XXIX nr 2(116) SYLWESTER DZIKI Z DZIEJÓW POLSKIEGO CZASOPIŚMIENNICTWA PRASOZNAWCZEGO Przypominanie i utrwalanie własnej tradycji to przywilej, lecz także powin­ ność jubileuszy. W kwietniu 1958 ukazał się pierwszy numer stałego periody­ ku OBP — Prasy Współczesnej i Dawnej, bezpośredniego protoplasty Zeszy­ tów Prasoznawczych. Sylwester Dziki jest stałym autorem obu czasopism od pierwszej chwili. W nasze 30-lecie szkicuje rodowód polskiego czasopiśmien­ nictwa poświęconego wiedzy o dziennikarstwie. Warto sobie uświadomić, jak daleko sięgają korzenie, jak wiele było inicjatyw niezrealizowanych. Także nasz kwartalnik „rodził się w bólach", co poświadczył jego pierwszy i wieloletni redaktor Jan Kalkowski (ZP 1981 nr 3). Nie mogło być inaczej, skoro powstał na fali „odwilży" i Października 1956, renesansu badań społe- czno-empirycznych, które poprzednio nie cieszyły się uznaniem władzy. To przypomnienie jakże trudnych początków jest zarazem dla redakcji /.obowią­ zaniem — na dziś i jutro. istoria polskiego czasopiśmiennictwa prasoznawczego — w wą­ H skim tego słowa znaczeniu1 jest ściśle związana z najwcześniej­ szymi próbami instytucjonalizacji badań nad prasą. Z całą pewno­ ścią idea ta rozstrząsana była wśród uczestników — działającego w obrębie seminarium Szymona Askenazego na Uniwersytecie Jana Kazimierza we Lwowie — Kółka Dziennikarzy Stefana Górskiego na początku naszego stulecia. Że idee te były żywe i nurtowały zarówno środowisko dziennikar­ skie (głównie) i świat nauki, świadczą dyskusje na II Zjeździe Lite­ ratów i Dziennikarzy Polskich we Lwowie w 1894 r., a szczególnie 1 Pojęciem tym określamy zarówno ukazujące się periodycznie wydawnictwa i tzw. wydawnictwa ciągłe (zbiorowe) wydawane przez instytucje naukowe (lub mające takie ambicje), związki dziennikarzy i wydawców prasowych. Uściślenie to jest niezbędne, gdyż Stanisław T. Jarkowski — podejmujący po raz pierwszy w polskim piśmiennictwie (Prasa prasy. Warszawa 1932, s. 63. Biblioteka Prasowa Polska, nr 8) rozważania o początkach czasopiś­ miennictwa poświęconego prasie łączy je m. in. z czasopismami bibliograficz­ nymi (zawierały mniej lub bardziej ścisłe informacje o ruchu prasowo-wy- dawniczym), pismami przedruków prasowych itp. w 1911 r. na krajowym zjeździe dziennikarzy w Krakowie, z okazji 250 rocznicy ukazania się Merkuriusza Polskiego. Na zjeździe tym Stanisław Teofil Jarkowski (1882—1947) wystę­ puje z projektem czasopisma, które mogłoby wychodzić raz na miesiąc lub raz na kwartał, wresz­ cie choćby tylko trzy, dwa, a nawet raz do roku. Program treści tego czasopisma zawodowego prasy polskiej przewidywał — oprócz szczegółowego działu bibliograficznego jej literatury: 1. większe artykuły, omawiające różne zagadnienia ważne dla całego zawo­ du dziennikarskiego, 2. większe lub mniejsze studia i rozprawy, dotyczące dziejów prasy polskiej, 3. kronikę bieżącą ruchu wy- dawniczo-prasowego, np. z wiadomościami o powstawaniu lub zanikaniu wydawnictw, zawiadomienia o zmianach w składach redakcji itp. różne informacje oraz komunikaty, obwieszczenia lub ogłoszenia instytucji i stowarzyszeń dziennikarskich, rozporzą­ dzenia władz dotyczące prasy itd., 4. kronikę zagranicznej prasy i różne inne działy oraz rubryki specjalne. Niewątpliwie całość treści takiego czasopisma dawałaby możliwie dokładny obraz pra­ sy polskiej w chwili bieżącej oraz częściowe odbicie jej obrazów z dni minionych, czynią zeń organ, który można byłoby nazwać ARCHIWUM PRASY POLSKIEJ «. Wyraźnie sprecyzowany projekt nie doczekał się realizacji z po­ wodu trudności natury organizacyjno-finansowej. Przygotowaną do tego wydawnictwa obszerniejszą publikację „Literatura dotycząca prasy polskiej. Notatki krytyczno-bibliograficzne" opublikował S. T. Jarkowski na łamach Przeglądu Narodowego i jednocześnie wydał — jako odbitkę w 250 egz.— nakładem własnym (Warszawa 19*11, s. 100). Bardziej prężne okazało się Stowarzyszenie Gazet Polskich w Ame­ ryce, które dzięki życzliwości Kuriera Polskiego (Milwaukee 1888— 1934), a zwłaszcza staraniom założyciela pisma Michała Kruszki (1860—1918) i redaktora Jana Józefa Chrzanowskiego, wydawało w latach 1907—1911 polsko-angielski miesięcznik PRASA POL­ SKA — POLISH PRESS. W tym piśmie — trudno dostępnym w krajowych zbiorach bibliotecznych — upatrywać by trzeba pry­ mitywów polskiego czasopiśmiennictwa prasoznawczego. Pisma za­ początkowanego nie przez instytucję naukową, lecz stowarzyszenie wydawców i dziennikarzy. Mimo to w porównaniu z innymi krajami

