Summary of Security-Related Issues throughout Indonesia The following selected information was compiled from submissions from IPJ (Indonusa Primatama Jaya), and also Hill & Associates, to whom we are deeply grateful. This report contains information on a broad spectrum of security concerns and incidents which have occurred in Indonesia during the reporting period. Incidents are listed as they happened and dates are added if reported, other- wise the reader is to assume the event took place during the month in question. Readers are ad- vised that while there are security risks that companies and individuals need to be aware of, avoid or address, Indonesia is a country of over 230 million people living on 17,500 islands that stretch over 4,800 kms. The vast majority of foreign companies that operate in Indonesia, and expatriates who reside in or visit the country, do so without incident providing sensible security precautions are taken. ______

OVERVIEW

Counter terrorist police arrested several terrorist suspects in Poso, Central where they seized firearms, ammunition and a bomb. A firefight lasting more than two hours between police and well armed civilians also took place in the same area.

Two members of the East Mujahideen attempted to use a parcel courier service to send two bombs to with the intention that they would detonate in Makassar and other areas of South Sulawesi.

In the lead up to the Parliamentary Election there continued to be election related violence in , which is common prior to elections in Aceh.

ANALYSIS OF DEMONSTRATION ACTIVITY

The number of demonstrations in March was again lower than usual, and again this can be ex- plained by the wet weather conditions and the heavy canvassing in the lead up to the Parliamen- tary Elections in April. The majority of demonstrations were related to labour issues, focusing on compensation, benefits and termination of employment. Only 5% of the demonstrations were re- lated to the elections. The election related incidents were not seriously violent and mainly involved different parties interfering in each other’s rally activities.

TERRORISM & ORGANISED CRIME INCIDENTS

Clash between Residents in Nabire,

On Saturday (March 1) a clash between residents occurred in Gerbang Sadu Wadio Atas, West Nabire District, Nabire, Papua. The clash occurred between Kemandogha and Dughindogha resi- dents. The two sides were throwing rocks at each other. Dozens of people were injured and rushed to Nabire Hospital. Four of them were police. Police immediately came to the site to dis- miss the clash which was allegedly triggered over a marriage affair. Residents alleged the police fired a warning shot which hit a resident.

Shooting in Poso,

On Monday (March 3) at around 1300hrs a gunfight between police and residents in Poso oc- curred. Police were pursuing several armed civilians in Kilo, North Coast Poso, when they were attacked by armed civilians in a field in Gayatri, Kilo. The shootout lasted for almost one hour. Two Poso police and several civilians sustained gunshot wounds.

Shooting in Poso, Central Sulawesi

This morning IPJ reported a shooting in Poso, Central Sulawesi. It has since been reported that two suspected terrorists were arrested at Kilo Village, Poso North Coast, Poso, on Monday (March 4) 2014. At the location officers seized a firearm, 42 rounds of ammunition and a bomb. Officers continued to chase other terrorists in the forests and plantations around Kilo Village and were conducting crime scene investigation at the site of the shootout.

Nasdem Party Post Burned in Geurideng Pase, North Aceh

On Wednesday (March 5) at around 0500hrs a post belongs to Nasdem Party was burned by an unidentified person in Alue Awe, Geurideng Pase, North Aceh. The wooden, 4x4 post had been the gathering place for legislative candidates and the Nasdem Part success team. There were no reports of casualties. The forensic team from Lhokseumawe and police were investigating the crime scene.

Bomb Threat at Taman Anggrek Mall, West Jakarta

On Wednesday (March 05) there was a bomb threat at Taman Anggrek Mall, Jalan S Parman, Grogol Petamburan, West Jakarta, via SMS sent to Polda Metro Jaya by an unknown person, at around 1030hrs. At around 1130hrs the Gegana Team (bomb squad) and police officers conducted checks throughout the mall and basement, but officers did not find any bomb.

Grenade at Aceh Party Office in Banda Aceh

On Tuesday (March 11) at around 2015hrs unidentified persons threw a grenade at the office of the Aceh Party, the Governing Board of Sagoe (DPS) Lueng Bata, Banda Aceh, on Jl. T. Imuem Lueng Bata, No. 2, Banda Aceh. Three witnesses were interviewed but were unable to identify the assailant(s). There are no casualties in this incident.

Police Uncover Bomb Delivery in Sengkang Wajo, South Sulawesi

On Thursday (March 13) at around 1835hrs Detachment 88 Anti-Terror arrested two terrorists who were delivering a bomb using JNE cargo in Soekarno-Hatta Airport, after flying from Makassar. The suspects were members of East Indonesia Mujahidin lead by Santoso and Sabar Subagyo also suspected to be involved in the murder of two Poso Intel officers in Tamanjekac. At a sepa- rate location, officers seized two pipe bombs and a container bomb in JNE Sengkang Wajo, South Sulawesi. The bomb was sent by the suspects through JNE Desa Panggung, Trenggalek, East to JNE Sengkang Wajo, South Sulawesi. The bombs were planned to explode in several

points in Makassar, one of them a dim stall in Banrabba Belopa, Luwu. Police immediately secured and defused the bombs.

CIVIL UNREST & POLITICAL VIOLENCE INCIDENTS

Clash between Residents in Nabire, Papua

Police are still guarding the area after the clash to prevent further violence.

Clash in Timika, Jayapura, 1 Person Killed

On Tuesday (March 4) at around 1730hrs clash occurred between two groups of residents in Timika, Papua. Allegedly the clash occurred over land rights at Jayanti, Mimika Gunung, Distrik Kuala Kencana, Mimika, Timika, Papua. Dozens of residents were injured and one person was killed by arrows. One platoon of Brimob Detachment B Timika with a baracuda vehicle responded to the incident scene, to secure the location.

Students Clash in Manado,

On Wednesday (March 5) a clash between students occurred at the University of Sam Ratulangi (Unsrat) Manado, between students of the Faculty of Engineering and Law, when they threw rocks and shot arrows at each other. As a result of this clash three buildings in the Faculty of Engineering were burned. Eight fire trucks were deployed to extinguish the fire, and one police water-cannon vehicle belonging to North Sulawesi Police also helped to extinguish the fire. About 450 police personnel from North Sulawesi Police were on-guard to secure the location.

Clash Between Residents in Palopo, Makassar

On Monday (March 10) a clash occurred between Uri and Batu residents in Mancani, Teluwanua, Palopo. As a result of this clash, two houses belonging to Uri residents were burned by the crowd. Firefighters failed to extinguish the fire in time and the houses were destroyed. Palopo police found bottles containing fuel and several arrows in Mancani, Teluwanua, Palopo. Five people were also reported to be in critical condition after being struck by stones and arrows. Police arrested one suspect who burned the houses and Brimob from Baebunta with TNI AD Kodim 1403 Sawerigding were guarding the site.

Golkar Party Flag Burned in Blitar,

On Tuesday (March 11) a Golkar Party official in Blitar, Poerwoheli received a report from local residents around Jalan , Kepanjen Kidul, Blitar that the party's flag was burned by an uni- dentified person. After the party officials investigated, they found that nine flags had been burned. Party officials reported the incident to the police to be investigated further.

Clash in Tamalanrea, Makassar

On Wednesday (March 12) an eviction taking place at an electronics warehouse area on Jl, Ir. Surami, Parang Loe, Tamalanrea, Makassar turned into a clash. Hundreds of officers faced hun- dreds of residents and local organizations supporting the defendant who disagreed with the evic- tion. The mass resisted the warehouse eviction by burning tires, blocking the road in front of the site, and the side of the toll road from Makassar to Daya, and throwing stones and arrows at the

officers who were guarding the warehouse. The clash ended two hours later and the warehouse was immediately razed using heavy equipment by the officers.

Clash in Mimika, Jayapura

On Wednesday (March 12) a clash occurred between Pinus Murib and Yulius Hanau Residents, at Jayanti, Mimika Gunung, Distrik Kuala Kencana, Mimika, Jayapura. The clash occurred because a resident from Julius Hanau was killed in a clash that had occurred on Tuesday, March 11, over a land dispute. As a result, sixty-one people were injured and six houses belonging to Pinus Murib’s residents were burned.

Clash in Suka Makmur, Aceh Besar

On Thursday (March 13) at around 2230hrs a police officer and three local residents were alleged- ly involved in a party drinking palm wine. The officer got into a fight with another member of the party and was stabbed. The officer fought back and shot two of the residents and then attempted to escape but was chased by the residents. He was then stabbed repeatedly to death. Two resi- dents who received gunshot wounds were treated in the hospital in critical condition.

Brawl in Cilacap,

On Friday (March 14) at around 1800hrs a brawl between two groups of football fans occurred in Cilacap Stadium on Jalan Rajiman, Cilacap, Central Java. The brawl started when one of the fans threw firecrackers into the stadium, when the match was still underway. As a result of this brawl 3 buses were damaged by stones thrown around the site. Dozens of police were on guard around the stadium.

