Whiteinch Community Council Minutes of Community Council Meeting held in the Conference Room at Whiteinch Centre on Tuesday 28th August 2012 at 7pm.

1.0 Present: Gillian Morgan (Chair), Neil Robertson, Isobel McKillop, Elizabeth MacDonald, Seonaidh Black, Maisie McCrae, Janet Scrymgeour, Councillors Martin Bartos, Kenny McLean.

Apologies: Illinor Douglas, Elizabeth Brown, Abigail Thomson. Stephen Biagi.

In Attendance: Sgt Alistair Reid, PC Lorraine Paterson Strathclyde Police.

2.0 Police Report: Sgt Reid reported that it has been a busy summer and particular problems with young people drinking in . A test purchase scheme was carried out in Whiteinch and all the sellers passed. There was serious assault on Road and CID is carrying out enquiries. Fore Street: reports of gangs fighting and 3 disorder calls made to the police in July. GCSS are putting in extra resources and the gangs’ taskforce are being called in at peak times. Fore Street and Primrose Street appear to be better. Police trail bikes are being used more in our area and they are being very effective. The trail bikes are being used by traffic trained officers. The Police are happy to receive calls from members of the public voicing their concerns. It was noted from Strathclyde Fire’s report that there had been a rubbish fire at Curle Street. “In times of austerity the Force needs to ensure that all our resources are deployed in a manner that is effective and efficient and matches public demand. It is proposed that the following changes in opening hours will be made: ● West End Police Office will open between 0700 and 2359 hours daily ● Glasgow Anderson Police Office will open Monday to Friday from 0900 to 1700 hours”. These changes will take place round about December. It was acknowledged that Police are now ringing people back after an incident is reported to tell them what is happening, people like this feedback.

3.0 Approval of Minutes: It was agreed that at point 4.2.2 Cllr Bartos’s name should be removed from this item and WCC would write to CityBus the operators of the City Tours. With this amendment the minutes were approved.

4.0 Matters Arising: 4.1 Supermarket Development: Paperwork is nearly completed. Knotweed has been discovered on the proposed site of the Supermarket on South Street. Knotweed has to be treated as hazardous waste or burnt. 4.2 Whiteinch Burgh Hall: A prolonged discussion took place regarding the derelict state of the building and the fire risk it posses to the tenement building adjoining it and the old Fire Station that the Church rents from which has flats above. It was agreed that damage to the fire systems should be raised with Cllr Colleran. The discussion ended with the agreement that WCC should call a public meeting to discuss the future of this building. Action Cllr Colleran 4.3 Local Infrastructure: There are still an insufficient number of bins on the Nature Walk. It was agreed that a meeting should be arranged with Steven Eagan to walk round the area with WCC reps to decide where additional bins should be placed. Yellow lines at Tesco have been promised but still not done. Cllr McLean will deal with this matter. Action Gillian & Cllr McLean

1 4.4 Sunflower Project on Northinch Street: Unfortunately, in spite of all the effort of the volunteers, this project has had limited success due to the inclement weather. Betty reported that the former Regency Homes building site has been sold to a local builder who does not plan to build on this site within the next couple of years. 4.5 complaint: The inside of the building has been whitewashed and the toilet tidied up. The volunteer staff members at the Fossil Grove are very knowledgeable and enthusiastic. 4.6 Youth Initiatives: It was agreed that WCC host a meeting to look at initiatives for young people. The Aberlour Trust is involved in a Youth Outreach Project and we should ask WSHA for feedback. It was also agreed to contact the representative of the Youth Parliament. Action Gillian