Qëllimi i konferencës ishte vendosja e medias para pasqyrës për të diskutuar problematikat dhe sfidat me të cilat po përballet media dhe gazetarët në vendin tonë. Zakonisht gazetarët ndjekin dhe pasqyrojnë aktivitetet e terrenit, ndërkohë që problematikat që ekzistojnë për lirinë e shprehjes në Shqipëri nuk kanë patur vëmendjen e mjaftueshme të komunitetit të gazetarëve dhe rrje- dhimisht edhe të publikut, i cili ka si burim kryesor informimi median. Situata e aktuale e medias në Shqipëri u trajtua në këndvështrime reale dhe kritike në shumë dimensione nga të ftuarit e kësaj kon- ference, mes të cilëve ambasadorë dhe përfaqësues të trupës diplomatike në vendin tonë, drejtues të redaksive të lajmeve, studiues e pedagogë të gazetarisë, juristë e përfaqësues të shoqërisë civile. Me një larmi temash, të ftuarit analizuan problemet më të mëdha me të cilat përballet tregu mediatik sot, duke evidentuar edhe ndikimin e trendit global i cili ka shënuar regres në drejtim të respektimit të fjalës së lirë por gjithashtu edhe ndikimin e zhvillimit të epokës digjitale, të lidhjeve të papërshtatshme të interesave të biznesit dhe politikës me median. Në fokus të kësaj konference ishte edhe nevoja për një respektim më të mirë të të drejtave të gazetarëve, një pjese e të cilëve punon në informalitet, kufizohen për shkak të linjës editoriale dhe ndikimit të pronarëve të medias në transmetimin e fjalës së lirë dhe analizës profesionale.

    ECONOMIC LIFE CHANGES IN PROPERTY ECONOMIC LIFE INTRODUCTION At the end of the war Albania, Bulgaria and Macedonia experienced the introduction of a common ideology in a Marxist-Leninist economic approach. However after some years there were clear differences in the implementation of this economic approach between the three countries. Albania developed a very closed economic system, with all resources and property in the hand of the state, Bulgaria developed a Soviet model planned economy, Macedonia recognised private land ownership and a state economy were even some competition between factories was possible. The communistic economic approach reinforced industrialisation, however the pace of developments was different, Bulgaria saw far more industrialisation than Albania. The negative side effects of the vast growing industrialisation such as destruction of nature and pollution did not alarm the authorities and left later generations with huge problems. However the economic growth and changes also had positive outcomes especially for agriculture in all three countries. After the changes in the late eighties the process of privatisation started and people had expectations for a fast economic development for Albania, Bulgaria and Macedonia. However in the late nineties people had come aware changes were coming only in a slow pace. Economic life deals with the following subtopics: Changes in Property In Albania, Bulgaria as well as Macedonia a communist regime was installed after the Second World War. The communist ideology had an impact on property rights. After the collapse of the communist system, property rights changed again. This subtopic deals with these changes and their impact on society and on the everyday life of people.

