Spoštovane Bralke in Spoštovani Bralci! Kot Smo Vam Obljubili, Smo Spoštovane bralke in spoštovani bralci! Kot smo vam obljubili, smo drugo dvojno številko Glasnika Slovenskega etnološkega društva letnika 48 pripravili do konca leta 2008; malce bolj zajetna je, kot se za dvojno številko tudi spodobi. Žal jo začenja- mo z dvema nekrologoma, namenjenima pokojnima kolegoma, spoštovanima prof. Angelosu Bašu in Vla- dimirju Knificu. Nekrologa sta napisala ne le dobra poznavalca njunega dela, marveč tudi dobra prijatelja, Tone Petek in Anka Novak. Izpolnili smo še eno obljubo iz prejšnje številke. V rubriki, namenjeni konservatorjem – naslovili smo jo Konservatorske strani – sicer objavljamo le članek Andreje Bahar-Muršič, je pa konservatorski sklop v tej številki kar zajeten, čeprav so članki razporejeni po drugih rubrikah. O varstveni problematiki vsak s svoje- ga zornega kota razmišljajo kar štirje etnologi, in sicer s teoretičnega Zvezda Delak Koželj, z empiričnega Andreja Bahar-Muršič, s kritičnega Damjan J. Ovsec, s problemskega pa Vito Hazler. Lahko tolikšno raz- košje razmišljanj o dediščini razumemo kot pojav utrjevanja spomeniškovarstvene problematike v zavesti etnologov in javnosti nasploh? So z njimi podani pogoji za resnično znanstveno vrednotenje dediščine, utr- ditev raziskovalnega in varstvenega polja ter kritično oceno razmer? Za nami je tudi novembrska podelitev Murkove nagrade, priznanja in listine za leto 2007, ki so jo skrbno pripravili kolegi iz radovljiškega muzeja. Objavljamo utemeljitve za podelitev nagrade Vitu Hazlerju, pri- znanja Igorju Cvetku in listine Alojzu Bojnecu. Objavljamo celotni govor Murkovega nagrajenca za leto 2006, Damjana J. Ovsca; tik pred tem ga je kot lanskoletnega nagrajenca intervjuvala Adela Ramovš. Nagrade smo podeljevali tudi za dosežke na področju etnografskega filma; o prejemnikih nagrade Nika Kureta Alison Peters Jablonko in Asenu Balikciju piše Naško Križnar. Ne prezrite vabila za prijavo filmov na nasled nje Dneve etnografskega filma maja 2009; rok za prijavo je 15. februar 2009. V tej številki objavljamo devet znanstvenih člankov. Že omenjena Vito Hazler in Zvezda Delak Koželj se vsak s svojega zornega kota lotevata spomeniškovarstvene tematike, Bojan Baskar pa na primeru Antona Aškerca piše o orientalističnem potopisju. Peter Simonič v svojem članku opozarja na prikrite in odkrite elemente sovražnega in izključevalnega govora, rasizem in klerikalizem v delu J. V. Valvasorja, o čemer so zgodovinarji doslej molčali in poudarjali le njegov zgodovinski, etnografski in domoznanski pomen. Dan Podjed je kot »opazovalec opazoval opazovalce« ptic, da bi analiziral pojme, kot so altruizem, egoizem in volonterstvo, ob tem pa se sprašuje, ali obstaja »pravo dejanje« oziroma »čisti altruizem«? Jaka Repič v članku z naslovom Migracijske zadrege Evropske unije z različnimi primeri pokaže na nekonsistentnost evropskih migracijskih in integracijskih politik ter nekaterih težav, ki izhajajo iz principov kulturalizma in socialnih izključevanj, Mojca Slokan pa z opisom staroselskih »berdaches« opozarja na sistem raznolikosti družbenih spolov, ki kažejo na neuniverzalnost in pomanjkljivosti zahodnega sistema. Rezultati, do katerih sta v svoji raziskavi o medgeneracijskih odnosih na slovenskih kmetijah prišli Duška Knežević Hočevar in Majda Černič Istenič naj bi prispevali k njihovemu boljšemu razumevanju in vzpodbudili k nadaljnjim bolj poglobljenim raziskavam. Sanja Cukut pa v svojem prispevku ugotavlja, da je migracija sicer spolno obele- žen proces, ga pa določajo tudi drugi dejavniki družbenega razslojevanja. Objavljamo tudi poročila simpozijev, konferenc, srečanj in delavnic, med katerimi bi poudarila poročila z Etnološke delavnice Urbani fenomeni /Muzejske perspektive Ce2 o celjskih dvoriščih; to le z namenom, da bi o podobnih izkušnjah pisali tudi drugi. V rubriki Razstave so vse avtorice člankov hkrati avtorice raz- stav; zanimivo bi bilo, ko bi se o istih razstavah razpisalo tudi kakšno »kritično« pero. Veseli nas, da je med članki v rubriki Knjižne ocene in poročila vse več pravih knjižnih ocen in ne le poročil. Seveda pa smo se člani društva tudi družili in rajžali: po spominskih poteh Toneta Cevca