Aceh Part Legislative Candidate Post Burned in Langsa, East Aceh

On Wednesday (March 19) at around 0230hrs a post of legislative candidate for the House of Rep- resentatives Langsa Maimul Mahdi from Aceh Party in Langsa was burned by an unidentified per- son. The post was located on Jalan PTPN I Kebun Baru, Gampong Payabujok Seuleumak, Langsa Baro, Langsa within 50 meters from Makodim 0104 East Aceh. Police were investigating the motive of the incident.

Brawl in Mamuju,

On Wednesday (March 19) Golkar and Democratic Party supporters were involved in a clash in Mamuju, West Sulawesi. The clash was triggered when party members tore down campaign ban- ners of the opposing party. Four people were injured due to sharp weapons, two from each party. The injured victims from Democratic Party rushed to Mitra Manakarra Hospital and two injured vic- tims from Golkar Party were rushed to Regional West Sulawesi Hospital. The victims were in in- tensive treatment due to their critical conditions.

Riot in Duri Station, West Jakarta

On Saturday (March 22) at around 2300hrs as many as 15 people threw stones at Duri Station, Tambora, West Jakarta. According to the information, five passengers who had left the station forced entry again through the platform, because they were angry, were reprimanded by the officers; they returned with more friends and began throwing stones. Two officers were injured, the announcer room, ticket counter and one gate damaged in this incident.

Brawl in Makassar, South Sulawesi

On Thursday (March 27) a brawl occurred between two groups of youths on Jl Kandea, Makassar, South Sulawesi. The brawl triggered by revenge among them. A member of Police Tallo was hit by an arrow in the neck while trying to secure the location of the clash.

Clash in Timika, Papua

On Thursday (March 27) hundreds of residents from Mee Tribe clashed with security forces in Timika, Papua. Clash triggered by the dissolution action by Mee Tribe residents who blocked the road in Timika Indah Field, and also caused by the deaths of two people on Jalan poros, SP 9 Distrik Jayanti Area. Dozens of residents were secured for allegedly deliberately attacking the security forces and police officers seized various types of other weapons.

Unrest in , Election Commission Office of Southwest Sumba Burned

On Friday (March 28) at around 1500hrs unrest occurred in Southwest Sumba, East Nusa Tenggara. According to the testimony of a resident, the unrest caused by the election dispute in Southwest Sumba, East Nusa Tenggara. As a result the Office of Regional Election Commission in Southwest Sumba, East Nusa Tenggara was set on fire. There were no casualties.

VIOLENT CRIME INCIDENTS

Robbery in Gunung Kidul,

On Monday (March 3) at around 0217hra a group of five to six persons robbed a youth education and sport agency office in Gunung Kidul, Yogyakarta. They stole 50 million Rupiah, locking up the night security guard in the bathroom where he was found blindfolded and tied. The robbery was recorded by the CCTV camera inside the office.

Motorbike Robbery in M.T. Haryono, South Jakarta

On Saturday (March 8) at around 2200hrs a man was shot by subjects on Jl. M.T Haryono, Pancoran, South Jakarta. The victim who was riding a motorcycle was approached by two sus- pects on a motorbike attempting to steal his motorbike. When the victim tried to defend his bike, one suspect shot him. The victim rushed to Tebet Hospital, South Jakarta.

Thief Shot to Death in East Bekasi,

On Sunday (March 9) a group of thieves stole someone’s bag on Jalan Raya Setia Mekar No.9 Aren Jaya, East Bekasi, Bekasi containing 100 million Rupiah. Police arrested six suspects and shot one of them when he did not heed the warning shots. The suspect also tried to fight the offic- ers. The suspect who was the kingpin of a bank customer robbery gang in Jabodetabek died on his way to the hospital.

Chinese Citizen Found Dead in Balaraja, Tangerang

On Monday (March 10) a Chinese production manager was found dead inside a factory area be- longing to PT LCC (Lin Chen China) on Jalan Raya Serang KM 29, Kampung Ilat, RT 01 RW 03, Ds. Gembonh, Balaraja, Tangerang. The victim was found dead under a machine by one of the employees. When he was found, the victim had stab wounds under his right jaw, his index and middle fingers were cut off and his face had been struck multiple times. The motive of the murder is unknown.

Robbery and Shooting at Langkat, North

On Monday (March 10) four unidentified people riding two motorcycles robbed a resident, while at a restaurant in Desa Mancang, Selesai Distrik, Langkat. The victim fought back and was shot in the leg by the perpetrators. The perpetrators made off money to a value of 160 million Rupiah from the victim.

On Tuesday (March 11) an attempted robbery by unknown subjects occurred in a home store in Ciledug Raya, Kreo, South Tangerang. According to witnesses, the robbery occurred when the victim opened the store. The subjects entered the store and stabbed the victim with a sharp object. The shop owner fought back but was killed by stab wounds to the abdomen.

Violence in Makassar, South Sulawesi, One Person Killed

On Tuesday (March 11) a fight between youths occurred on Jl. Abubakar Lambogo 2 Lorong 2- South Bara-Baraya, Makassar, South Sulawesi. As a result of this incident, one person was killed at the location, after being stabbed several times in the abdomen.

Discovery of Woman's Body in Pamulang, South Tangerang

On Tuesday (March 11) at around 1200hrs the body of a woman was found in an empty plantation field along Siliwangi Road RT 01/02, Pondok Benda, Pamulang, South Tangerang. Preliminary examination indicated the victim was stabbed three times.

Robbery in Setiabudi and Cilandak, South Jakarta

On Wednesday (March 12) at around 0315hrs a group of eight suspects riding four motorcycles on Jalan Sultan Agung, Setiabudi, South Jakarta, motor-jacked a local man riding a motorbike near his house close to the Setiabudi dam. The suspects threatened the victim with a cleaver and forced him to hand over his motorbike. The victim fought back and was struck by a cleaver. The victim was rushed to the nearest hospital while the suspects managed to escape. A similar incident by eight suspects also occurred in front of Terogong Residence, West Cilandak, South Jakarta at around 0315hrs. As a result of that raid, a victim had to be rushed to Fatmawati Hospital due to injury on his right arm in a critical state.

Violence by Members of Air Force in Yogyakarta

On Wednesday (March 12) an army doctor was assaulted by 9 Air Force officers at a cafeteria, in Squadron 102 Education, Education Command of Air Force Adisucipto, Yogyakarta. According to the statement this beating was caused by a misunderstanding concerning a medical examination. The victim suffered wounds and injuries to his liver and kidney.

Motorcycle Gang Violence in Makassar, South Sulawesi

On Thursday (March 13) at around 2200hrs three members of a motorcycle gang assaulted a po- lice officer on Jl Hertarsing, Panakukang. When the police officer yelled at the perpetrators, they suddenly they pulled out arrows and pursued the officer who tried to escape. Three motorcycle members were later arrested by police.

Hotel Attack in Semarang, Central Java

On Saturday (March 15) at around 1130hrs hundreds people from the Kabah Youth Movement (GPK) were detained by Mapolres Semarang. They were the alleged perpetrators of vandalism against Hotel Citra Dewi Bandungan, Semarang. They damaged the glass in four hotel rooms and the reception area. Police seized flags, t-shirts, and objects that were used to break the glass.

Fighting in Kemang, South Jakarta

On Sunday (March 16) at around 0300hrs a fight between youths occurred in the parking area of a nightclub, Club 999 at Kemang, South Jakarta. According to the information, the fight was due to a personal conflict. One person suffered injuries to the head and face, because of the beatings.

On Sunday (March 16) the body of a woman without a head was found in Kampong Sela, Cikalong subdistrict, Cianjur, West Java. Preliminary examination indicated, the victim was aged around 25- 35 years.

Shooting in Papua, One Person Killed

On Monday (March 17) a firefight occurred between military forces (TNI) and the Free Papua Movement (OPM) in Mulia, Puncak Jaya, Papua. According to witnesses the incident occurred when military personnel conducting a patrol were attacked by OPM members. As a result of this incident five OPM members were arrested, two people were injured and one person killed.

Police Officer Shot in Gatot Subroto, South Jakarta

On Tuesday (March 18) at around 2130hrs the Head of Detachment Base from Jakarta Police AKBP was shot in the service office of the Jakarta Police Base. According to witnesses, the victim and one of his men had a fight in the room. The perpetrator who was a member of the police ob- jected to a scolding he received. Witnesses heard two shots fired and the victim was found dead with gunshot wounds to the head and a gun found near his body. Police secured the victim's sub- ordinate and interrogated several witnesses.

Stabbing in Timika, Jayapura

On Tuesday (March 18) at around 1900hrs an employee of BPS Puncak Jaya was found dead soaked with blood after being assaulted by a group of people carrying cleavers and arrows in Timung Sri Rahayu yard, Jalan Cendrawasih, Kwamki Baru, Timika. The perpetrators arrived in a dark colored car and allegedly had followed the victim.

Stray Bullets in Makassar, South Sulawesi

On Tuesday (March 18) at around 2030hrs a resident was struck by stray bullets on Jl Kandea, Lorong 3, No16, District Bontoala, Makassar fired by unknown people. The victim was shot in the back.

