Murphy Summary of Security-Related Issues throughout Indonesia The following selected information was compiled from submissions from IPJ (Indonusa Primatama Jaya), and also Hill & Associates, to whom we are deeply grateful. This report contains information on a broad spectrum of security concerns and incidents which have occurred in Indonesia during the reporting period. Incidents are listed as they happened and dates are added if reported, other- wise the reader is to assume the event took place during the month in question. Readers are ad- vised that while there are security risks that companies and individuals need to be aware of, avoid or address, Indonesia is a country of over 230 million people living on 17,500 islands that stretch over 4,800 kms. The vast majority of foreign companies that operate in Indonesia, and expatriates who reside in or visit the country, do so without incident providing sensible security precautions are taken. ______________________________________________________________________ OVERVIEW Counter terrorist police arrested several terrorist suspects in Poso, Central Sulawesi where they seized firearms, ammunition and a bomb. A firefight lasting more than two hours between police and well armed civilians also took place in the same area. Two members of the East Mujahideen attempted to use a parcel courier service to send two bombs to South Sulawesi with the intention that they would detonate in Makassar and other areas of South Sulawesi. In the lead up to the Parliamentary Election there continued to be election related violence in Aceh, which is common prior to elections in Aceh. Page 1 of 28 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN MARCH 2014 ANALYSIS OF DEMONSTRATION ACTIVITY The number of demonstrations in March was again lower than usual, and again this can be ex- plained by the wet weather conditions and the heavy canvassing in the lead up to the Parliamen- tary Elections in April. The majority of demonstrations were related to labour issues, focusing on compensation, benefits and termination of employment. Only 5% of the demonstrations were re- lated to the elections. The election related incidents were not seriously violent and mainly involved different parties interfering in each other’s rally activities. Page 2 of 28 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN MARCH 2014 TERRORISM & ORGANISED CRIME INCIDENTS Clash between Residents in Nabire, Papua On Saturday (March 1) a clash between residents occurred in Gerbang Sadu Wadio Atas, West Nabire District, Nabire, Papua. The clash occurred between Kemandogha and Dughindogha resi- dents. The two sides were throwing rocks at each other. Dozens of people were injured and rushed to Nabire Hospital. Four of them were police. Police immediately came to the site to dis- miss the clash which was allegedly triggered over a marriage affair. Residents alleged the police fired a warning shot which hit a resident. Shooting in Poso, Central Sulawesi On Monday (March 3) at around 1300hrs a gunfight between police and residents in Poso oc- curred. Police were pursuing several armed civilians in Kilo, North Coast Poso, when they were attacked by armed civilians in a field in Gayatri, Kilo. The shootout lasted for almost one hour. Two Poso police and several civilians sustained gunshot wounds. Shooting in Poso, Central Sulawesi This morning IPJ reported a shooting in Poso, Central Sulawesi. It has since been reported that two suspected terrorists were arrested at Kilo Village, Poso North Coast, Poso, on Monday (March 4) 2014. At the location officers seized a firearm, 42 rounds of ammunition and a bomb. Officers continued to chase other terrorists in the forests and plantations around Kilo Village and were conducting crime scene investigation at the site of the shootout. Nasdem Party Post Burned in Geurideng Pase, North Aceh On Wednesday (March 5) at around 0500hrs a post belongs to Nasdem Party was burned by an unidentified person in Alue Awe, Geurideng Pase, North Aceh. The wooden, 4x4 post had been the gathering place for legislative candidates and the Nasdem Part success team. There were no reports of casualties. The forensic team from Lhokseumawe and police were investigating the crime scene. Bomb Threat at Taman Anggrek Mall, West Jakarta On Wednesday (March 05) there was a bomb threat at Taman Anggrek Mall, Jalan S Parman, Grogol Petamburan, West Jakarta, via SMS sent to Polda Metro Jaya by an unknown person, at around 1030hrs. At around 1130hrs the Gegana Team (bomb squad) and police officers conducted checks throughout the mall and basement, but