JPY (82 mil. USD) Missions of ICHARM The mission of ICHARM is to function as an international center for providing and assisting the implementation of the most practicable strategies to prevent and mitigate water related disasters (floods, droughts, sediment-related disasters, tsunamis, storm surges, water contamination, etc.) in the world. ※ Focus on flood related disasters at the initial stage Research, Training and Information networking activities would be promoted in a combined manner • Analyzing the flood risk in each region of developing countries • Developing and disseminating an advanced flood alert system using artificial satellites, remote sensing and other advanced technologies • Developing technologies for preparing and utilizing flood hazard maps appropriate for the local environment and social conditions • Giving consultations to regions to help them plan and implement strategies and improve their social capabilities to prevent disasters by implementing alert systems and hazard maps • Promoting studies on hydrological observation, hydrological forecasting and hydrological analysis , which will serve as the base • Actively collaborating with the World Water Assessment Programme (WWAP), International Flood Initiative (IFI), and groups in charge of Global Environment Outlook (GEO) and Prediction in Ungauged Basins (PUB) Research World Water Development Report II However, due to of rapid economic growth, the land use has drastically changed as more properties and assets concentrate in potential flood areas. Mitigation of floods risks has become an urgent issue due to the urban development. During the severe flood in 2011, seven industrial estates in the north of Bangkok were inundated, and 469 Japanese companies were affected by this severe flood. The economic loss was estimated at approximately THB 1,400 billion. JICA prepared and submitted the Comprehensive Flood Management Plan for the Chao Phraya River Basin (hereinafter called “the Master Plan (JICA MP)”) upon the request from the Royal Thai Government in June 2013. In JICA MP, the city of Bangkok and the surrounding areas (to the east of Tha Chin River, and to the south of Pasak River in the city of Ayutthaya), which the Royal Thai Government designated as the priority Protected Area, were defined as the priority area for protection, for which the following structural and nonstructural measures were proposed.

They are the habitat for a wide variety of life and are a key element in the natural environments and cultures of each region of the country. The people’s close relationship and interaction with rivers and riverside environments is an integral part of the national culture. River areas are of inestimable value as spaces for rest and recreation. On the other hand, ongoing construction work such as straightening river channels and building concrete revetments is necessary to prevent flood damage and landslides. Unfortunately, these kinds of effective flood control measures often come at the expense of altering the natural environments of rivers and the surrounding Fig. 1 The River in Hokkaido is an example of a desirable river environment. landscape. The rise in the standard of living that has taken place in Japan in the past few decades has created new needs and new expectations of a higher quality of life and an opportunity to enjoy the benefits of pleasant environment. This has led to people taking a new look at problems related to environmental protection and building regional communities. As a result, new concepts are being advanced for creating diverse river environments and spaces along rivers to meet functional needs.     SOCIETY Typhoon Hagibis strikes the Japanese Archipelago: What happened behind the scenes as Japan’s capital narrowly escaped becoming submerged The Arakawa River went above the dangerous water level at multiple points. Although Typhoon Hagibis (Typhoon 19) caused enormous damage to many parts of Japan in 2019, Tokyo saw no dikes collapse and escaped serious flood damage. We investigated the truth of what occurred behind the scenes during the Japanese capital’s escape from submersion, based on the reports of local government officials and flood control facilities. Asano Yuki and Sakurai Shun, Wedge editorial department In October 2019, Typhoon Hagibis brought record rainfall, mainly to Shizuoka Prefecture, the Kanto and Koshinetsu regions and the Tohoku region. Special heavy rain warnings were issued for a total of 13 prefectures, including Tokyo, with dikes breaking at 140 locations along 71 rivers (as of 6:00 AM on November 8), and many parts of the country were seriously damaged, including flooding. Even in this situation, although the levels of many rivers in Tokyo rose higher than usual, the dikes escaped damage.
