Eén van de beleidsdoelstellingen van de Europese Commissie om een duurzame toekomst op te bouwen was om de spoorwegsector te revitaliseren. De liberalisering van de spoorwegsector heeft geleid tot een splitsing tussen nationale infrastructuurbeheerders en spoorwegondernemingen.