Stabbing in South Bogor, Bogor

On Wednesday (March 19) at around 1000hrs a stabbing occurred in the victim's warehouse on Jalan Pahlawan, Bondongan, South Bogor, Bogor. The victim, who was an employee in a soybean warehouse, was stabbed thirteen times by an unidentified person. The suspect also stabbed the warehouse owner. The suspect entered pretending to buy two tons of soybeans then suddenly stabbed the victim.

Police Officer shot in Genuk, Semarang

On Sunday (March 23) at around 0000hrs A police officer in Semarang, was shot while arresting a subject, in the alley Pace RT 5/RW 2 Bangetayu Wetan, Genuk, Semarang. A local resident, heard two gunshots from a boarding house near her home. The victim was shot in the chest and was admitted to the hospital. The shooter was arrested and officers also seized a methamphetamine bong from the suspect's boarding room.

Arrest of Motorcycle Suspects in Cempaka Putih, East Jakarta: Three People Killed

On Tuesday (March 25) at around 0315hrs a firefight occurred between the Cempaka Putih Police with three perpetrators of motorcycle theft, at the intersection of Coca Cola offices, on Jl Letjend Suprapto, Cempaka Putih. At the time the officer wasa conducting Operasi Citra Kondisi (raids). One of the perpetrators was shooting at the officer with a homemade weapon resulting in a firefight action at the location which resulted in three perpetrators being killed at the site.

Persecution in Batam

On Thursday (March 27) at around 0200hrs a resident persecuted by three unidentified men in front of the campus UNRIKA Batam. According to the information from a resident, the persecution occurred when the victim was overtaking a motorcycle who driven by the perpetrators, as a result of this incident the victim suffered a stab wound in the abdomen.

Persecution in Krobokan, West Semarang

On Monday (March 31) at around 0100hrs three young men committed acts of persecution against a man in Hotel Nozz, Krobokan, West Semarang. According to witnesses, the victim was approached by three youths who were riding motorbikes at Jalan Raya Amarta, Krobokan, Semarang. The terrified’s victim tried to escape on his motorcycle to Nozz Hotel, not far from the location, to hide. The victim was killed by a stab wound to the stomach when on the way to the hospital.

NON-VIOLENT CRIME INCIDENTS

Theft in Way Kanan,

On Sunday (March 2) a group of thieves burglarized the Adira Finance Office in Central Sumateran Lane, Kampung Tiuh Balak Pasar, Baradatu, Way Kanan. They broke open a safe containing 54 million Rupiah cash and dozens of vehicle registration documents belonging to Adira Finance. The office was empty with no security. One of the employees discovered at 0700hrs in the morning that the door has been breached and he reported to the police.

Attempted ATM Robbery in Garut, Jawa Barat

On Friday (March 7) attempted ATM thefts occurred at two locations, one at Bank Jabar Banten, on Jalan Cimanuk and the other at BRI Syariah Bank, KCP Garut Ciledug, on Jalan Ciledug, Garut, West Java.

Illegal Fertilizer Secured in Tebing Tinggi, North Sumatera

On Monday (March 17) 55 tons of suspected illegal fertilizers were seized during an operation by North Sumatera Police. The fertilizers were allegedly unfit with labels indicating the composition did not meet legal standards. The seized evidence consisted of 734 sacks of Phoska fertilizer from CV Karya Tunggal Satu, 497 sack of super phosphate alam SP-3.6 from CV Karya Tunggal Saru. Total weight was 55 tons. Those fertilizers were allegedly from Surabaya, East Java.

Kidnapping in Bakong, North Aceh

On Saturday (March 15) at around 2330hrs a candidate from the Aceh National Party from Peureupok, Paya Bakong, North Aceh was reported kidnapped on his way home. Aceh National Party officials also reported that their staff members were assaulted by several young men throw- ing stones on Simpang Kandang, Muara Dua, Lhokseumawe.

Police Station Shooting in Tegalrejo, Yogyakarta

On Friday (March 21) at around 0045hrs Traffic Post BPK Jalan Hos Cokroaminoto, Tegalrejo, Yogyakarta was shot at by an unidentified person. According to a witness, a man wearing a jacket and hat shot three rounds at the post while riding a bike, breaking the window glass.

Theft at Home of the Chairman of PDIP in Bogor, West Java

On Monday (March 24) at around 0400hrs ) a group of thieves burglarized a house owned by the Chairman of PDIP in Kampung Cibeureum RT 1/11, Harjasari, South Bogor, Kota Bogor. Thieves

On Thursday early morning (March 25) four unidentified persons destroyed the Pallangga Police Station in Pallangga, Gowa, South Sulawesi. As a result of this incident one car which was parked in the yard of the police station was damaged.

Kidnapping Baby in Hasan Sadikin Hospital (RSHS) Bandung, West Java

On Tuesday night (March 25) a newborn baby was kidnapped by an unknown person at Hasan Sadikin Hospital (RSHS) Bandung, West Java. According to information, the baby who was in the Alamanda Room was kidnapped by a woman posing as a doctor.

Robbery in HR Rasuna Said, South Jakarta

On Thursday early morning (March 27) unknown people riding a motorcycle robbed a woman who also was riding a motorcycle with her friend on Jl HR Rasuna Said, precisely in Tugu 66, South Jakarta. The perpetrator made off with a bag containing 2 motorcycle registration certificates (STNK), cash of approximately 6 million Rupiah, 6 watches, and 3 mobile phones.

Theft at Gold Shop in Tasikmalaya, West Java

On Monday (March 31) at around 0200hrs a group of thieves rob a Gold Shop Familie B on Jl Raya Timur Singaparna, Kab Tasikmalaya, West Java. The perpetrators damaged the rolling door and made off with 2 Kg of gold from the gold shop. Officers are still investigating.

NATURAL DISASTER & FIRE INCIDENTS

Fire in Pasar Klender Lama, East Jakarta

On Sunday (March 2) at around 2215hrs fire struck Pasar Klender Lama, East Jakarta. The fire was allegedly due to an electrical short-circuit in one of the kiosks. The fire was successfully extin- guished after nine fire trucks were deployed to the site. As a result from this incident, around fif- teen kiosks were burned.

Explosion in Navy Munitions Warehouse ,

On Wednesday (March 2) at around 1030hrs an explosion occurred in a munitions storage ware- house for the Navy's West Fleet Amphibious Squad Headquarters in Pondok Dayung Island, Tanjung Priok, North Jakarta. The warehouse was used to store the squad's rifles and short- barreled weapons and ammunition. The shock was felt two to three kilometers away from the site. There have been no reports about the cause of the explosion, however a navy soldier was killed and 87 other personnel were injured and rushed to Port Medical Center Hospital, Sukmul Sisma Medika Hospital, Tanjung Priok, North Jakarta and Mintohardjo Navy Hospital ICU in Benhil, Cen- tral Jakarta.

Landslide in Bogor, West Java, 5 Peple Killed

On Sunday (March 2) a landslide occurred in Ampera Village Rt 5/14 Empang, South Bogor, due to heavy rains that occurred in the region. As a result of this landslide, 5 people were buried and killed. It took rescue workers nearly six hours to recover the victims bodies after the incident.

On Sunday (March 2) approximately 40 hectares of oil palm plantation, owned by Plasma Labuhan Subang-Subang, Agam, West Sumatra caught fire. According to information from the Regional Disaster Management Agency (BPBD) in Agam, the fire occurred in Labuan Subang- Subang, Nagari Tiku Lima Jorong and Tanjung Mutiara. There were no casualties due to this fire.

Fire in Kuta Alam, Banda Aceh

On Monday (March 3) at around 2200hrs fire struck dozens of boarding houses in Beurawe Village, Kuta Alam, Banda Aceh. Five fire trucks were deployed to extinguish the fire at the location. This fire burned twenty boarding houses and was extinguished after two hours. There were no injuries in this incident.

Floods in Bandung, West Java, Thousands of Homes Submerged

On Monday (March 3) floods hit three sub-districts in Bojongsoang Village, Baleendah Village and Dayeuhkolot District, due to the overflow of the . According to reports, the Baleendah District water level reached 2.8 meters, Dayeuhkolot District water level reached 3 meters and Bojongsoang District water level reached 2.2 meters. There were no reports of casualties or residents requiring to be evacuated.

Ciliwung River Jakarta Overflows: Hundreds of Houses in Kampung Pulo Re-Submerged

On Monday (March 3) hundreds of houses at RT 02/02 Kampung Pulo, Jatinegara, East Jakarta, were again submerged due to the overflow of the Ciliwung River. According to information, the flood was caused by the impact of heavy rainfall upstream in Bogor. Water levels at this location in Kp Pulo reached 1.5 meters.

Fire in Pontianak, West

On Tuesday (March 4) fire struck several residential houses on Jalan Hos Cokroaminoto, Gg Palem, Pontianak, . About twenty fire trucks were deployed to extingush the fire at the location. The fire was allegedly caused by a short circuit.

Traditional Market Burned in Sumenep, East Java

On Wednesday (March 5) at around 2300hrs fire struck the Anom traditional market, the biggest traditional market in Sumenep. The fire was hard to extinguish because there were a lot of stalls selling rubbers and plastics. As a result of that incident, around 500 stalls were burned and dozens of merchants have to open shops on the roadside and the main road to the market.