smo prehodili Veliko planino, se iz Kozjega podali na Vetrnik in spoznavali Beneško Slovenijo. Že zdaj bi radi napovedali strokovni posvet o dediščini z delovnim naslovom Živeti z dediščino, ki ga bo 13. in 14. novembra 2009 pripravilo Slovensko etnološko društvo. Podrobnejše informacije bodo kmalu objavljene na internetni strani društva, celoten program pa bo objavljen v naslednji številki Glasnika konec junija 2009. Že zdaj vljudno vabljeni k udeležbi in spremljanju posveta. Za naslovnico smo tokrat izbrali knapice, rudarke iz Rudnika svinca in cinka Mežica, ki je obratoval med letoma 1665 in 1994. Na fotografiji iz leta 1950 je zadnja skupina žensk, ki je še delala pod zemljo; kmalu nato so v takratni Jugoslaviji žensko delo v rudnikih zakonsko prepovedali. In 2016 it became the first and (so far) only post-socialist city to acquire the European Green Capital Award. In the process of transforming the city over the last ten years, many positive changes were achieved. These are primarily reflected in improvements to the urban quality of life; that is, changes based on the urban sustainability principles. More public spaces with greater accessibility were created in the city center (expansion of pedestrian and bicycle zones, reduction of car traffic and closure of certain streets to cars, a higher number of visits to the city center and hence more cultural and tourist attractions, more green spaces, etc.). The study was conducted using semi-structured interview methods and focus groups with selected experts (spatial experts from various disciplines). The results showed that the revitalization process in Ljubljana had more positive consequences than negative ones, although some experts also criticized the achievements and pointed out certain shortcomings. However, given the definite improvements in citizens’ quality of life, it can be argued that Ljubljana has become a post-socialist sustainable city that clearly follows western European urban development patterns, which is a clear deviation from the socio-spatial urban processes that still characterize most post-socialist cities, especially large ones.

Ta poseben pomen se odraža v različnih mestih z različno podporo glede financiranja in raznih olajšav za mestni promet. Edina prava konkurenca javnemu prevozu je osebni avtomobil, ki pa iz dneva v dan postaja vse dražja in neprijazna oblika prevoza, zato je potrebno oblikovati sistem javnega prevoza, enotno vozovnico in uporabnikom cenovno ugodno politiko. Nujno je oblikovati tak sistem, ki bo vključeval tako vlake kot tudi druge oblike organiziranega javnega prevoza, ki bo napajal tako vlake kot avtobuse.

    The Diminished Importance of Cultural Sustainability in Spatial Planning: The Case of Slovenia Matjaz Ursic University of Ljubljana, Slovenia Abstract: Formal spatial planning procedures tend to neglect the importance of socio-cultural elements that are inherently present as part of ‘soft infrastructure’ and are constituted from traditions, lifestyles, wishes, and the routines of individuals that form a local community. In contrast, the concept of cultural sustainability is closely linked with the socio-cultural heterogeneity of a local community. The inability of the formal spatial planning system in Slovenia to adequately engage with the social wishes and resistances of residents is highlighted in situations involving problematic confrontations between the members of the dominant ‘common culture’ and marginal groups. Two cases from Ljubljana are presented: the stigmatization of the Fužine neighbourhood and the problematic of mosque construction. The cases illustrate that the ‘majority’ of residents tend to perceive many subcultural representations in space as foreign, non-indigenous elements that could disrupt the everyday routine in a local community. They show how the deficiencies of the current spatial planning system in Slovenia are unable to address challenges posed by contemporary society’s cultural, social, and economic transformations and can work quite the opposite way – by increasing the complexity (and level of difficulty) for possible implementation of measures supporting cultural heterogeneity in planning practice.
