Population and Households by Ethnicity in Glasgow

Estimates of Changes 2001-2010

for Community Planning Partnership areas and Neighbourhoods

1. INTRODUCTION

Since the Census of Population in 2001, Glasgow’s ethnic minority population has changed significantly. Two factors have contributed to this change:- • The Council’s contract with the National Asylum Support Service (NASS) was in its early stages in 2001. Since then, significant numbers of people have been granted refugee status; • Ten new member states have been granted accession to the European Union leading to new patterns of migration across the EU’s internal borders. In addition, there is evidence of larger numbers of people from Western and Southern European countries living in Glasgow. This could be connected to Glasgow’s improved employment position since 1996. A further factor is the increase in the number of international students. These factors have changed not only the size of the ethnic minority population in Glasgow, but also its diversity.

Recently, work was undertaken within the Council to update the population and household estimates by ethnicity from the 2001 Census, using administrative data sources in conjunction with Mosaic Origins, a software package which infers a person’s ethnic origin from their full name. A description of the methodology used is given in the Appendix. A first paper with 2008 population estimates by ethnicity was published in September 2010. The present paper gives updated population estimates, for 2010, as well as household estimates, by ethnicity.

2. POPULATION AND HOUSEHOLDS BY ETHNICITY – CITY-WIDE RESULTS

In 2001, Glasgow’s ethnic minorities were defined in terms of the Black and Minority Ethnic (BME) population, which, according to the 2001 Census, made up 5.5% of Glasgow’s population. However, the Council’s statutory equality duties apply to all Glasgow’s residents, therefore it is appropriate to include the “Other White” group in the broad “ethnic minority” classification. The changes in Glasgow’s ethnic minority population, resulting from the accession of new member states to the European Union, are reflected in the new definition. Tables 1 to 3 give the estimates for both the “old” and the new definition.

Table 1 shows that the ethnic minority population of Glasgow has increased from 41,854 (7.2%) in 2001 to 75,708 (12.8%) in 2010. The latter is not too different from Scottish Household Survey 2009/10 results, which indicate that approximately 10% of adults living in a Glasgow household belong to an ethnic minority (BME definition), with an additional 4% of adults from “any other white background”. The Annual Population Survey 2010 results indicate that 9.7% of Glasgow’s population belong to an ethnic minority (BME definition).

Using the 2001 definition, Table 2 shows that Glasgow’s BME population has risen from 31,510 in 2001 to 50,793 in 2010. This represents a rise in the population of about 19,300, or 61% (see Table 2). The largest numerical increase is for the population of Pakistani origin, which has risen by more than 5,500 (from 15,330 to 20,911). The largest percentage increase is for those classified as having an ethnic origin of “Africa”: a rise of 316%. This represents a numerical increase of just short of 4,000 (from 1,257 to 5,234).

The period 2008-2010 saw a smaller annual rise in the number of Pakistani, but higher annual rises for the African and Chinese populations, as compared with the period 2001-2008. It should be taken into account, however, that these estimated rises can be affected by changes in electoral registration rates. E.g. after the share of Pakistani among Glasgow’s electorate rose considerably in 2001-2008, the two subsequent years (2008-2010) saw a reduction of this share, but with, simultaneously, an increase in the share of Pakistani households on the Council Tax register. This suggests that the actual rise in the number of Pakistani may be lower than estimated in 2001-2008, and higher than estimated in 2008-2010.

The population categorised as “Other White” includes all white people, who are not Scottish, British or Irish. Almost half of these have a Western or Southern European origin, while the others include ethnic origins as diverse as Afrikaans, American, Brazilian, Croatian, Lebanese, Polish, Romanian and Ukrainian. The size of the “Other White” population has risen by almost 14,600, or 141%: from 10,344 in 2001 to 24,915 in 2010.

The estimates indicate that, in recent years, the “Other White” population has increased at almost twice the rate in the earlier period (2,600 per year in 2008-2010, as compared with 1,350 per year in 2001-2008). This partly reflects the City’s overall rate of population change (4,300 per year in 2008-2010, as compared with 900 per year in 2001-2008). Available evidence indicates that, although a rise in the number of Eastern Europeans has contributed to the rise in the “Other White” population in 2008-2010, there have also been sizable increases in the numbers from Western and Southern European countries.

Table 3 shows the change in the number of households by ethnicity. The Council estimate for the number of households in 2001 is higher than the 2001 Census figure. Therefore an adjustment is necessary for a valid comparison with the 2010 household figures. As expected, the pattern of changes for the households by ethnicity is similar to the pattern of changes for the population by ethnicity (see Table 2).

It is clear from Table 3 that the increase in the number of households in Glasgow in 2001- 2010 is entirely due to the rise in Glasgow’s ethnic minority population, with a rise of 5,500 in “Other White” households and considerable rises in the number of households for the Indian, Pakistani, African and Other Ethnic Groups.