Lava Flood in Klaten, Central Java

On Wednesday (March 5) at around the 17700hrs lava flood from Mount Merapi occurred in Kali Woro, Klaten, Central Java. The lava flow terminated the road access that connects the two districts in Klaten, Kemalang and Manisrenggo. As a result of this incident two sand trucks were dragged down by the lava.

A House Burned in Tanjung Barat, South Jakarta.

On Thursday (March 6) at around 0245hrs fire struck a house on Jl. Tanjung 3 Block J3, Rancho Indah Tanjung Barat, South Jakarta. Eleven fire trucks were deployed to the site. Allegedly the cause of the fire was due to an electrical short-circuit. There were no reports of casualties.

Fire at Protected Forest in Sambau, Batam

On Thursday (March 6) a fire occurred in the Sambau Protected Forest, Batam. Department of Marine, Agriculture, Fisheries and Forestry (KP2K) Batam recorded more than 250 hectares of

Fire at Jembatan Besi, West Jakarta

On Friday (March 7) fire hit 6 residential houses, in the Jembatan Besi residential area in Gang Venus, RT 04/03, Jembatan Besi, Tambora, West Jakarta. At least twenty-one fire trucks were deployed to extinguish the fire. There were no injuries in this incident.

Earthquake in , Southern Sumatera

On Friday (March 7) at around 2314hrs a 5.5 magnitude earthquake hit Bengkulu, Southern Su- matera. Based on data from BMKG, The epicenter was 36 Km southeast from Kaur, Bengkulu at a depth of 105 kilometers. There were no reports of casualties or damage.

Gas Station Employees Burned in Tanjungpinang, Islands

On Friday (March 7) at around 1700hrs two gas station employees in Tanjungpinang, Riau were burned when they were about to clean the gas tank. The two employees had just entered the tank for cleaning when the tank caught fire. They climbed out of the tank screaming for help. The two victims were immediately evacuated to the hospital and suffered serious burning injuries. Police are still investigating.

Earthquake in Malang, East Java

On Sunday (March 9) at around 2042hrs a 5.4 magnitude earthquake hit Malang East Java. Based on data from BMKG, the epicenter was 115 km Southeast of Malang, East Java at a depth of 10 kilometers. There were no reports of casualties or damage.

Earthquake in Central

On Sunday (March 9) at around 1022hrs a 5.2 magnitude earthquake hit Central Maluku. Based on data from BMKG, the epicenter was 76 km North East from Maluku, at a depth of 10 kilometers. There were no reports of casualties or damage.

Fire at Plastics Factory in Kalideres, West Jakarta

On Monday (March 10) at around 0530hrs fire broke out in the employee mess at a plastics factory on Jalan Lingkar 3 Tegal Alur RT 05/3 Kalideres, West Jakarta. Three fire trucks were deployed to extinguish the fire. There were no injuries in this incident.

High Waves at Pantai Selatan, Yogyakarta

On Monday (March 10) high waves occurred in Pantai Selatan, Yogyakarta. Waves at South Beach were estimated to be as high as 3.5 meters, while waves reaching 5 meters were estimated to occur in the South Samudra Hindia of Yogyakarta (DIY). The Meteorology, Climatology and Geophysics (BMKG) DIY predicted the high waves at Pantai Selatan would last for five days.

Fire in Grand Sahid Hotel Sudirman, Central Jakarta

On Monday (March 10) at around 1825hrs a fire occurred in the Grand Sahid Hotel, Jalan Sudirman, Central Jakarta. The fire allegedly started from Styrofoam insulation used to wrap hot water pipes which overheated and ignited. The pipes were located between the sixth, seventh and eighth floors. Twelve fire trucks were deployed to the site. After fifteen minutes the fire was suc- cessfully extinguished. There were no reports of casualties and hotel guests were immediately evacuated to the lobby.

On Tuesday (March 11) the Riau Government extended the state of emergency due to smoke haze for 14 days, due to forest and land fires in several regions in Riau, which continued to spread. There were 22 hotspots in the region. The area of land burned reached 14,893 hectares.

Fire in Matraman, East Jakarta

On Tuesday (March 11) at around 1530hrs fire engulfed four residential houses on Jalan Kayu Manis IV, RT 17/RW 02 Kayumanis, Matraman, East Jakarta. About 20 fire trucks were deployed to extinguish the fire and the fire was extinguished about 30 minutes later. There were no injuries in this incident.

Fire in Ir. Sutami, Batam

On Wednesday (March 12) at around 0120hrs a fire occurred at Pasaraya Bintan 21 Supermarket on Jalan Ir. Sutami, Batam. The fire was allegedly due to an electrical short-circuit in a cosmetics stall. About 30 minutes later the fire was extinguished by the firefighters and Pasaraya security officers who were on duty. There were no reports of casualties.

Whirlwind in Sukoharjo, Central Java

On Wednesday (March 12) a whirlwind struck the Combongan Village, Sukoharjo, Central Java. As a result, as many as 41 homes were damaged by strong winds. A number of military personnel (TNI) were deployed to clear damaged areas and assist and evacuate residents. There were no reports of injuries in this incident.

Flood in Surabaya

On Thursday (March 13) rain in Surabaya caused flooding in almost every road with water reach- ing various heights up to 50 centimeters on Jalan Mayjen Sungkono, Darma Satelit, Lontar, Simo, Medokan, Ayu, Rungkut, Gunung Sari, Margorejo, Opak, Ciliwung, Hayam Wuruk, Bratang, Balongsari, Jemursari, Tanjungsari. A tree on Jalan Adityawarman and on Jalan Raya Darmo col- lapsed due to strong winds that occurred during the rain. This situation caused traffic congestion throughout Surabaya.

Fire at Building Store, Batam: Three People Killed

On Friday (March 14) fire engulfed a building store at Kavling Pancur, Batam. Three employees were killed in the fire which appeared to be intentionally set because the victims were found dead with their hands tied and mouths closed by duct tape. Police examined several witness and conducted crime scene investigations.

Fire at Plastics and Paper Factory in Surabaya

On Saturday (March 15) at around 0600hrs fire engulfed a plastics and paper packaging factory, PT Surya Multi Indopack (SMI), on Jalan Rungkut Industri XIV. About twenty-four fire trucks, 10 tank cars belonging to the Sanitation Departments and Gardening (DKP) Surabaya, and two fire trucks from (PMK) Sidoarjo were deployed to extinguish the fire. The cause of the fire is unknown.

Fire in Kemang, South Jakarta

On Saturday (March 15) at around 2359hrs, fire struck residential housing in Complex Kirai, Jalan Kemang Selatan 2 No. 26, Village of Bangka, Mampang Prapatan, South Jakarta. About 15 fire trucks were deployed to extinguish the fire. The fire caused traffic congestion around the location but there were no injures.

On Sunday (March 16) at around 1315hrs fire struck a perfume home store in Gampong Baro Bar- at Yaman, Kecamatan Mutiara, Pidie Aceh. There have been no reports about the cause. Forty- one homes and home stores were burned in this incident. The fire was successfully extinguished after four fire trucks were deployed to the site and were helped by the local residents around the site.

Landslide in Lembang, West Bandung, One Person Killed

On Sunday (March 16) landslide occurred burying a restaurant on Jalan Kolonel Masturi, Kampung Keramat, RT 2 RW 7, Cikahuripan, Lembang, West Bandung. The 50 meter cliff sud- denly collapsed and killed at least one person and injuring four others. Regional Disaster Man- agement Agency (BPBD), TNI, and Police searched for other landslide victims.

Flood in Tuban, East Java

On Monday (March 17) flood hit four districts in Palang, Tuban, East Java. The flood occurred due to overflow of the Cendoro River which could not contain water draining from the mountain area in Semanding, Tuban. Water depth reached 50 centimeters to one meter. Hundreds of homes locat- ed in Desa Gesikharjo, Desa Cendoro, Desa Pucangan and Desa Glodok, Palang, Tuban were flooded. There were no reports of casualties.

Fire Kills 2 People in Medan, North Sumatera

On Monday (March 17) at around 0130hrs fire struck three home-stores on Jalan Cik Di Tiro, Me- dan. When the fire started, a grandma and a child who were sleeping inside the home-store did not manage to escape. They were killed on the second floor of the home-store that sold stationery. Firefighters evacuated the bodies of the two victims after the fire was extinguished at 0300hrs.

Fire at Pulau Nias, : One Person Killed

On Monday (March 17) at around 1930hrs fire struck a residential house on Jalan Pelita, Gunung Sitoli, Pulau Nias, North Sumatra. The fire originated from the explosion of a genset engine, in use at that time due to a power outage at the location. Two people were injured and one person died due to this fire.

On Tuesday (March 18) the road in trans Kalimantan which connect Kotawaringin Sampit at East Kotawaringin and Pangkalan Bun in West Kotawaringin, collapsed. This incident occurred due to heavy rains in West Kotawaringin, . As a result, dozens of vehicles were stuck and the road was impassable.

