We are delighted that you have joined us. Our vision is for all young people to have the highest academic, social and practical skills to allow them to lead a fulfilling life. We are determined to become the Trust that makes the biggest difference and to be the most effective network of academies. Ormiston academies serve over 20,000 students, and their families; providing great education will make a difference to them and to the communities in which they live. Governors work as a team to support an academy. They challenge its progress and make sure that students are getting the education they deserve. Inspection evidence tells us that there is a relationship between good governance, the quality of leadership and management and the quality of student achievement. Governors are valued members of the Ormiston network and have the opportunity to make a positive difference in the lives of young people through education. Kind regards Toby Salt Chief Executive, Ormiston Academies Trust GOVERNANCE HANDBOOK 2 Our story Ormiston Trust background Our founder Ormiston Trust (OT) was created by Peter Murray in memory of his sister, Fiona Ormiston Murray, who loved children but was denied the chance to have her own when she was killed in a tragic car accident in 1969. The Murray family set up a trust and in her name, we work with local communities and with schools all over the country to give young people access to an excellent education. The Trust is family run and has been working with young people and their families for over 40 years with a strong commitment to improving the lives of young people that pre dates academies. Peter Murray began the Trust as the chairman and still remains as chairman today in addition to being an active governor in several of the academies. Our vision is for all young people to have the academic, social and practical skills to lead a fulfilling life. Our team is made up of educationalists and experts who share a belief that every young person should have the chance to fulfil their potential, whatever their background or circumstances. To achieve our vision, we aim to create outstanding, non-selective local academies which give young people from all backgrounds the opportunity to succeed, build on their strengths and share their skills to make things better. These values inform our work: Excellence: supporting young people to fulfil their individual potential. Inclusion: responding to the individual needs of all students, whatever their background or ability. Enjoyment: stimulating curiosity and make learning fun. Collaboration: working in partnership to address local needs and build support for education. GOVERNANCE HANDBOOK 3 Ormiston Academies Trust background OT sponsored its first academy in 2006; the Gateway Academy in Thurrock. At the time it was one of the most challenging schools in the country and only 13 per cent of students achieved five A*-C grades including English and mathematics. After steadily rising results, the academy was rated as 'outstanding' by Ofsted in 2011. OT founded Ormiston Academies Trust (OAT) and Ormiston now has a family of academies across England. We believe that every school and community is unique, so we do not impose a 'one size fits all' approach to teaching and learning. Our academies are encouraged to respond to the needs of their students and their community. We support our academies to share good practice and are committed to giving their staff increased opportunities for professional development. When a school converts to becoming an OAT academy the academy agrees the trusts Funding Agreement, Memorandum of Association and Articles of Association. Some Academies will also have a supplemental agreement which provides additional detail for specific areas of the academy’s set up. The purpose of these documents are to lay out the liability and responsibilities for various functions of the academy. OAT have a variety of departments that work with academies, these include: . Enrichment . Estates Management . Finance . Governance . Human Resources . ICT . Marketing . School Improvement (including data) Due to the various locations of OAT academies we have implemented a regional structure which means that each area has a designated Regional Director who can provide support and guidance where required.     LBP0018 Written evidence submitted by The Northern Powerhouse Education Consortium Education Select Committee Left behind white pupils from disadvantaged backgrounds Inquiry SUBMISSION FROM THE NORTHERN POWERHOUSE EDUCATION CONSORTIUM Introduction and summary of recommendations Northern Powerhouse Education Consortium are a group of organisations with focus on education and disadvantage campaigning in the North of England, including SHINE, Northern Powerhouse Partnership (NPP) and Tutor Trust. This is a joint submission to the inquiry, acting together as ‘The Northern Powerhouse Education Consortium’. We make the case that ethnicity is a major factor in the long term disadvantage gap, in particular white working class girls and boys. These issues are highly concentrated in left behind towns and the most deprived communities across the North of England. In the submission, we recommend strong actions for Government in particular: o New smart Opportunity Areas across the North of England. o An Emergency Pupil Premium distribution arrangement for 2020-21, including reform to better tackle long-term disadvantage. o A Catch-up Premium for the return to school. o Support to Northern Universities to provide additional temporary capacity for tutoring, including a key role for recent graduates and students to take part in accredited training. About the Organisations in our consortium SHINE (Support and Help IN Education) are a charity based in Leeds that help to raise the attainment of disadvantaged children across the Northern Powerhouse. Trustees include Lord Jim O’Neill, also a co-founder of SHINE, and Raksha Pattni. The Northern Powerhouse Partnership’s Education Committee works as part of the Northern Powerhouse Partnership (NPP) focusing on the Education and Skills agenda in the North of England.

There are currently no schools in the process of converting. The Children’s Business and Improvement Team in Children’s Services, provide a service to schools to support them through the process efficiently and professionally. The Multi-Academy Trust (MAT) Model A Multi Agency Trust is formed when a number of schools who wish to convert or have already converted to academy status, come together as one legal entity, either in a cluster or as part of a bigger existing organisation. The MAT is a single legal entirety with two layers of governance; an overarching academy trust governed by foundation members and a board of directors or governors. There are ten Multi-Academy Trusts as well as 8 academies that are either part of an ‘empty MAT’ or are stand alone. An ‘empty MAT’ has yet to recruit academies to join, either because the MAT founder school decides it is not yet ready to support another school or have not yet approached. E.g. Belmont Castle Academy and Tudor Court Primary.

Section 9 of the Academies Act places a duty upon the Secretary of State to take into account what the impact of establishing the new school is likely to be on maintained schools, Academies and institutions within the further education sector in the area in which the school is situated. Background 2. The Gateway Primary Free School will be co-located with the existing Gateway Academy in Tilbury, Essex. At capacity, the school will accommodate 630 pupils from Reception to Year 6. It will open in September 2012 with 90 Year 6 pupils. From September 2013, pupils will be present in all years from Reception to Year 6. 3. The proposal was submitted by the Gateway Academy (an outstanding secondary Academy) with strong backing from the Ormiston Trust, the Academy’s sponsor. The success of the Gateway Academy has generated strong parental support for a primary school linked to the Academy and has the backing of the Local Authority. The school will provide a traditional primary curriculum with pupils benefitting from the shared facilities and teaching with e Academy. 4. The school has currently received applications from and offered provisional places to 50 pupils, although we expect that number to increase to around 70 by the time the school opens in September. 5. The Gateway Academy Trust is in the process of becoming a Multi- Academy Trust. It will establish a single Governing Body to oversee four schools that will be part of the Gateway Learning Community.