officers did not find any bomb. Grenade at Aceh Party Office in Banda Aceh On Tuesday (March 11) at around 2015hrs unidentified persons threw a grenade at the office of the Aceh Party, the Governing Board of Sagoe (DPS) Lueng Bata, Banda Aceh, on Jl. T. Imuem Lueng Bata, No. 2, Banda Aceh. Three witnesses were interviewed but were unable to identify the assailant(s). There are no casualties in this incident. Police Uncover Bomb Delivery in Sengkang Wajo, South Sulawesi On Thursday (March 13) at around 1835hrs Detachment 88 Anti-Terror arrested two terrorists who were delivering a bomb using JNE cargo in Soekarno-Hatta Airport, after flying from Makassar. The suspects were members of East Indonesia Mujahidin lead by Santoso and Sabar Subagyo also suspected to be involved in the murder of two Poso Intel officers in Tamanjekac. At a sepa- rate location, officers seized two pipe bombs and a container bomb in JNE Sengkang Wajo, South Sulawesi. The bomb was sent by the suspects through JNE Desa Panggung, Trenggalek, East Java to JNE Sengkang Wajo, South Sulawesi. The bombs were planned to explode in several Page 3 of 28 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN MARCH 2014 points in Makassar, one of them a dim stall in Banrabba Belopa, Luwu. Police immediately secured and defused the bombs. CIVIL UNREST & POLITICAL VIOLENCE INCIDENTS Clash between Residents in Nabire, Papua On Saturday (March 1) a clash between residents occurred in Gerbang Sadu Wadio Atas, West Nabire District, Nabire, Papua. Clash in Timika, Jayapura, 1 Person Killed On Tuesday (March 4) at around 1730hrs clash occurred between two groups of residents in Timika, Papua. Allegedly the clash occurred over land rights at Jayanti, Mimika Gunung, Distrik Kuala Kencana, Mimika, Timika, Papua. Dozens of residents were injured and one person was killed by arrows. One platoon of Brimob Detachment B Timika with a baracuda vehicle responded to the incident scene, to secure the location. Students Clash in Manado, North Sulawesi On Wednesday (March 5) a clash between students occurred at the University of Sam Ratulangi (Unsrat) Manado, between students of the Faculty of Engineering and Law, when they threw rocks and shot arrows at each other. As a result of this clash three buildings in the Faculty of Engineering were burned. Eight fire trucks were deployed to extinguish the fire, and one police water-cannon vehicle belonging to North Sulawesi Police also helped to extinguish the fire. About 450 police personnel from North Sulawesi Police were on-guard to secure the location. Clash Between Residents in Palopo, Makassar On Monday (March 10) a clash occurred between Uri and Batu residents in Mancani, Teluwanua, Palopo. As a result of this clash, two houses belonging to Uri residents were burned by the crowd. Firefighters failed to extinguish the fire in time and the houses were destroyed. Palopo police found bottles containing fuel and several arrows in Mancani, Teluwanua, Palopo. Five people were also reported to be in critical condition after being struck by stones and arrows. Police arrested one suspect who burned the houses and Brimob from Baebunta with TNI AD Kodim 1403 Sawerigding were guarding the site. Golkar Party Flag Burned in Blitar, East Java On Tuesday (March 11) a Golkar Party official in Blitar, Poerwoheli received a report from local residents around Jalan Ciliwung, Kepanjen Kidul, Blitar that the party's flag was burned by an uni- dentified person. After the party officials investigated, they found that nine flags had been burned. Party officials reported the incident to the police to be investigated further. Clash in Tamalanrea, Makassar On Wednesday (March 12) an eviction taking place at an electronics warehouse area on Jl, Ir. Surami, Parang Loe, Tamalanrea, Makassar turned into a clash. Hundreds of officers faced hun- dreds of residents and local organizations supporting the defendant who disagreed with the evic- tion. The mass resisted the warehouse eviction by burning tires, blocking the road in front of the site, and the side of the toll road from Makassar to Daya, and throwing stones and arrows at the Page 4 of 28 OVERSEAS SECURITY ADVISORY COUNCIL JAKARTA COUNTRY COUNCIL AMCHAM SECURITY COMMITTEE, REPORT ON EVENTS IN MARCH 2014 officers who were guarding the warehouse. The clash ended two hours later and the warehouse was immediately razed using heavy equipment by the officers. Clash in Mimika, Jayapura On Wednesday (March 12) a clash occurred between Pinus Murib and Yulius Hanau Residents, at Jayanti, Mimika Gunung, Distrik Kuala Kencana, Mimika, Jayapura.