Fire in Deli Serdang, North Sumatera

On Tuesday (March 18) at around 0900hrs fire struck the Puri Triadi Guna Building PTPN II locat- ed in PTPN II Office District Tanjung Morawa, North Sumatera. Two fire trucks were deployed to extinguish the building which is usually used for meetings. There were no reports of casualties.

On Tuesday (March 18) a flash flood struck the area of Cipaganti, Coblong Subdistrict, Bandung, due to heavy rain in the area. As a result three houses located on Jalan Siliwangi V RT 1 RW 5 Cipaganti, Coblong were severely damaged. Reported water levels reached 50 cm. There were no reports of casualties in this incident.

Gas Cylinder Explosion in Batu, East Java

On Thursday (March 20) at around 0425hrd an explosion occurred at a gas cylinder filling station on Jalan Abdul Rahman, Kota Batu, East Java, next to the Samsat office. As a result, six houses near the site were damaged by the explosion and some people were injured.

Fire in Cianjur, West Java: One Person Killed

On Thursday (March 20) at around 0430hrs fire struck a house in RT 4/7 Sodong Village, Tanjungsari Village, Sukaluyu subdistrict, Cianjur, West Java. The cause of the fire is unknown. One person killed due to this fire.

Fire in Serang, Banten

On Thursday (March 20) fire struck a chemical factory producing pesticide belonging to PT Chemi- cal Brasindo Abadi in Kp Kadeper, Desa Majasari, Jawilan, Serang. Dozens of fire trucks from Serang were deployed to extinguish the fire. Serang Police investigated the cause of the fire, how- ever the fire was allegedly caused by an electrical short-circuit. There were no reports of casual- ties.

Strong Winds in Padangsidimpuan, North Sumatera

On Friday (March 21) at around 1700hrs rain with strong wind hit Padangsidimpuan, North Su- matera. The wind damaged residents’ homes and stalls in Padangsidimpuan Batunadua and South Padangsidimpuan. There were no reports of casualties and injuries in this incident.

Fire in Central Jakarta

On Saturday (March 22) at around 2300hrs fire struck four residential houses, in front of the Pelni hospital, on Jl KS Tubun, Central Jakarta. The cause of the fire was not known. There were no reported injuries from the incident.

Landslide in Cimahi, West Bandung

On Sunday (March 23) at around 1330hrs a landslide occurred in Curug Cimahi tourism areas, Cisarua, Kertawangi Village, West Bandung Regency. According to information landslides occurred at a 15-meter cliff located near the stairs leading to Curug Cimahi. The landslide blocked access of visitors. Four visitors were injured due to this incident.

On Monday (March 24) at around 0315hrs a fire struck seven homes and stores on Jalan Nasional Meulaboh, West Aceh. There were no casualties or injuries in the incident.

Allegedly the fire was to a short circuit from the lights at the Emergency Installation (IGD). About three fire trucks were deployed. There were no injuries in this incident.

Fire at Chemical Warehouse in Kopo, Bandung

On Monday (March 24) at around 1530hrs fire struck a Chemical Warehouse in the complex home store Bizpark block AA6, No. 18, Jalan Kopo, Bojongloa Kidul, Bandung. Fire Department from Bandung was deployed and seven fire trucks and a rescue car were sent to extinguish the fire. As a result of this incident, four people were injured and two vehicles burned. Allegedly the source of fire was welder sparks related to construction work.

Flood and Landslide in Sukoharjo and Wonogiri

On Tuesday (March 25) floods occurred in eight villages in the district Selogiri, Wonogiri with water level of 1 meter due to heavy rain and the overflow of several rivers. Landslides were also reported in three locations in Bero Village, Manyaran, Wonogiri, at Dusun Timoyo, Kopen Village dan Gembuk Village. Reportedly five residents houses were severely damaged. The overflow also occurred at Kali Buntung, Kec Bulu and Asinan Village, Sukoharjo.

On Monday (March 24) fire struck nine residential houses in Perumahan Taman Lestari, Batuaji, Batuaji. Allegedly the fire was due to short circuit. Several fire trucks were deployed to extinguish the fire at the location. There were no reports of casualties in this incident.

On Tuesday (March 25) fire engulfed dozens of boarding rooms belonging to Nurse Academy Students (Nursing) at Jalan maleo, Kendari, Southeast Sulawesi. Four fire trucks from Kendari were deployed to extinguish the fire.

Smoke Haze in North Sumatra

On Wednesday (March 26) it was reported that smoke haze still hit most areas in North Sumatra (North Sumatra), on the western coast of North Sumatra, in Mandailing Natal, Tapanuli Selatan, Padang Lawas Utara, Padang Lawas, Tapanuli Tengah, Kota Padangsidimpuan, and Sibolga. According to information visibility in some areas was only about 400 meters.

On Thursday (March 26) at around 1245hrs fire engulfed five resident houses on Jalan Ahmad Dahlan, precisely in RT 13, Sungai Pinang Luar, District of Samarinda City. Allegedly the fire was caused by electrical short circuit. Approximately 10 fire trucks were deployed at the location. The fire was extinguished by around 1400 hours.

On Friday (March 28) at around 0030hrs a fire engulfed a warehouse area (8) at Jl Raya Perancis Dadap, Tangerang. Three fire trucks were deployed to extinguish the fire. There were no reports of casualties in the incident.

Theft in Labu Baru, Pekanbaru

On Friday (March 28) two unidentified men stole money belonging to a resident in a car that was parked at leasing FIF on Jl Soekarno Hatta Airport, Pekanbaru. The perpetrator made off with 130 million Rupiah by breaking tha car window.

Motorbike Rider Killed by Truck in Bintaro, South Tangerang

On Sunday (March 2) a motorbike rider was killed in an accident that occurred on Jalan Graha Raya, Bintaro, South Tangerang. The accident occurred when the victim was riding beside a stone-carrying truck, his bike slipped due to the damaged road and slid under the truck. The victim was immediately evacuated by Laka Unit from Tangerang Police.

Flight Delay in Sultan Syarif Kasim II International Airport, Pekanbaru, Riau

On Sunday (March 2) around twelve flights to/from Sultan Syarif II International Airport, Pekanbaru, Riau were delayed due to smog. The visibility on the runway was only 800 meters. According to PT Angkasa Pura II, there were only three planes, Mandala, Citilink, and Sky Air which dared to land that morning. On Monday (March 3) at around 1410hrs an East Borneo Trans Bus en route Samarinda- Balikpapan dropped off a six-meter cliff at Kilometer 55, Sambija, Kutai Kartanegara, East Borneo. The bus driver braked unexpectedly to avoid a vehicle from the opposite direction and lost control falling off the cliff. Two passengers were killed instantly; two others suffered major injuries, and six other suffered minor injuries. The victims were taken to the Kanujoso Djatiwibowo Hospital, Balik- papan.

Bus Accident Killed 11 People in Pendolo, Central Sulawesi

On Thursday (March 6) a bus routing from Makassar to Pendolo, Central Sulawesi had an acci- dent in East Luwu, South Sulawesi. The bus slipped and fell off a 20-meter cliff and burned in Kesintuwu, Mangkutana, East Luwu, South Sulawesi. Of the 37 passengers, 29 were evacuated and suffered minor injuries. However, 8 other were trapped and died inside the bus.

Car Accident in Serang, Banten

On Thursday (March 6) heavy rain and strong wind in Serang caused accidents which involved nine vehicles. The accident occurred on the Merak-Tangerang Toll Road at kilometer 51, Tambak, Kibin, Serang, Banten. As a result, two victims suffered major injuries and four others had minor injuries. The accident caused traffic congestion on the Merak-Tangerang Toll Road.

Flight Schedule at Sultan Syarif Kasim Pekanbaru, Riau Disrupted

On Friday (March 7) flight schedules at Sultan Syarif Kasim Airport, Pekanbaru Riau were disrupted due to smoke haze. As many as 16 flight schedules were delayed due to visibility at the airport being under 400 meters. It was eported that about 500 passengers were stranded at the Sultan Syarif Kasim Airport, Pekanbaru, Riau.

TransJakarta Bus Stalled in Mangga Dua Railroad, North Jakarta

On Friday (March 7) at around 2130hrs a TransJakarta bus suddenly stalled when it was about to cross the train tracks in Mangga Dua, North Jakarta. The bus engine stalled and then the warning alarms blared, the passengers panicked and instantly broke the windows to escape. As a result, eleven passengers who tried to get out of the bus suffered injuries. They were brought to Husada Hospital, Mangga Besar. Residents around the site immediately pushed the bus off the tracks be- fore it was struck by a train.

Bus and Train Collision in Bekasi, West Java

On Saturday (March 8) at around 0845hrs an accident occurred between a P.O. Haryanto Bus and the Menoreh Jakarta-Semarang train in the Cibitung area, Bekasi. The collision occurred when the bus driver broke through the railroad crossing. As a result of that incident, the P.O. Haryanto Bus was dragged up to 50 meters injuring 35, including 31 people in the bus and four nearby motorbike riders. The victims were rushed to the nearest hospital while the bus driver fled the scene.