3. GEOGRAPHIC PROFILE - BME POPULATION (Excluding “Other White”).

To assist with comparisons with 2001 Census results, the map and text for this section use the 2001 definition of ethnicity (BME population). Map 1 shows the locational pattern, in terms of neighbourhoods, for Glasgow’s BME population in 2010. The “Other White” population is considered separately in section 4 below.

There are concentrations in Glasgow’s City Centre/West End, Sighthill/Roystonhill, some neighbourhoods in the inner South and South /. The BME population share is highest in East (52%), Pollokshields West (37%) and (31%). The BME population is very small in Glasgow’s East End, / and .

Since the Census in 2001, there have been some changes in the geographic profile of ethnic minority citizens in Glasgow. Where ethnic minority citizens already represented a higher proportion of the neighbourhood population than in the City as a whole, their proportion of the population has increased. To illustrate, only five neighbourhoods had an ethnic minority population of 12% or more in 2001, this rose to eleven neighbourhoods in 2010.

The ethnic minority population of the City is now located in a wider range of neighbourhoods than those considered to be “traditional ethnic minority areas”, indicating a greater degree of mobility in the City’s established ethnic minority communities. Examples of neighbourhoods where the BME population has increased from a low base in 2001 are , and North Pollok, and /. In Pollok the number of Pakistani, one of the largest ethnic minority groups within the City, rose from 71 to 323, i.e. an increase of 262.

The BME population has grown significantly in several neighbourhoods of Glasgow South, City Centre and Glasgow North. Between 2001 and 2010, the highest increases have been in Govanhill (from 19% to 31%), /Darnley (from 9% to 20%), Arden/ (from 5% to 11%), Pollokshields West (from 30% to 37%), Ibrox/Kingston (from 12% to 19%), City Centre (from 11% to 17%), Sighthill, Roystonhill & Germiston (from 11% to 17%) and & (from 7% to 12%).

4. GEOGRAPHIC PROFILE – “OTHER WHITE” POPULATION.

Map 2 shows that the locational pattern for the “Other White” population in Glasgow is somewhat different from the pattern for the BME population. A broad grouping of “Other White” populations is concentrated in Glasgow’s West End, Road Corridor, the City Centre, Sighthill/Roystonhill, and /Bridgeton. Generally, these are areas where privately rented accommodation is common. Map 2 also shows some concentration of “Other White” people in and , Greater , Govanhill, Ibrox and Kingston, Greater , and Arden & Carnwadric. The latter concentration is partly explained by the arrangement in Arden, where Glenoaks Housing Association provides accommodation for A8 nationals working for First Bus.

Between 2001 and 2010 the highest increases for the “Other White” population have been in Govanhill (from 2% to 8%), Arden & Carnwadric (from 1% to 6%), Maryhill Road Corridor (from 4% to 8%), Yoker & Scotstoun (from 2% to 7%), Greater Gorbals (from 1% to 6%), Ibrox & Kingston (from 2% to 7%) and Greater Govan (from 1% to 5%).

APPENDIX – Description of Methodology Used and Tables with Detailed Results.

A1. - Summary Description of Methodology.

The Mosaic-Origins software, which was purchased by Glasgow City Council (GCC) recently, can be used to classify people according to the part of the world from which their forebears are most likely to have originated, based on their names. This software has been applied to the Electoral Registers for 2001 and 2010 (using names of electors) and to the Council Tax Register in January 2011 (using names of occupiers). In addition, a mapping of Origin labels to the Ethnicity Classification used in the 2001 Census has been prepared by staff from the Chief Executive’s Office (Corporate Policy). This has been used to update for 2010 the population and household estimates by ethnicity from the 2001 Census.

The National Records of Scotland (NRS) has published 2010 population estimates and the Council has published 2010 household estimates by data zone within Glasgow City. Based on the information from the Electoral and Council Tax Registers the ethnicity proportions for 2001 (from the Census) have been updated to 2010. Application of these updated proportions to the NRS 2010 population estimates and the GCC 2010 household estimates by data zone has resulted in the 2010 population and household estimates by ethnicity.

A comparison of Origin data from the 2001 Electoral Register with 2001 Census data showed differences in the degree of correspondence for the different ethnic groups. As a result it was decided not to update the 2001 Census estimates for the groups: (1) Caribbean, (2) Black Scottish or Other Black and (3) Any Mixed Background. For the other ethnic groups the change in the proportion of electors between 2001 and 2010 was applied to the population and household proportions from the 2001 Census. A comparison between the estimated ethnic composition of households from (1) the Council Tax Register (January 2011) and (2) the Electoral Register (December 2010) showed an under-representation of households on the Electoral Register for the following ethnic groups: (1) Other White, (2) Indian, (3) Black African and (4) Other Ethnic Group. An additional “missing households adjustment” has been applied to the population and household proportions for these ethnic groups.

