PLANNING 161/20 Submitted Planning Applications. The Council would submit the following observations: Table 2 List of planning applications. . Ref Planning Address and proposal application number i P20/V1025/HH 11 Bertie Road, Cumnor. OX2 9PS Amended details Construction of new detached residential ancillary annex (description as amended by email received from agent dated 12/5/2020). Response to questions raised in minutes CPC 117/20 and Planning Committee 35/20 ii. VWHDC agreed that the description of this planning application would be changed from ‘conversion’ to ‘construction’ and that the submitted plans were acceptable and did not consider that a new revised application was required. RESPONSE to this application. If planning permission is to be granted Council would request the following conditions: 1. That the proposed new detached ancillary annex cannot be sold separately from the main house. 2. That the proposed new detached ancillary annex is for the sole use of a member of the main household. Council would request a car free condition as it is unclear as to the number of parking spaces provided for this proposal. 3 residents left the meeting. ii P20/V0996/FUL 45 & 45a Cumnor Hill, Cumnor, Oxford OX2 9EY Demolition of 45 & 45a Cumnor Hill and construction of 10 flats and 1 house set across two blocks. OBJECTS. The scale and mass of the proposal is not in keeping with other adjacent properties and will have a serious impact on 43 and 49 Cumnor Hill. The VWHDC Design Guide refers to Cumnor Hill as a ‘lower density area with residential properties set in relatively large landscaped grounds’. DC79 states ‘lower density areas of the Vale is 1 or 2 storey in height’ this proposal will have 1 block which will be 3 storeys in height. The full document along with the Character Assessment for Cumnor Hill is available to view here https://cumnorparishcouncil.org.uk/planning Council has for several years repeatedly expressed concerns in its responses to planning applications relating to Cumnor Hill, about the potential impact of developments on ground and surface water run-off as these disrupt the water courses and spring lines causing surface and flooding issues. The large increase in roof areas and hard paving areas on this steeply sloping site will result in water run-off affecting properties on Cumnor Hill. The number of parking bays, 16 number, is less than Oxfordshire County Council parking recommendations for allocated spaces. OCC will need to comment on the necessity of increased vision splays for both vehicles and pedestrians onto Cumnor Hill. The proposal will change the street scape on Cumnor Hill. Council would request that the views of the neighbours are taken into consideration. 2 residents left the meeting

REPORTS 162/20 Report from County Councillor(s). CC Roberts submitted a written report. General The County Council has opened, including Redbridge, most of the Waste Recycling Centres on the 18 May. The Counties schools have continued to stay open for the children of keyworkers and vulnerable children throughout the Covid–19 crisis but from today onwards reception, Year 1 and Year 6 children can return. As Botley Primary and Matthew Arnold schools are both Academies, it is up to the trustees when they action this. Botley Primary School is opening for these year groups from 8 June but both schools will still have to provide on line schooling as well as classroom teaching. This will enable parents to choose when they think it is safe for their children to return to school. Traffic and highways Consultations: Botley Road Corridor implementation has started with Phase 1.1, the Park and Ride entrance. The link to these plans contains a pdf file at the end which has the details of what they intend to do. https://www.oxfordshire.gov.uk/residents/roads-and-transport/roadworks/future-transport- projects/botley-road-phase-1 These plans are still being amended and at the last delegated authority meeting the 20 mph area was extended to the end of phase 1.5. This still means that the 30 mph runs straight into a pedestrian crossing so I requested that the whole of the Botley Corridor’s speed limit be reassessed involving the police and the public with the view to having average speed cameras installed. The Yellow lines in North Lane and Lime Road were not on the first virtual meeting but I have discussed the consultation responses and it’s looks as though this item will make the meeting on the 16 July. The consultation for the 30 mph on Cumnor Hill should be opening soon but I don’t have a date as yet.

50 Botley Library Botley Library is now closed owing to the Covid -19 outbreak. There are several apps available on-line from oxford library app: through GooglePlay/Apple Store and Microsoft. https://play.google.com/store/search?q=oxford%20library%20app&hl=en There is Borrow Box for books that you can download, Libby for e books and audio books and PressReader for newspapers and some more. There will be no fines charged during this closure and books can still be renewed on line. At the moment there are no plans to re-open. CC Roberts added. Government had recently committed £250 million for improvements for local infrastructure improvement to encourage active travel ie walking and cycling. County Councillors were polled for ideas and I have requested that the B4044 Community Path be considered. 163/20 Report from District Councillor(s). DC Jenner reported. The first Climate Emergency Advisory Committee took place remotely today at 6pm.Members of Extinction Rebellion attended to request better facilities for cycling and pedestrians. DC Roberts reported. Discretionary Business Grants are open until 17 June 2020. The Council was urging all eligible business that could not apply for the Small Business Grant Scheme and Retail, Hospitality and Leisure Grant to apply. 164/20 Reports from Representatives on Outside Bodies. None.