Busway Stop Shot in East Tebet, South Jakarta

On Sunday (March 9) at around 0605hrs an unidentified person shot at a window of a busway stop corridor IX Cikoko, Jl. M.T. Haryono, East Tebet, South Jakarta, using an airsoft gun.

Ship Sinks in Arafuru Waters, Jayapura

On Tuesday (March 11) a motor boat (KM) Darul Aman, disappeared in the Waters of Arafuru, located between Mimika and Asmat District, on Friday, March 7. The Head of Basarnas said, this information was obtained on Monday, March 10, after receiving a report from two KM Darul Aman crew members who survived the incident. According to witnesses, the ship sank due to large waves and 8 crew members were lost in the accident.

Airlines Halt Flights in Sultan Syarif Kasim II Airport, Pekanbaru

On Wednesday (March 12) the Airline Operators Committee in Pekanbaru resolved to suspend all flights from Thursday (March 13) until March 15 due to low visibility from haze created by area for- est fires. Sixteen airlines operating at the airport were affected and stopped selling sell tickets from or to Sultan Syarif Kasim II Airport, Pekanbaru. The sixteen airlines that temporarily stopped their flights were Garuda Indonesia with nine flights, Lion Air, Batik Air, Firefly, Air Asia, Tiger Air Man- dala, Citilink, Silk Air and Sky Aviation. The SSK II Airport Duty Manager said that the flights were paralyzed, but the airport was not closed.

Truck Accident Kills 7 People in Labuhan Bati Utara, North Sumatera

On Tuesday (March 18) seven elementary school students were killed when the truck in which they were riding slipped into a trench in Aek Korsik, Aek Kuo, Labura, 300 kilometers from Medan, North Sumatera. During the accident, the truck was carrying 35 students from their school, when it passed by another vehicle and lost control sliding into a 4 meter trench. As a result, seven stu- dents were killed and the others suffered minor injuries.

Ship Burns in the Port of Tanjung Perak, Surabaya

On Thursday (March 26) at around 1100hrs the fire occurred at the cafeteria on the deck of Motor Ship (KM) Tidar, in Jamrud Utara Gapura Surya Dock, Port of Tanjung Perak. Fire trucks from Pelindo III, immediately went to the location and managed to extinguish the fire. There were no injures.

Police discovered the drugs during a routine raid on Jalan Lintas Sumatera. Officers seized more than 100 kilograms of dried marijuana stored in 59 sacks inside the suspect's car.

Chinese Citizen Arrested in Pasar Baru, Central Jakarta

On Monday (March 10) a Chinese citizen was arrested by officers of the National Narcotics Agency (BNN) near Pasar Baru, Central Jakarta. Officers seized 9 kg of methamphetamine from the subject who was arrested leaving a hotel as he handed over a bag containing methamphetamine to a man near the location.

Marijuana Dealer Arrested in Tambora, West Jakarta

On Monday (March 10) a man was arrested by Tambora Narcotics Police, West Jakarta on Jalan Kali Besar, RT 06 RW 03, Roa Malaka, Tambora, West Jakarta. The suspect was arrested while he was conducting a transaction with a buyer. Police seized 300 grams of marijuana. Marijuana Distributors Arrested in Tebet, South Jakarta

On Thursday (March 13) at around 0115hrs three marijuana users were arrested by police officers at two locations, on Jalan Cucak Rowo, Kelurahan Bukit Duri, Tebet and on Jalan F, Kelurahan Kebon Baru, Tebet. The officer seized 5.5 kg of marijuana which was stored by the perpetrators at an internet cafe on Jl Cucak Rowo, Bukit Duri.

Malaysian Citizen Arrested in Samarinda, East Kalimantan

On Friday (March 14) at around 1230hrs two suspected drug dealers who were Malaysian citizens were arrested at Tepian Sungai Mahakam, on Jl Gadjah Mada, Samarinda, carrying 1 kg of methamphetamine from Malaysia. A third suspect managed to escape with 300 gr of methamphetamine.

Marijuana Dealer Arrested in Cakung, East Jakarta

On Saturday (March 15) the Tambora Police arrested a marijuana dealer who posed as a motor- bike taxi in Daan Mogot, West Jakarta. After investigating the case, police raided the suspect's house and seized 25 kilograms of marijuana worth 50 million Rupiah. The suspect claimed to have received the goods from his friend who works as a motorbike taxi.

Drug Dealer Arrested at Juanda International Airport, Surabaya

On Monday (March 17) it was reported that Customs and Excise Juanda International Airport officer, POMAL, Dir Drugs East Java Police and Angkasa Pura I officer, which is incorporated in the Customer Narcotics Team (CNT), arrested a passenger carrying 220 grams of methamphetamine in a plastic bag which was stored in his pants pocket. In addition officers also detained a Thai Citizen passenger, for trying to smuggle meth weighing 985 grams.

Drug Dealer Arrested in Batam, Riau Island

On Monday (March 17) Barelang Drugs Police arrested a mechanic in the Sei Harapan shopping complex, Batam, Riau Island for possessing 5,355 ecstasy pills in his house. The goods were im- ported by a Malaysian drug syndicate, via ocean routes using both legal and illegal harbors throughout the Batam region. The suspect claimed that he intended to sell the drugs in Batam and Kepri.

Drug Smuggling in Samarinda, East Kalimantan

On Tuesday (March 18) officers of Customs and Excise Samarinda disrupted an attempt to smuggle a package containing 155.36 grams of shabu, from India. Officers arrested a woman, the buyer of meth, on Jl Pangeran Suryanata Kompleks Batu Putih, Samarinda.

Drug User Arrested at Pancoran, South Jakarta

On Wednesday (March 19) a drug user was arrested in the area of Pancoran, South Jakarta. Police officers seized 500 ecstasy pills and 32.1 grams of methamphetamine when the perpetrator was buying from a local drug dealer. However, the drug dealer managed to escape.

On Sunday (March 23) at around 1730hrs a drug dealer was arrested by Police Satnarkoba Kotabaru in Complex Pasar Kemakmuran, Kotabaru, Banjarmasin. Officers seized a package of methamphetamine.

Drug Courier Arrested in Banjarmasin,

On Tuesday (March 25) several alleged drug dealers from Malaysia were arrested in a rented house in Padat Karya Complex, Gatot Subroto, East Banjarmasin. Police officers found evidence such as 3.7 kilograms of methamphetamine and 4,700 ecstasy pills and money owned by the suspect in a bank to the total of Rp 110 million. Police investigations are ongoing.

Drug Couriers Arrested in Tanjung Balai, North Sumatra

On Wednesday (March 26) National Narcotics Agency (BNN) apprehended 5 drug couriers, Nigerian citizens in Tanjung Balai, North Sumatra. A fifth suspects had committed this action since November 2013. On Tuesday (March 4) the Head of the National Disaster Mitigation Agency (BNPB) stated that as many as 29 people, who were suspected of setting forest fires in Pekanbaru, Riau, have been arrested. The fires have created a smoke haze which was widespread in some areas and had disrupted the activities of people and aircraft flights.

Counterfeiters Raided in Tambang Boyo, Surabaya

On Thursday (March 13) police raided a house on Jalan Tambang Boyo, Surabaya being used to manufacture counterfeit Indonesian currency of high quality. The bills produced contained water- marks and security threads and may be undetectable by use of ultraviolet light. Police secured four suspects, seized thirteen million Rupiah in illegal currency and the equipments used to make the illegal money.

Prisoner Escape in Lhoksukon, North Aceh

On Tuesday (March 25) at around 1400hrs, two prisoners escaped from the State Prison, Lhoksukon, North Aceh. The prisoners escaped after undergoing trial in the District Court (PN) Lhoksukon, North Aceh. One prisoner was captured, and a search for the other one was under way.

Assembled Weapons Seller Arrested in Serang, Banten

On Saturday morning (March 29) a seller of homemade weapons was arrested by police officers when doing a transaction at the Royal Hotel, Jalan Suryopranoto, Gambir, Central Jakarta. Officers seized several items of evidence, including two homemade revolvers, six shell casings, one piece of cylinder assemblies, two pieces of Dextone glue, a screwdriver and a bag from the suspect.

ENVIRONMENT & CLIMATE

The haze over Sumatra disrupted 28 flights at Kuala Namu International Airport in Deli Serdang regency, North Sumatra last weekend and poses a danger to health. Flights had to be delayed as visibility was less than 700 meters. Police seek companies or financiers believed to have hired farmers and residents to clear trees by fire, having named 40 suspects in regencies and cities across the province. In North Sumatra, the haze over Central Tapanuli led to the closure of Pinang Sori Airport in Sibolga. Forestry Ministry Zulkifli Hasan said only 20% of the haze was the result of the burning of forest areas and the remaining 80% from plantation areas under the authority of the Ministry of Agriculture. Separately, the Indonesian parliament is closer to ratifying the ASEAN Agreement on Trans-boundary Haze Pollution as parties representing nearly 65% of legislators have agreed to ratify it. The National Disaster Mitigation Agency (BNPB) warns that forest fires could get worse next month when the country enters the dry season. The haze originates not only from the province itself but apparently also from neighbouring countries with forest fire problems, such as Malaysia. A spokesman for the National Disaster Mitigation Agency (BNPB) said on Thursday (Mar 6) that satellites belonging to the United States’ National Oceanic and Atmospheric Administration (NOAA) detected thousands of hotspots across Malaysia, Thailand, Cambodia, Laos, Vietnam and Myanmar. It forced the suspension of 11 flights at the Sultan Syarif Kasim II Airport on Thursday (Mar 6). Flights affected included Air Asia to Bandung (West Java), Citilink to Jakarta, Lion Air to Jakarta and Batam () and Mandala to Yogyakarta.

