Apologies for absence None were received. 2. Minutes of the last meeting The minutes of the last Annual Parish Meeting held on 6th June 2005 were read by John Radice, and approved and signed by Sarah Hicks. 3. Matters arising Item 11: Chris Cussens informed the Meeting that the Millstream Day Centre was in need of a new cooker, costing around £2,000. 4. The Annual Report of Parish Council This was presented by the chairman, Sarah Hicks. The main focus of Parish Council activities this year has again been on planning issues. 13 planning applications have been presented this year and of these 6 were granted, 4 refused and 3 withdrawn. One of those granted was for the Home Sweet Home to build a first floor extension, which will allow them to offer Bed & Breakfast accommodation. The most controversial planning application we saw was for Roke Farm. The Parish Council called an extra meeting to discuss one version of the plans, and that was attended by many local residents as well as the architect and applicants. On that occasion we recommended that the plan be refused, they were then withdrawn and replaced with a slightly reduced version. This time, the plans split the Council and by a majority vote we recommended them for approval. The SODC planning committee then refused the application by unanimous vote.

Introduction to the Botley Character Statement Local residents and businesses in Botley have joined together to prepare this character statement as a result of concern that new development should respond positively to the area’s established positive character. Local and national planning policies require proposals for new development to take local character into account and respond positively to it in the design of new buildings and spaces and their use. However, defining what the positive features of local character are that should be sustained and what negative feature should be managed out through development is a fundamental stage in this design process and requires assessment, analysis and establishment of consensus. Character assessments are now being undertaken by various community groups, as well as local planning authorities to establish this consensus about what is valued in the character of local areas and neighbourhoods to inform planning for change. To support local communities in undertaking their own assessment of character a number of toolkits have been prepared with the assistance of CABE and English Heritage. These are a recognised means for community groups to prepare character assessments that are sufficiently robust and reliable to be informative for planning decisions.

Only certain journeys will serve Towersey village, but Towersey will also be served by routes 120 and 123 (see below). Service 101:- Oxford – Garsington – Watlington A broadly hourly service maintained, operated by Thames Travel Monday to Saturday between Oxford City Centre and Garsington. Certain peak buses only will start from or continue to Chalgrove and Watlington, this section otherwise will be served by route 106 (see below). Service 101 will no longer serve Littlehay Road or Rymers Lane, or the Cowley Centre (Nelson) stops. Nearest stops will be at the Original Swan. Service 102:- Oxford – Horspath – Watlington This Friday and Saturday evening service to/from Oxford City is WITHDRAWN. Associated commercial evening journeys currently provided on route 101 by Thames Travel will also be discontinued. Service 103:- Oxford – Horspath – Wheatley – Great Milton - Little Milton Service 104:- Oxford – Horspath – Wheatley – Great Milton – Cuddesdon /Denton A broadly hourly service over the Oxford – Great Milton section will continue to be operated by Heyfordian Travel Mondays to Saturdays. Buses will then serve either Little Milton (via the Haseleys) or Cuddesdon / Denton alternately every two hours as now. The route followed by service 104 will be amended in the Great Milton area and the section of route from Denton to Garsington is discontinued.
