    SCHWERPUNKTPLENUM Jede Stimme zählt Nordrhein-Westfalen vor den Kommunalwahlen und nach der Europawahl Juni 2009 – „Das Volk bekundet seinen Willen durch Wahl, Volksbegehren und Volksentscheid.“ So steht es in Artikel 2 der NRW-Landesverfassung. Gleich dreimal können die Wählerinnen und Wähler im „Super-Wahljahr 2009“ zur Urne schreiten und mit ihren Stimmen die Politik von morgen bestimmen. Nach den Wahlen zum Europäischen Parlament im Mai und vor der Bundestagswahl Ende September stehen am 30. August 2009 die Kommunalwahlen bevor.