Four people died in a landslide during heavy rain in a mountainous part of Bogor (West Java) on Sunday (Mar 2). A flash flood on the in Junrejo, Malang, East Java killed three on Saturday (Mar 1). Finally, the Indonesian Council of Ulema (MUI) issued a fatwa, or decree, against the illegal hunting and trade in endangered animals, a move wildlife activists have hailed as a world first. A spokesman said that all activities resulting in wildlife extinction without justifiable religious grounds or legal provisions are haram (forbidden in Islam).

Air quality in the Riau provincial capital of Pekanbaru was deemed “very unhealthy” due to haze from forest fires. An air pollution index measurement showed an atmospheric particulate matter (PM10) level of 200 on Sunday (Mar 9). In Bengkalis and Siak regencies (also Riau) the Pollution Standard Index hit 500 or “hazardous”. More than 43,000 people are suffering from diseases due to the haze, which has spread beyond Riau to Jambi and West Sumatra. The Meteorology, Clima- tology and Geophysics Agency (BMKG) announced that there were 368 hotspots on Sumatra, of which 327 were in Riau. Haze disrupted a number of flights at Sultan Syarif Kasim II Airport in Pekanbaru on Saturday (Mar 8). Five flights, both departing and leaving from the airport, experi-

enced delays, while two cancelled landings at the airport. Visibility was reportedly to be around 400 meters. 82 flights have been cancelled since last week.

Fires engulfing 11,808 hectares of land in Riau over the last eight weeks have been extinguished in ten regencies and cities, the Riau Haze Mitigation Task Force said on Monday (Mar 10). Data showed that 14,837 hectares of land had been burnt with 3,029 hectares still burning. Efforts to put out the fires have been increased with aircraft used to waterbomb hot. The Agency for the As- sessment and Application of Technology (BPPT) is set to use weather modification technology to engineer artificial rain. President Yudhoyono called for an immediate judicial process against forest fire suspects. 34 suspects have been named and police are looking into 30 cases. Meanwhile, in Medan, North Sumatra, the Army’s military police arrested Sgt. Maj. Sudigdo for an alleged role in forest fires in Bengkalis. A spokesman said that Sudigdo had hired individuals to cut down trees before setting fires.

Police in Riau also formed nine teams of police and military personnel to conduct operations to prevent slash and burn practices. They also named plantation company PT Nasional Sangu Prima suspects for illegal burning. A rally was held in Riau province on Monday to protest the prolonged haze. Hundreds of people and NGO activists from Walhi, Jikalahari, Greenpeace, Mapala, Seruni, and WWF Riau urged the authorities, the police, attorney general officers and judges to enforce the law consistently, firmly and transparently to prevent forest fires from occurring again. Mean- while, the Jambi administration has said it is struggling to extinguish forest and land fires. Haze from forest fires is also affecting Tarakan city in . Several flights were cancelled at Minangkabau International Airport (BIM) in Padang, West Sumatra due to haze on Thursday (Mar 13). Three Citilink flights were cancelled while Garuda Indonesia delayed a flight from Jakar- ta. The authorities also suspended all flights from Syarif Kasim Airport in Pekanbaru between Thursday (Mar 13) and Saturday (Mar 15), which could be extended if conditions did not improve.

PT Indonesia Power guaranteed on Monday (Mar 10) that there would be no more oil leaks from its pipes and pledged to replant mangroves around Benoa Bay in following a leak in late Jan- uary. The agency also forecast light to heavy rains in Riau over the next two days, as well as showers until April, heightening hopes that fires and the haze could be further reduced. The Upstream Oil and Gas Regulatory Task Force (SKK Migas) reported that the haze over Riau and neighbouring areas had disrupted national crude oil production with hundreds of oil wells forced to close at PT Chevron Pacific Indonesia (PT CPI), PT BOBBumi Siak Pusako, and PT EMP Malacca Strait. The Riau branch of the Disaster Mitigation Agency (BPBD) announced on Tuesday (Mar 18) that the prov- ince was finally free of hotspots and that fires had been doused over several days by heavy rain in the region. Separately, a spokesman for the Fire Agency in East Kalimantan said that dry condi- tions and strong winds had exacerbated forest fires in Bulungan and Tarakan regencies. He said that he suspected that most of the fires were started by locals trying to clear forest for farmlands. Meanwhile, the Ministry of Forestry suspect that four plantation companies with the initials of TKW, RUJ, RML and SG were involved in forest burning. 416 fires in peat land and forested areas were recorded on Monday (Mar 24) across Sumatra. Riau had the highest number: 294, according to data from the Terra satellite. The fires have caused thick and choking haze in provincial cities as well as in Singapore and Malaysia. The au- thorities plan to intensify law enforcement measures against the perpetrators of land-clearing activ- ities. Environment Minister Balthasar Kambuaya said that 45 were companies were involved in the slash-and-burn clearing of land and forests. The fires and haze had caused financial losses of around IDR 10 trillion (circa USD 880 million). Police named 88 suspects, all of whom were private individuals.

Haze blanketed the city of Medan (North Sumatra) and surrounding areas on the morning of Wednesday (Mar 26), disrupting flights at the Kuala Namu International Airport in Deli Serdang and Ferdinand Lumban Tobing Airport in Pinangsori, Central Tapanuli (both North Sumatra). Visi- bility at Kuala Namu and Pinangsori Airports was 400 meters. A transport ministry spokesman said that flights at both airports returned to normal on Wednesday afternoon.

Four miners were found dead after a landslide hit an illegal gold mining area in Motomboto village, Bone Bolango regency () on Friday (Mar 21). They were buried under earth along with five other miners who managed to escape.

No injuries were reported. || Two people died in a landslide in Wonogiri, Central Java following heavy rains on Tuesday (Mar 25). The Indonesian Institute of Sciences (LIPI) reports that lakes in Indonesia including Toba (North Sumatra), Ranau (Lampung), and Maninjau (West Sumatra) are contaminated with hazardous chemicals, pesticide, nitrogen, sulphur and phosphor due to household and industrial waste dis- posal dumping. They called on the government to prevent the practice.

Batur Lake in Kintamani, Bangli regency (Bali) has been overflowing due to heavy rains since Wednesday (Mar 19), affecting surrounding residential areas. A regency administration spokes- man said on Wednesday (Mar 26) that the flood had resulted in highest levels of water and the longest period of inundation for 15 years. No casualties were reported.

State-run radioisotope firm Batan Tekno on Monday (Mar 3) announced plans to build Indonesia’s fourth nuclear reactor in Subang (West Java). It is expected to be finished by the end of 2016 and will produce radioisotopes, mainly for medical purposes. It will be Indonesia’s fourth nuclear reac- tor. Batan currently operates three reactors in Serpong (Banten), Bandung (West Java) and Yog- yakarta — most of which are for research purposes. Semen Indonesia, the country’s largest ce- ment maker, has inaugurated a new cement packing plant in Banjarmasin, South Kalimantan, helping to meet local demand for construction. The plant is estimated to have cost IDR 120 billion (circa USD 10 million) and was first constructed in 2012. It will be equipped with a port that can unload at 300 metric tons per hour.

PT Perusahaan Gas Negara (PGN) and PT Bakrie and Brothers are to begin construction of a 200 km submarine gas pipeline to transmit gas from the Kepodang field in the Muria gas block in Jepara (Central Java) to the Tambak Lorok combined-cycle power plant in Semarang (also Central Java). Foundation (JJC) chairman Takuji Motooka expressed the concerns of Japanese companies over the plan to increase electricity prices by 38.9% for industrial users in the so-called Group I-3 and by 64.7% for Group I-4. He asked the government to reconsider the plan as it would bring a nega- tive impact on investment plans and may be an obstacle for the country in inviting foreign direct investment as the increase would be “difficult to adapt to in a short span of time”. Energy and Min- eral Resources Minister Jero Wacik said that the increases would be made gradually every two months from May to December.

State owned nuclear energy company PT Batan Technology offered US company TerraPower the opportunity to design a nuclear power plant. A Batan Technology spokesman said on Wednesday (Mar 12) that TerraPower would visit Indonesia in April to conduct surveys. NGO activists oppose the project on security and health grounds.

The Upstream Oil and Gas Regulatory Task Force (SKKMigas) said the state would earn USD 2.28 billion from six newly signed delivery contracts between oil and gas contractors such as ConocoPhillips, Total Indonesie and Medco Energy and domestic buyers such as state owned power company PT PLN and state owned gas distribution company PT PGN. The six agreements comprised four amended gas sales agreements (GSAs), one new GSA and one head of agree- ment. The four amended contracts will contribute USD 919.2 million to state revenue, while the new GSA will contribute USD 550 million and the head of agreement USD 815.9 million.