    Fake News- Të Vërtetat e Mjegullta “Fake News” konsiderohet sot jo thjesht si një fenomen, por si një epidemi në industrinë mediatike. Virusi përhapet dhe merr terren, pavarësisht se komuniteti i profesionistëve në media ka dhënë prej kohësh alarmin. HYRJE Këshilli i Ankesave, strukturë kryesore e AMA-s në përmbushje të disa prej objektivave kryesore që vijnë nga ligji 97 /2013 “Për median audio dhe audiovizive në Republikën e Shqipërisë” për Kodin e Transmetimit por edhe rregulloreve të tjera të nxjerra nga AMA për përmiresimin e peizazhit mediatik organizoi në tetor të vitit 2017 një konferencë me temë: “Fake news dhe sfida për të vërtetën në media”. Konferenca pati si qëllim ndërgjegjësimin mbi rrezikun që paraqet në këtë epokë të re zhvillimi teknologjik lajmi i rremë. Gjatë konferencës u diskutua se ky proces i ri digjitalizimi paraqet dhe anën e vet të errët: shkarjen nga profesioni i gazetarisë me pasojë deformimin e së vërtetës në media. Programi i konferencës me tematikë “Fake news dhe sfida për të vërtetën në media” u realizua në bashkëpunim me Departamentin e Gazetarisë dhe Komunikimit duke mbledhur pranë vetes ekspertët më të mirë të saj dhe duke sjellë në fund këtë botim unik deri më tani për specialistët e kësaj fushe. Car- toons served as one of the main pillars of propaganda that reflected and publicly presented the poli- tical line in different periods of the existence of the Communist regime. The paper analyses the the- matic structure and the way in which the image of the Albanian right politics was reinforced, and at the same time, the way in which the so-called external and internal enemies were attacked. The paper focuses on cartoons published in the satirical magazine Hosteni. KEYWORDS: Albania; Cartoon; Communist Propaganda Tato studie spadá pod širší téma „Obraz druhého ve specifickém kulturním a politic- kém kontextu“ a zabývá se jedním ze způsobů účelové konstrukce tzv. vnějšího a vnitř- ního nepřítele ze strany centrálně řízeného státního aparátu ve východní Evropě v době komunismu. Téma je přitom sledováno na příkladu Albánie, jejíž reálie jsou u české široké i odborné veřejnosti stále poměrně neznámé, a založeno na krátké ana- lýze pramenů, které se mohou na první pohled jevit jako marginální. Článek se totiž zabývá albánskou komunistickou karikaturou, která se objevovala v dobovém tisku, zejména v humoristicko-satirickém časopise Hosteni (Bodec). Vezmeme-li v potaz, že albánský komunistický systém prošel od šedesátých let minulého století naprosto od- lišným historicko-politickým vývojem, než tomu bylo u většiny dalších východoev- ropských zemí, bude zajímavé sledovat vývoj tamního propagandistického aparátu.

    POLITICAL LIFE POLITICAL LIFE INTRODUCTION Since 1944, Albania, Bulgaria and Macedonia shared in political life common elements such as the establishment a one party system, the imposition of a new ideology, construction of new constitutions, the creation of a personality cult towards political leaders and the important role of propaganda in society. However there were also specific elements for each country, such as the issue of statehood for Macedonia or the big emphasis on class struggle in Albania. As a result of the transition in Eastern Europe in the late eighties, radical changes could be noticed in the political systems in Albania, Bulgaria and Macedonia. The three countries experienced the formation of different political parties, free elections and the application of the human rights. How far these changes are everyday reality is left to the judgment of the users of these materials. Political life deals with the following subtopics: Constitutions The constitution is the foundation of the modern state. It shows how the government of the state is organised and what are the rights and responsibilities of the citizens, or at least it should be. As it sometimes turns out that the constitution is different from reality. This subtopic presents the developments in the constitutions of Albania, Bulgaria and Macedonia since 1945 and makes critical comparisons between the constitutions and the real situation. Elections After 1945 Albania, Bulgaria and Macedonia had political systems in which the citizens were allowed to take part in elections. But elections can be organised in different ways and can have different political purposes. What was the meaning of elections in a one party-system and what in a multi-party system? Political persons In every society political leaders and powerful people play an important role.

The ideological separation had now been completed in between Enver Hoxha and Marshal Tito. Hence, the Albanian communism saw Yugoslavia as the active enemy against the Albanian state. This period involved Albania even more into the popular democratic camp, where together with a lot other countries, were the satellite states of URSS. However, the Albanian state was considered as the weakest satellite of URSS, and since that time the enclave satellite. One of the most used elements to "fi ght" Yugoslavia, was creating propaganda against and the best and almost the only way to do this, was through the local press of that time. The fact of having a considerable number of local newspapers, was greatly exploited. This propaganda, instead of being used to fi ght Yugoslavia, was rather used to keep Albanians away from even thinking about Yugoslavia but at the same time, it was clearly visible that Albania would be doctrinal, up to naivety. Analyses of the press of the time, lead researchers to the idea that the regime of that period, was willingly entering itself into internationalism, and was trying to avoid any national or western element. Such a severe propaganda against Yugoslavia, had also an international impact, due to the positions held towards Albania.
