The exercise sought comment on the Draft Local Plan and three other separate but related documents: the Draft Kirkcaldy and Mid Fife Local Plan Strategic Environmental Assessment; the Draft Kirkcaldy and Mid Fife Natura 2000 sites Appropriate Assessment; and the Draft Kirkcaldy & Mid Fife Local Plan Action Programme. The Draft Local Plan is the second stage in preparing and consulting on the Kirkcaldy & Mid Fife Local Plan. It has been prepared following consultation on the Issues and Options document which was published in 2007. Consultation on the Draft Local Plan, which was published in October 2008, ran from 27 October 2008 to 19 December 2008. 5 Responses to the Consultation The Council received a total of approximately 300 representations to the various Local Plan documents from which over 800 separate objections or comments were recorded. Of these, approximately 790 are related directly to the Draft Local Plan. This Report summarises and analyses responses to the Draft Local Plan only. Responses to the other documents can be found in separate reports prepared for the Draft Strategic Environmental Assessment, Draft Appropriate Assessment and the Draft Action Programme. Responses reflect a wide range of stakeholder interest and include responses from individuals, community groups, Council members, statutory consultees and other agencies, landowners and their agents, housebuilders and developers. 6 Structure and Content of this Report This Report summarises the main issues raised by those responding to Draft Local Plan. The order and headings used in the principal sections of this Report correspond with those of the Draft Local Plan. The three principal sections cover the Plan Statement; the Settlement and Landward Plans; and the Local Plan Policies. The Report also provides a detailed breakdown of comments on each specific section, proposal and policy. In each case these are presented together with a list of the respondents commenting on the matter in question. The Fife Council reference number for each comment is recorded in brackets and the category of comment is also indicated (i.e. whether expressing support, objection, neutral observation, technical comment, or a mixed response including elements of both support and objection). Each list is followed by a summary of the comments made which are broken down as appropriate under subheadings into the following categories: endorsements; matters for further consideration; criticisms; and changes sought. An illustration is given below. All comments have been recorded electronically and can be viewed using the online version of the Draft Local Plan at http://lpconsult.fife.gov.uk/portal. 7 Attempts have been made where possible to attribute comments to specific settlements or settlement areas, although by far, the majority of comments reviewed, were made in a site or area specific context and will be found in the section on Settlement and Landward Plans. 8 Brief Overall Summary by Respondent Group The following provide a brief summary of key points raised by the various respondent groups. GovernmentU Agencies and Other Bodies: • Statutory consultees and other agencies are generally supportive of the Plan’s objectives of achieving sustainable development by safeguarding resources and siting development where it is least likely to impact on the environment. • Most of SEPA’s comments are technical and suggest additional wording to individual sites proposals aimed at improving drainage, reducing flood risk, and avoiding proposals that could downgrade water quality. SEPA raises an objection in relation to the lack of a policy on air quality. • SNH comment on the need to encourage green networks and strategic open space through the masterplanning
