a flavor of the work, I offer a translation of the introductions to each of the volumes. Thus, data envelopment analysis (DEA) has enjoyed much popularity, given its ability to measure environmental efficiency and shadow prices at the macro-economic level. In this study, we use the duality theory of slacks-based mea- sure in DEA to develop a general procedure for modeling environmental production characteristics. By using the proposed methodology, we can measure environmental technical efficiency, the shadow prices of emissions, and inter-factor substitution pos- sibilities. Further, we use the proposed methodology to carry out an empirical study of the Poyang Lake Ecological Economics Zone in China. Finally, we suggest some policy implications based on the study’s empirical results. In recent years, although the construction of characteristic towns in Sichuan Province has achieved remarkable results and a large number, especially tourist and leisure characteristic towns accounted for the largest proportion, they still face urgent problems such as avoiding redundant construction, achieving scientific development, and overall planning. This study takes 20 cultural tourism characteristic towns selected by the first batch of Sichuan Province as the research object, combined with field research and tourist questionnaire surveys, and screened out relevant influencing factors of characteristic towns from different aspects such as transportation, economy, industry, ecology, historical and cultural heritage. Analyze the correlation with the development level of characteristic towns in order to find out the key factors affecting the development of characteristic towns of this type, provide a policy basis for the scientific development and overall planning of reserve characteristic towns in our province, and contribute to the construction of new urbanization And provide advice and suggestions on the development of tourism industry in our province.