The government is set to launch next month the tender for the construction of an oil refinery in Bontang, East Kalimantan; one of several refineries being built to increase the country’s oil pro- cessing capacity. A spokesman for the Ministry of Energy and Mineral Resources said on Friday (Mar 21) that the refinery is estimated to cost between USD10 billion and USD 12 billion, and will have a total production capacity of 300,000 barrels per day (bpd) of refined fuel. Meanwhile, ce- ment producer PT Semen Gresik, subsidiary of state-owned PT Semen Indonesia, has secured a letter of credit (L/C) facility to help finance the construction of its newest plant in Rembang, Central Java.

The construction of the new Samarinda airport's (BSB) runway commenced on Monday (Mar 24) with a cornerstone- laying ceremony conducted by East Kalimantan Governor Awang Faroek Ishak. The new airport, set to replace Samarinda’s old Temindung Airport, is being built by the provincial administration and PT Perdana Investment. The new runway will have a length of 2,500m, compared to Temindung’s 1,160m runway, allowing larger aircraft such as the single-aisle Boeing 737 to land.

The Ministry of Industry is seeking to settle an electricity price dispute between the government and business players by setting a two-year period to phase in the increase. Minister MS Hidayat said Monday (Mar 24) that the solution would be put to ministries and the House of Representa- tives for agreement.

The management of Mutiara SIS Aljufri Palu Airport in Central Sulawesi plan to lengthen the run- way from 2,250m to 2,360m by 2015. A spokesman said on Wednesday (Mar 25) that the exten- sion would allow for the airport to accommodate larger aircraft such as the Boeing 747. Meanwhile, the operator of the Tangerang-Merak toll road in Banten, PT Marga Mandala Sakti (MMS), is set to build 2.5km of a new, elevated toll road section next to the old one, which was flooded during the past two rainy seasons. Construction is due to begin by the end of 2014.

The construction of a 727km long double railway track from Jakarta to Surabaya (East Java) com- plete and ready for operation next month, said Deputy Transport Minister Bambang Susantono on Wednesday (Mar 26). It will cut the time required to travel from Jakarta to Surabaya from 11-13 hours to 8-10.

The Kapuas Bridge in Pontianak, West Kalimantan was damaged after being hit by a CPO barge on Wednesday (Mar 26). The Public Works Ministry is to conduct repairs, a spokesman said.

The Presidential Security Detail (Paspampres) established a new group to safeguard former presi- dents and vice presidents and their families on Monday (Mar 3). Group D (besides Groups A, B and C) was officiated by Indonesian Military (TNI) Commander Gen. Moeldoko at Paspampres headquarters in Tanah Abang, Central Jakarta. Moeldoko said the new group was part of structur- al strengthening measures for Paspampres units, which have to comply with international VVIP security standards.

Cell phone operators defended the security features they use on their networks, saying the fact that the telecommunications industry operates in the public sphere makes it susceptible to inter- ception. Operators emphasised that they could only secure the interior, not the exterior, parts of telecommunications infrastructure. The safety and privacy of telecommunications is in question following reports that the US National Security Agency (NSA) helped the Australian Signals Direc- torate (ASD) to intercept data from PT Indosat and PT Telekomunikasi Selular (Telkomsel).

The National Mandate Party (PAN) has underscored the importance for the next administration to be bold in dealing with mining companies and not be deterred by their influence on the global stage. PAN Chairman Hatta Rajasa lamented the fact that the current contracts of some foreign mining firms allowed Indonesia to earn no more than 1% in royalties from foreign mining firms. He recently also said that foreign investors should not be allowed in excess of 49% in mining compa- nies in Indonesia. Hatta also argued that mining companies should not be permitted to control “too much” land, and not more than 25,000 hectares. PAN, the fifth-largest party in the House of Rep- resentatives, is predicted to win only 3.2% of the vote in the legislative election, according to a re- cent survey.

President Yudhoyono expressed his support for the expansion of Ahmad Yani International Airport in Semarang, Central Java, despite the rejection of the plan by State Owned Enterprises Dahlan Iskan. His support was conveyed as he attended the groundbreaking ceremony for PT Indonesia Power’s gas pipeline in Semarang on Friday (Mar 14), in response to a request by Central Java Governor Ganjar Pranowo. The rejection was conveyed in a letter on Tuesday (Mar 11) regarding cooperation with the Ministry of Defence in using ministry land to expand the airport. In the letter, Dahlan expressed his disagreement, saying that the project was not feasible and could be a bur- den on finances. Ahmad Yani airport has the capacity to accommodate only 800,000 passengers annually but currently handles up to 2 million passengers. Meanwhile, a USD 1.7 billion gas pipe transmission project in Central Java finally broke ground on Friday (Mar 14) after an eight year delay following the government’s decision to allow state-owned gas company Perusahaan Gas Negara to take over the project from Bakrie & Brothers, the previous tender winner. The project was awarded to Bakrie & Brothers in 2006, but until the end on 2013 the company affiliated with the Bakrie family had not begun construction.

Thirty Japanese train cars purchased to expand Greater Jakarta's electric train (KRL) network ar- rived at Tanjung Priok port in North Jakarta on Monday (Mar 17). They are part of a total 180 im- ported by the Jakarta Commuter Train Company PT KAI Commuter Jabodetabek (KCJ). || State utility Perusahaan Listrik Negara (PLN) on Monday (Mar 17) inaugurated a new compressed natu- ral gas storage plant in West Java, which is intended to save the company up to IDR 1.8 trillion (circa USD158 million) annually. A survey conducted by the Partnership for Governance Reform has found that provincial governments were underperforming and that there was a clear connec- tion between the performance of a Provincial Legislative Council (DPRD) and that of its governor’s office. It was conducted in 33 provinces. Yogyakarta had the best provincial government (6.8/10), followed by East Java (6.43), Jakarta (6.37), Jambi (6.24) and Bali (6.19). ranked last in the survey with 4.45, while West Papua scored 4.48. The survey assessed how provincial governments perform in four areas: governance, bureaucracy, civil society and the economic sec- tor.

Bridge Collapse in Garut, West Java

On Monday (March 3) at around 0130hrs Bangbayang Bridge in Kampung Pintuan, Karang Ten- gah, Kadungora, Garut, West Java collapsed. As a result, the traffic on Jalan Cijapati connecting Garut-Bandung was blocked. One local transportation driver died at the scene.

Stray Bullets in Kupang, East Nusa Tenggara (NTT)

On Tuesday (March 4) at around 1000hrs a teenage female was killed by a stray bullet near a shooting range belonging to the Air Force in the Nasipanaf Village, Kupang, East Nusa Tenggara (NTT). The bullet allegedly came from TNI Korem 161 Wira Sakti which was training at the firing range.

A Farmer Killed by Lightening in Rembang, Central Java

On Thursday (March 6) drizzle and thunderous weather caused a farmer from Kuangsan, Kaliori, Rembang, Central Java killed by lightening. The victim was killed when he was working on a rice field in Bogorejo, Sumber. In addition to the deceased the victim, five other farmers were also struck and were immediately rushed to the nearest hospital.

A Child Falls at the Pacific Place Mall, South Jakarta

On Thursday (March 6) at around 1550hrs a child fell from the sixth floor to the fourth floor of the shopping center Pacific Place, SCBD, Sudirman, Kebayoran Baru, South Jakarta. The incident occurred when the victim was guided down using the escalator by teachers and employees of Kidszania, the victim suddenly rose to the top of the escalator railing. As a result, the victim suf- fered five broken bones in his body. A number of local security officers immediately brought the victim to a hospital for treatment.

Thousands of Ducks Infected With Bird Flu in Banjarmasin, South Borneo

On Monday (March 10) the Chief of South Borneo Livestock Agency declared an alert status for Bird Flu due to the deaths of thousands of ducks in four districts. Three districts were tested and results were positive for the bird flu virus, including Hulu Sungai Utara, Hulu Sungai Tengah and Hulu Sungai Selatan. The bird flu infection is not expected to affect overall duck populations or meat and egg supplies as the total duck population in Borneo is approximately 4.8 million.

Building Worker Dies in Medan, North Sumatera

On Monday (March 17) a building worker died after falling from the third floor of a home-store that was being repaired in Medan, North Sumatera. The victim who did not use any safety equipment slipped while fixing a door frame in Istana Prima Complex, Jalan Brigjen Katamso. He slipped and fell around 20 meters.

Building Collapse in Surabaya, East Java

On Thursday (March 20) at around 1430hrs a two-story home store, on Jl Lempung Indah, Surabaya, collapsed during renovations. Officers cleared the building a checked for casualties but there were none.

Korean Citizen Found Dies in Setiabudi, South Jakarta

On Thursday (March 20) at around 2130hrs a Korean Citizen died in Setiabudi, South Jakarta. A witness claimed that the victim went home to a dorm on Jalan Tiong No 5B RT 04/01 Karet, Kuningan, Setiabudi, South Jakarta. The victim complained of chest pain and was rushed to the hospital but passed away.