COUNCIL 165/20 Verification of the Council’s Quarterly Bank Reconciliations. Council RESOLVED that Bella Bond, Lewis Bowman, Dona Foster and Bryan Goudman would carry out the verification of the quarterly bank reconciliations. 166/20 Kennington Health Centre. Council agreed to support Botley and Kennington Patient Participation Group in requesting assurance that Kennington Health Centre would reopen once it was not designated as a Covid-19 testing centre. A letter would be sent to Layla Moran MP and Botley Central Surgery. 167/20 VWHDC Planning Committees. Government had temporarily removed the legal requirement to hold public meetings. VWHDC Planning Committee had made arrangements for remote meetings but Parish Councils and the public would not be invited to address the committee. Written representation could be made the Parish Councils and ward members would continue to address the committee. This change would be reviewed in six months. DC Roberts said that there were problems with the platform being used to hold remote meetings and only a certain number of people could join. Council finds this difficult to understand as during its Zoom meetings there was no problem with the number of people joining the same for Microsoft Teams. Council would write to express concerns that Parish Councils and members of the public were being refused their right to speak and that the situation should be reviewed in two months’ time.

FINANCE 168/20 Highways Expenditure. Council approved the following: i. Ady Podbery Ground Care quote of £45 + VAT to strim the Oxford Road/Mayfield Road, footpath. Ray Stone informed Council that a resident had cleared the footpath. Quote not approved. ii. Ady Podbery Ground Care quote of £35 + VAT to strim the grass verge on the corner of Glebe Road. iii. Oxford Glass quote of £310 + VAT to supply and fit 1 pane to the vandalised bus shelter at Arnolds Way, Cumnor. 169/20 Grants. Council agreed the following: i. Clean Slate. To request a number/percentage of parish residents who do/have benefit(ed). ii. Marie Curie Emergency Appeal. To request a number/percentage of parish residents who do/have benefit(ed).

51 iii. Botley Bridges. To request that a representative attend the next meeting to provide the Council with more information on the use by parish residents.

ENVIRONMENT AND AMENITIES 170/20 Ad-hoc Grass Cutting of Grass Verges in the Parish. No requests received. 171/20 Fogwell Pavilion. Council approved waiving Botley Boys & Girls FC quarterly fees for April - June 2020. ((Clerk’s Note: the April-June quarterly fees were paid in advance so the July- September fees would be waived.) 172/20 Update on Other Current Matters. None.

BURIAL AND CONSERVATION 173/20 Update on Current Matters. None.

NEIGHBOURHOOD PLAN 174/20 Update on Current Matters. The next Neighbourhood Plan Steering Group would take via Zoom on Tuesday 9 June 2020. Chris Westcott had attended an online OALC Neighbourhood Plan Training course which had been very interesting.

PLANNING 175/20 Draft Minutes of the Planning Committee Meeting held on Monday 18 May 2020 were received. 176/20 Submitted Planning Applications. The Council would submit the following observations: Table 3 List of planning applications. Ref Planning Address and proposal application number i P20/V1019/FUL 30 Pinnocks Way, Dean Court, Oxford OX2 9DG Reconfiguration and expansion of the existing house from 5 bed room HMO to four one bed room flats over ground floor, first floor and attic loft together with four parking bays, bicycle stores, refuse and recycle stores, hard and soft landscaping and associated site works. Council has a RESPONSE to this application There appears to be discrepancy on the plans in the position of the front boundary between numbers 30 and 32. If the block plan scale is correct, the area at the front of the property measures 10m at its widest point. Into this space is proposed 4 parking bays plus access to the apartments, rubbish and bicycle stores. This would make access to the bin and bicycle store difficult, However, the ‘Existing and Proposed’ plans show the boundary as measuring approximately 11.5m edge to edge which would obviously enlarge the parking area. Council would request that the position of the boundary between numbers 30 and 32 is clarified before a decision is made. Pinnocks Way is a busy road with a considerable amount of on street parking, With no turning space there could be visibility and safety issues with vehicles backing onto the road. 177/20 Permitted Planning Application(s). Laurence Waters reported that he has requested that the Clerk contact VWHDC Plan Officer Katie Cook to inform her that at the rear of the property there was a large single-storey building which was not shown on the block plan map. Residents of the adjacent flats believe that this as being converted to provide a further 3 bedrooms and that work had been progressing since February and had continued over lockdown. (Clerk’s Note: Katie Cook had replied that she would look into the work commencing prior to approval and advised contacting the Enforcement Team. A request to investigate the building in the rear of the garden had been made to the Enforcement Team.) 179/20 VWHDC Planning Committee Notification. Noted.