5.0 Councillors Reports: 5.1 Cllr Bartos showed a map of the proposed district heating areas linked to the proposed recycling developments at , , Newton Mearns and the Rothesay Dock. He did not know if the new Southern General Hospital wishes to be linked to the proposed heating system at Shieldhall. He has concerns about regulation of emissions from the burning of waste residue at Shieldhall. He referred to the failure of the plant at Dumfries to meet the regulations governing dioxin emissions which have led to its being closed on 3 occasions. He asked rhetorically why another similar plant should be built just to be closed after failing a SEPA inspection. He offered to ask a speaker to come and talk to local people about SEPA’s powers of inspection and regulation of emissions. Due to shortage of time this discussion was carried forward. 5.2 Cllr McLean highlighted that the consultation Management Plan for Victoria Park is online and Community Councils will get a paper copy and it is also available at Whiteinch Library. The parks people have rodded the drains at the Children’s’ Play Area but it is still very wet due to the amount of rain we have received. Fossil Grove Trust is looking at publicity, lack of signage and funding for flyers etc. The garden and pond area at the Fossil Grove is neglected and overgrown and the pond no longer exists. It was suggested that the Fossil Grove Trust approach CityBus and ask that the Fossil Grove be included in their bus tours everyone is delighted that action is being taken on Victoria Park. It was agreed that WCC will have to dedicate a large part of the September meeting to discuss the Park Management Plan. Action Gillian and Cllr McLean

6.0 125th Opening of Park Steering Committee: 6.1 Maisie chair of this group reported that the plans were well underway and it should be a fun day for all the family. The Festival Account is being used to fund this event and funds are running short with the insurance still to be paid and there are always unexpected expenses. The Steering Committee asked the main committee if they would underwrite these additional costs up to £500 if it became necessary. No decision would be made to use any of this additional money without the authority of the Chair of WCC and the WCC members on the Steering Committee. This was agreed.

7.0 Area Committee: 7.1 Notification of meeting in Mitchell Theatre on Saturday 15th September as part of the consultation process on the Scot Gov. Community Empowerment and Renewal Bill, Neil Robertson agreed to attend. Action Neil

2 8.0 Friends of Victoria Park: 8.1 Friends of Victoria Park are going to do litter pick and clean up the pond in Victoria Park on Saturday 8th September. Parks people have agreed to this action.

9.0 Planning and Licensing: Gillian gave a brief background report (constrained by shortage of time) to the 2 recycling planning applications, 1 north and 1south of the river. She reported that she had made a submission to Glasgow City Council on behalf of Whiteinch CC in which she listed our objections to the proposed South Clyde Energy Centre at Shieldhall and had circulated all the CC members with her report. Cllr Bartos advised us earlier that the West Boundary is the shore line on the south side of the river, not mid river as is shown on maps. (GM Explanatory note: this strengthens the argument that Whiteinch which is directly opposite Shieldhall should have been designated a near neighbour stakeholder and thus consulted by the developer) Gillian went on to report that the planning application cannot be considered by the Glasgow planning committee until SEPA have reported to the case officer. She told the meeting that the planning application north of the river for Rothesay Dock has been made to West Dunbartonshire Council; the application is unlikely to be heard by their planning committee until November/December. Objections can be made up until 2 days before the committee meets and can be made people outwith Dunbartonshire. Gillian explained that the site is next to the blast zone for the fuel store at Rothesay Dock directly under the airport flight path and therefore has limited redevelopment potential. She said that the proposed development has 2 main parts: 1.An anaerobic digester which will take food and green waste- this will produce fertiliser and biogas . 2.A recycling plant which will separate recyclables from waste and then send the waste residue to be used as fuel She highlighted some concerns: • the increased traffic along the A814, Dumbarton Road to the • the large volume of waste the plant will bring into the area • The lack of clarity about the movement and preparation of the residual fuel waste i.e. might paletted waste be carried across river in open barges? • the use of the biogas on site to drive gas engines which could be used to provide heat and electricity to a district energy system ( GM Explanation : this use of biogas is essentially a combustion process so that air borne emissions will be released through a flue which will also burn off any escaping gas) She concluded that in her opinion neither plant north or south should be built. She added that consideration of these developments with the potential for even more traffic on Dumbarton Road means that we must ask for action to be taken to resolve the existing environmental problems in our area. Developers are arguing that their operations will have a negligible % impact when existing factors are taken into account. Members agreed to send letters of objection.

10.0 Parades and Public Processions Consultation: 10.1 After going through each point it was agreed after discussion to agree with the points raised by , & Community Councils. Action Gillian 11.0 All other business carried forward to next meeting
