Antisemitism continues to poison trust between the people who live in our common space. In a number of regions there has unfortunately been an upsurge in this scourge. While comprehensive empirical studies are needed to fill the considerable gaps in what we know, the picture is already frightening enough. The OSCE Conferences in Vienna, Berlin, Paris, Brussels and Córdoba paved the way for the member states to make the necessary decisions in consensus. 2006 was supposed to be the year which showed how the commitments that were undertaken were being implemented at national level. The main questions for our conference are therefore: what problems have arisen in terms of implementation? And, what needs to be done to rectify these problems? The OSCE Parliamentary Assembly initiated the OSCE's fight against Antisemitism and the commitment of OSCE funds to this cause. It was the Assembly which voted to canvas the support of the foreign ministers of the OSCE states for this fight. Ultimately the task has to be tackled at state level. Now that two years have passed, it is time for parliamentarians to take stock of what has been achieved so far. I am grateful to the national delegation of the German Bundestag for inviting experts, NGOs and parliamentarians to undertake a provisional evalua- tion in order to assess what measures have been successful, what have not been successful and what steps need to be taken from here onwards in order to achieve the goals agreed on. In this process, we depend on the involvement of civil societies, organised either nationally or internationally. We parliamentarians are in a unique position to detect tectonic shifts taking place within our populations at an early stage, but we can only do so if and as long as the players within our civil societies work closely together with us. Their strength, in turn, is their autonomy which the state must guarantee. If we unite together to combat Antisemitism, we can make efficient use of the resources available to us nationally and internationally. Thank you for accepting the invitation extended by the German Bundestag. I am sure our meeting will help us in our search to find the best forms of practice in the fight against Antisemitism. I found some criteria for early- warning signs of antisemitic, bigoted and genocidal activities. I included a summary of neo-Nazi and white supremacy groups in modern American and then moved to a more specific focus on contemporary and prominent groups like Atomwaffen Division, the Proud Boys, the Vinlanders Social Club, the Base, Rise Against Movement, the Hammerskins, and other prominent antisemitic and hate-driven groups. Trends of hate-speech, acts of vandalism and acts of violence within the past fifty years were examined. Also, how law enforcement and the legal system has responded to these activities has been included as well. The different methods these groups use for indoctrination of younger generations has been an important aspect of my research: the consistent use of hate-rock and how hate-groups have co-opted punk and hardcore music to further their ideology. Live-music concerts and festivals surrounding these types of bands and how hate-groups have used music as a means to fund their more violent activities have been crucial components of my research as well. The use of other forms of music and the reactions of non-hate-based artists are also included. The use of the internet, social media and other digital means has also be a primary point of discussion.

Borrowing from Norbert Elias, we introduce the habitus of restraint to the study of security communities. This habitus constitutes a key dimension of the glue that holds security communities together. The perceived compatibility of practices emanating from the habitus that members hold fosters the collective identity upon which a security community is built. The violation of a member’s habitus by the practices of another member, however, disrupts the reproduction of collective identity and triggers a crisis of the security community. Our analysis of Germany’s reaction to Washington’s case for war against Iraq provides empirical evidence for the salience of the habitus for the internal dynamics of security communities. Introduction At first glance, it is surprising that Saddam Hussein triggered the deepest post-World War II rift in the usually amicable relationship between the United States and Germany. The two countries share many values that should have prevented action taken against a vicious dictator from becoming a contentious issue. Saddam Hussein’s longstanding record of gross human rights abuses and aggression against other states should have been yet another reason to draw the two allies even closer together. This scenario, however, failed to materialise. Not only did the United States and Germany fail to find a common ground on Iraq. They even started to fundamentally question the nature of their relationship.