6 A2. - Validation of Method and More Detailed Description of Methodology.

For the development of a method to update the ethnicity proportions using derived ethnicity from the origin labels based on names, it was necessary to assess how closely the latter correspond with ethnicity data from the 2001 Census. For the various ethnic groups, proportions of electors on the 2001 Electoral Register were calculated for each of the 694 data zones in Glasgow. Regression analysis was used to “predict” the population proportion by ethnic group (2001 Census data) from the corresponding electorate proportion for these data zones. As it has to be recognised that asylum seekers are not on the electoral register, but are included in the 2001 Census, an asylum seeker variable was included in the regression. Table A1 below gives the results.

The higher the percentage variation explained by electorate data (R**2), the better is the correspondence between derived ethnicity from origin labels and 2001 Census ethnicity data. For the larger “established” ethnic groupings in Glasgow (Indian, Pakistani and Chinese) the degree of correspondence is shown to be high, but for the other groups the correspondence is shown to be less (although still statistically significant, except for the Caribbean group). Some of the lower rates of correspondence found will, at least partly, be due to the presence of asylum seekers, who are not on the Electoral Register. A lower rate of correspondence means that, if the derived ethnicity data are used for any update, this can potentially give rise to inaccuracies for those groups.

Table A1 also gives the number of households by ethnic group from the 2001 Census and the number of households with at least one elector in 2001, identified as belonging to these ethnic groups from the origin labels. A lower number of electorate households than the Census count may be due to a lower rate of electoral registration for the ethnic group and/or a lower success rate in identifying households of the ethnic group from the origin data. A higher number of electorate households than the Census count may be due to a higher incidence of households being identified as belonging to an ethnic group, based on origin data, when in fact they are not.

It was not possible to get estimates of Any Mixed Background from the origin labels. For the groups Caribbean and Other Black only 1 % and 3% respectively of the variation in the population proportions by data zone in 2001 could be “explained” by the values of the electorate proportions. This shows a poor match between the census ethnicity data and the derived ethnicity data from the origin labels. In addition, the number of households identified as belonging to these ethnic groups on the electoral register (8 and 12 respectively) are very small in relation to the number of households for these groups from the 2001 Census (146 and 89 respectively). There is also no evidence from the electorate register of any substantial change in the numbers between 2001 and 2010. Therefore it has been decided to assume no change in the population and household proportions for these ethnic groups between 2001 and 2010.

Table A2 gives the change in the ethnic group percentages on the Electoral Register between 2001 and 2010 for the remaining ethnic groups at a City-wide level. The groups Other White, Pakistani and Black African show the highest changes in the percentage of electorate. The “% electorate change in 2001-2010” (see Table A2, last column) by data zone has been applied to the 2001 Census population and household proportions for ethnic groups by data zone, to get updated proportions for 2010.

The rate of electoral registration can differ for different ethnic groups. The most obvious examples are asylum seekers, who are not allowed to register until they have received leave to remain in the UK. Also, ethnic groups who have recently arrived are less likely to have registered on the electoral roll. Electoral registration is likely to be highest for “established” communities. In order to measure the effect of households missing on the Electoral Register the breakdown of households by ethnicity from the Electoral Register in December 2010 (households with at least one elector) has been compared with the breakdown of households by ethnicity from the Council Tax Register in January 2011 (all households). The result, at a City-wide level, is given in Table A3.

For all ethnic groups, the percentages for households on the Council Tax Register are higher than the percentages for households on the Electoral Register. However, for Pakistani, Other South Asian and the Chinese this result is very similar to the position in 2001, when the ethnicity percentages for households from the 2001 Census were also higher than the ethnicity percentages for households from the Electoral Register. Therefore an adjustment for households missing from the Electoral Register has only been applied for the ethnic groups Other White, Indian, Black African and Other Ethnic Group. An adjustment of the difference at 2010 has been applied, i.e. the “% household difference” (see Table A3, last column) at data zone level.

A3. – Conclusion of Methodology Description. The estimates for 2010, given in Tables 1 to 3 (in main text) and Tables A4 to A5 and A7 to A8, are an update of the 2001 Census population and household estimates by ethnicity. These estimates reflect the changes in ethnicity on Glasgow’s Electoral Register, as measured by the Mosaic-Origins software. The results of the validation exercise, which is reported on above, show that the estimates for “established” communities (i.e. Indian, Pakistani and Chinese) are likely to be more accurate than the estimates for ethnic groups who have arrived more recently, including asylum seekers. An adjustment has been made for households missing from the Electoral Register for the ethnic groups Other White, Indian, Black African and Other Ethnic Groups.