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana peran Kancil dalam memelihara ekologi di wilayah Sungai Ciliwung Pondok Cina serta mengetahui faktor penghambat dan faktor pendukung Kancil dalam meliharaan ekologi di wilayah Sungai Ciliwung Pondok Cina. Dengan rumusan masalah (1) bagaimana peran Kancil dalam memelihara ekologi di wilayah Sungai Ciliwung Pondok Cina?, (2) Apa faktor penghambat dan faktor pendukung Kancil dalam meliharaan ekologi di wilayah Sungai Ciliwung Pondok Cina?. Metodologi yang digunakan pada penelitian ini menggunakan pendekatan kualitatif. Dengan analisis deskriptif yang didapatkan dari data-data yang telah berhasil diolah secara sistematis baik berupa kata-kata, tertulis atau lisan dari orang yang dapat diamati. Subjek penelitian ini adalah Kancil. Hasil studi menemukan bahwa peran komunitas yang dilakukan oleh Kancil yang berfokus pada peran dalam memelihara ekologi sungai ketika mereka melakukan semangat sosial, mediator dan negosiator, dukungan, pengorganisir dapat melakukan perubahan diwilayahnya. Faktor pendukung keaktifan anggota, partisipasi masyarakat, solidaritas dan aparatur RT/RW serta kelurahan.

It is therefore necessary to strike a balance between an effective dewatering program and sound environmental policy. Using assessments such as rainfall, climate studies, groundwater flow, and aquifer characterizations, the Separi coal dewatering program includes the construction of water channels, flood protection levees, water wells, and placing various environmental monitoring sites. The construction of water channels and flood protection levees has reduced the water runoff that entered the mining area by approximately 75%. For a six- month testing period, the average pumping rate of the dewatering well was 24.78 m3/day. These pumping rates were determined to result in groundwater level that would generally be 10 meters below the lowest mining benches at all times. Ten meters is the recommended single bench height based on the slope stability analysis. After six months of dewatering, the groundwater level was lowered 10.88 meters, permitting the mining project may begin its mining operation to commence. A re-design of maximum pit slope angle is indicated in this research. During the testing period, the environmental management plan did not show any negative impacts of dewatering programs on surface and groundwater resources.

Research described in this paper investigated the effect of fertilizer application on the growth, biomass production and nutrient accumulation of mahang (Macaranga gigantea) plant components. The experiment was carried out in a research area of the Faculty of Forestry, Mulawarman University, Samarinda, East Kalimantan. The effects of five dose levels of an NPK (16-16-16) fertilizer on the growth rate of mahang seedlings planted in field conditions were compared. The treatments consisted of a control group (with no fertilizer), and dosages of 40 g, 80 g, 120 g and 160 g per plant. Fertilization at those levels was applied twice: the first application at four weeks after the planting and the second application at 6 months after the first.

Sehingga apabila data flight plan dari BO Samarinda ke BO Balikpapan tidak terkirim, maka BO Samarinda akan mengirim ulang flight plan tersebut. Tujuan perancangan untuk membuat aplikasi yang dapat memonitor flight plan pada tower di Bandar Udara Temindung Samarinda dan untuk menghasilkan alat yang dapat mengirimkan notifikasi ke teknisi bila terjadi gangguan pada jaringan AFTN. Metode perancangan menggunakan komponen mikrokontroler, modul GSM, dan aplikasi Microsoft Visual Studio 2013. Hasil perancangan menunjukan simulasi alat tersebut akan mampu memberikan gambaran mengenai system monitoring pengiriman flight plan yang terkirim maupun diterima di Bandara Temindung Samarinda. Kata kunci: pengiriman; flight plan; monitoring; modul SMS ABSTRACT Transmission of filght plan from Samarinda Temindung airport to Balikpapan Sepinggan airport has been sometimes failed because of various things such as breaking off the communication way or another supporting facility failure such as VSAT. So, if flight plan’s data from Samarinda BO to Balikpapan BO is not sent, then Samarinda BO will resend that filght plan. The objective of this design was to make an application which is able to monitor flight plan at tower of Samarinda Temindung airport and to invent a device which could be used to send notification to the technician if there any trouble on AFTN.
