Whiteinch Community Council Minute of Community Council Meeting, 30/1/18, Whiteinch Centre at 7pm.

1Present: M.McCrae, B.MacDonald(Treasurer),E.Brown(Secretary), N.Robertson, K.Anderson, I.McKillop, M.Bent, S.Biagi, J.Scrymgeour (for part of meeting), C.McGeoch and Cllrs Dalton & McTernan Apologies: G.Morgan (Chair), Cllr Aibinu. PC M.Ferry. In Attendance: A. Thomson- member of public.

2 Minutes of Previous Meeting: With the amendment of adding J.Scrymgeour to apologies, approved by I.McKillop and seconded by B.MacDonald. 3 Matters Arising: 3.1 Foodbank: volunteers and donations required. 3.2 Environmental issues: approach lights at underpass on order. Cllr Dalton carrying out monthly checks on progress relating to outstanding issues with all other underpass lights. Cllr McTernan would take forward the light issue in Drive South lane, at no 49/50, which had been inoperable since November, inspite of having been reported by residents. Cllr Dalton requested that photographs of potholes continued to be sent to him for action. “Hole in the ground”, Heras fencing down, Cllr. McTernan to investigate. South Street: Scottish water works continue with Jordan St. to Squire St. single lane. Carriageway badly potholed-police: traffic survey undertaken last week, results awaited. Victoria Park Drive South: vibration issue appears to be fixed after resurfacing. Ward 13: e mail report from G. Morgan. Cllrs M. Cullen and B. Butler are acting on issues relating to the west of Primrose St., raised both by WCC and J. Kerr of St. Paul’s Primary School. Additionally Cllr. Cullen walks the area regularly. G. Morgan took part in a walkabout in December arranged by Cllr Cullen, along with a rep from LES, K. Venables of GSF and Cllr M. McTernan where visible problems were noted and action promised. LES provided information on the new litter bin scheme which will be rolled out. Street litter bins will be replaced by larger ones that can be lifted mechanically. The bins will be “smart” ie technology will identify when they are full. The walkabout did not include South St. Removal of bulk up lift from pathways has been asked for along the walking bus route from St Paul’s School into and on the route taken down to South St. Ward 13 Cllrs have successfully had 2 sections of pathway, Primrose St and Scotstoun St. upgraded. Some progress with the blocked gulleys on Scotstoun St. but the ponding at the entrance to Primrose Court is still unresolved. Cllr McTernan suggested that WCC request similar walkabouts in the Victoria Park area esp. around Whiteinch Primary School. It was agreed that each councillor would carry out walkabouts on a rota basis. Cllr McTernan covering February- April inclusive, Cllr. Dalton covering May and June with Cllr. Aibinu covering August to October inclusive. All asked to consider if we wish this rota system to also include a councillor being the nominated first point of contact for general issues within each rota period. 3.3 DWP letter re changing bank accounts to PO accounts: carried forward. 4 Reports 4.1 Police: no report. 4.2 Councillors: Cllr McTernan spoke to the formal consultation on the revised Scheme of Establishment for Community Councils (2018). This will include a review of certain Community Council boundaries including Whiteinch Community Council. Cllr Dalton is working on a potential bye law to address issue of advertising trailers around the library. 4.3 rockery project: E. Brown reported that the second phase of the rockery restoration project to restore the pond will start soon. 4.4 Victoria Park Placemaking group questionnaire: all agreed to support the development of a Scottish Charitable Incorporated Organisation (SCIO). 4.5 Well fed cafe conversation 15/1/18: C McGeoch reported this was 12-month project to identify services within Whiteinch. Regular events will be open to local organisations and community members to explore how knowledge can be shared, links can be made and members of the community can engage with services 4.6 Community Council research workshop 25/1/18 C.McGeoch reported that this focussed on how community councils can develop, how existing structures can be enhanced and how community councils can be even more relevant in 's evolving policy context. 4.8 School run summit 14/11/17: G. Morgan will be involved in work to alleviate issues.

5 PTRO & Traffic issues 5.1 LES consultation: LES is undertaking statutory consultation re the planning application submitted by Life relating to the temporary stands at Scotstoun Stadium. Originally the proposal was to provide limited waiting restrictions in a small area of which had been identified as part of the travel plan, LES will expand this to include corner restrictions in and around the general area. M. McCrae spoke to the congestion issues at Lime and Elm Streets.

6 Finance 6.1 Paperwork in hand to change bank signatories. £680 in bank with rent to pay.

7 Correspondence 7.1 Minor injuries unit: has been reopened indefinitely at the old Hospital 7.2 Jordanhill Community Council: e mail received stating they consider it inappropriate for LES to undertake statutory consultation, as per 5.1 until the new Scotstoun travel Plan Coordinator organises a meeting with all interested parties.

8 Licensing application: received for temporary public entertainment licence for inflatable fun city consisting of 10 inflatables and 3 stalls. 21/22 and 28/29 April, 6/8 and 12/13 May. M. McCrae to respond re footprint of event affecting footpaths and concerns re disposal of water.

9 Planning Applications: W H Malcolm’s appeal: no update.

10 AOCB 10.1 Oswald clock: LES aware it is not working and solution is ongoing. 10.2 Pavement gritting: B. MacDonald raised issue of lack of gritting. Cllr Dalton explained that the Council does not have resources to grit all pavements and possibly local communities could use existing grit bins and develop snow wardens, through the NIV scheme, to alleviate the issue. 10.3 The Green Place: information provided on the new environmentally responsible shop. 10.4 Victoria Park: C. McGeoch to bring his outline plan for an event to the next meeting. 10.5 Expressway bus stop: LES aware of safety issue caused by gaps left after installation of new shelter and work is ongoing to remedy situation.
