Taylor Kermit Christopher Witiw Learning in Social Action in Contexts of Mining Dispossession: A Critical Case Study of Roșia Montană, Romania by Taylor Kermit Christopher Witiw A thesis submitted in partial fulfillment of the requirements for the degree of Master of Education in Theoretical, Cultural, and International Studies in Education Department of Educational Policy Studies University of Alberta © Taylor Kermit Christopher Witiw, 2020 ABSTRACT Transnational corporations promise win-win development, but extractive projects often deliver dispossession, displacement, impoverishment, environmental degradation, and disrupt social relations in rural localities. These conditions can in turn engender contestation and resistance to dispossession, including learning in social action in anti-dispossession struggles and movements. Roșia Montană, Romania, is one such site where Roșieni villagers and small land holder peasants, their organizations AM and RMCF, and trans/national solidarity campaigns/movements have waged two decades of resistance against a proposed Canadian open- pit mining project. The purpose of the proposed research was to develop an initial and exploratory understanding of knowledge production and learning in social action undertaken by these agents in Roșia Montană by addressing the following research questions: (1) what is learning in social action in a context of mining dispossession?; (2) how does learning inform social action?; and (3) how do trans/national actors augment local struggles and contribute towards learning in social action? Utilizing a critical research methodology and a critical case study strategy pertaining to this site of mining resistance, the research sought to develop an initial and exploratory understanding of learning in social action in Rosia Montana. Data collection to develop the case study included: 16 semi-structured interviews with 18 participants including Roşieni members of grassroots groups and activists/NGO members; observation at the case site; and a review of documents produced or used in struggle. Thematic analysis elucidates several aspects of learning in social action. Participants shared knowledge constructed in struggle pertaining to the anatomy of dispossession, including corporate tactics and Roşieni counter tactics. The initial Roşieni grassroots struggle was catalyzed by processes of incidental learning and resistance, which quickly spawned more ii intentional forms of learning and praxis. Knowledge developed through learning in social action informed: grassroots and social movement organization, future actions, and more structured and complex forms of learning—especially when augmented by growing support from a trans/national solidarity network. These findings contribute to the conceptual, theoretical, and empirical literature on rural dispossession, resistance, and learning in social action by highlighting the politics of dispossession as understood by Rosieni. Further, this research illustrates processes of learning in social action at the nexus of grassroots and trans/national solidarity and contributes towards an understanding of how diverse forms of learning in social action are integral to processes of resistance and contestation addressing capitalist mining dispossession. iii PREFACE This thesis is an original work by Taylor Kermit Christopher Witiw.     Reluctant Allies? Iuliu Maniu and Corneliu Zelea Codreanu against King Carol II of Romania Introduction Iuliu Maniu is today regarded as the principle upholder of democratic and constitutional propriety in interwar Romania. As leader of the Romanian National Peasant Party throughout much of the interwar period and the Second World War, he is generally considered to have tried to steer Romania away from dictatorship and towards democracy. Nevertheless, in 1947 Maniu was arrested and tried for treason together with other leaders of the National Peasant Party by the communist authorities. The charges brought against Maniu included having links to the ‘terrorist’ and fascist Romanian Legionary movement (also known as the Iron Guard). The prosecutors drew attention not only to the entry of former legionaries into National Peasant Party organizations in the autumn of 1944, but also to Maniu’s electoral non- aggression pact of 1937 with the Legionary movement’s leader, Corneliu Zelea Codreanu. The pact had been drawn up to prevent the incumbent National Liberal government manipulating the elections of December 1937. Maniu had subsequently acted as defence a witness at Codreanu’s trial in 1938. 1 Since the legionaries were regarded by the communists as the agents of Nazism in Romania, Maniu was accordingly accused of having encouraged the growth of German influence and fascism in Romania.2 Maniu was sentenced to life imprisonment and died in Sighet prison in 1953. A HISTORICAL SKETCH In the present study, I bring forward a synthetic view of the progress made by the media of the parties in Romania. This is neither a history of political ideas, nor a full inventory of serial publications edited by political entities, especially as many publications were not politically assumed. Usually, the „patronage” could be identified in the subtitles and in various descriptors related to the content (often, the authors’ signatures) which allow us to qualify a periodical publication as being political or not. In this case, we had taken into account the information found in the subtitle, in order to establish partisanship. Limits of this approach are related both to the very large volume of newspapers and magazines and to the variety of parties, alliances and so on, which had forced us to make a selection. The present research aims at filling the gap of the sectorial radiographies which were of equal interest to the history of communication, political and economic history, as well as social history on the Romanian territory.     Þara Bârsei Medina SÃVULESCU ZIARUL „DRAPELUL” DIN LUGOJ – EXPRESIE A IDENTITÃÞII REGIONALE În peisajul presei româneºti din Monarhia Austro-Ungarã, ziarul „Drapelul”, apãrut la Lugoj între anii 1901 ºi 1920, are un loc bine definit. El oferã, pe lângã fireasca deschidere spre problematica general româneascã, ºi imaginea unei comunitãþi ce încearcã sã-ºi afirme valorile, sã-ºi conserve specificul ºi sã-ºi gãseascã propriul drum, inclusiv în miºcarea naþionalã. Evoluþia istoricã aparte, relativa prosperitate economicã, toleranþa etnicã ºi confesionalã, gradul înalt de alfabetizare, existenþa unor forme de expresie culturalã (asociaþii, reuniuni literare, teatrale, corale), moderaþia ºi legalismul în politica naþionalã, ce au dat identitate regiunii, îºi aflã un firesc suport de reflectare în publicaþia lugojeanã. Fãcând o incursiune în istoricul presei româneºti din Banat, îi putem plasa începuturile în timpul Revoluþiei de la 1848, când Eftimie Murgu a redactat, la Lugoj, un ziar litografiat prin care-ºi propaga programul politic. În a doua jumãtate a secolului al XIX-lea sunt atestate o serie de publicaþii cu caracter ºtiinþific, umoristic sau de informare, dintre care se detaºeazã gazeta lugojeanã „Desceptarea”, editatã între 1879 ºi 1881 de cãtre preotul ortodox Iosif Tempea ºi tipograful Traunfellner. Primul ziar românesc cu caracter naþional militant a fost însã „Luminãtorul” apãrut în 1880, la Timiºoara, sub redacþia lui Pavel Rotariu ºi Melentie Drãghici. Dupã sistarea acestuia, în 1884, C. Diaconovici, cu susþinerea financiarã a familiei Mocioni, a înfiinþat la Timiºoara cotidianul „Dreptatea”, la conducerea cãruia a fost chemat Valeriu Braniºte, cel care ulterior îºi va lega numele de istoria presei bãnãþene prin ziarul „Drapelul”.
