The document which is a centrepiece of the District, is developed and brought out by the State administration with the cooperation and contributions of all concerned. Its purpose is to generate awareness, public consciousness, spirit of cooperation, pride in contribution to the development of a District, and to serve multifarious interests and address concerns of the people of a District and others in any way concerned. Historically, the ―Imperial Gazetteers‖ were prepared by Colonial administrators for the six Districts of the then Orissa, namely, Angul, Balasore, Cuttack, Koraput, Puri, and Sambalpur. After Independence, the Scheme for compilation of District Gazetteers devolved from the Central Sector to the State Sector in 1957.

His Excellency the Hon’ble Governor of West Bengal in his address in the West Bengal Legislative Assembly has stressed that his Government will ensure speedy issue of Castes Certificates. With a backlog of pending 1,36,000 cases of Caste Certificates the department is now in a mode to issue all the pending cases immediately to honour the desire of His Excellency. 2. On review of the reports; it is evident that the reservation policy framed under the constitutional framework is not being followed by majority of the departments. 3 The various wings under this department like Pre-Examination Training Centers, Training cum Production Centers have been found to be literally non-functional. 4. Various educational institutions and programmes of department like Eklavya Schools, Ashram hostels, Central Hostels etc. needs a thorough Review. Such organizations being run with contractual staff and or on an ad hoc basis seem to have a dismally low efficiency level. 5. Cultural Research Institute (CRI)- the Research Wing of the department is found to be in a really sorry state and has literally stopped functioning with 55 posts lying vacant, a vehicle purchased for field research is not being used even for a single day and has been junked and even the signboard of the premier research institute lying on the ground shows the dismal state of affairs in an organization which could have been an example in the national scenario.

The upper-caste Christian neophytes, often products of the new western education system, took to Christianity to register socio-political dissent. However, given his/her socio-political location, the Christian convert faced a crisis of entitlement: as a convert they faced immediate ostracising from Hindu conservative society, and even as devout western moderns could not partake in the colonizer’s version of selective Christian brotherhood. I argue that Christian convert literature imaginatively uses Hindu mythology as a master-narrative to partake in both these constituencies. This paper turns to the reception aesthetics of an oft forgotten play by Michael Madhusudan Dutt, the father of modern Bengali poetry, to explore the contentious relationship between Christianity and colonial modernity in nineteenth-century Bengal. In particular, Dutt’s deft use of the semantic excess as a result of the overlapping linguistic constituencies of English and Bengali is examined. Further, the paper argues that Dutt consciously situates his text at the crossroads of different receptive constituencies to create what I call ‘layered homogeneities’.

Their cool­ headed and amiable temperament, their power of adaptabili­ ty and adjustability to any kind of circumstances~ envi­ ronment, whether regional or local, their exceptional sense of conciliation and assimilation - all these traits of their character helped them considerably in doing business in distant and unknown places, far away from their native land. However, human factors are conditioned, to some extent,by compulsions. The Marwaris are aware. that good public relations are a requisite for business transactions and that a rapport with the general public can best be estab­ lished by making cordial gesture. Their quick adoption of the local language helps them immensely in establishing this rapport. Initially, they used to migrate to a place in search of subsistence alone, keeping their womenfolk at home. So there had always been an identity crisis which they suffered from at the place of migration and to over- 344 come this crisis they thought it wise to mingle with the local people by participating in local festivals and attending social gatherings o.f other communi ties who lived there. Thereby they tried to join the mainstream of the society. At times, this attempt at social merger was per- haps only half-hearted in view of the fact that a sense of uncertainty in business always occupied their minds which were also filled with concern for their families particu- i larl:y for their womenfolk.
