    The Impact of Positive Discrimination in Education in India: Evidence from a Natural Experiment.∗ Guilhem Cassany November 3, 2011 Abstract: I use a natural experiment in order to assess the impact of positive dis- crimination in India on targeted groups' educational attainment. I take advantage of the harmonization of the Schedule Castes and Tribes lists within the Indian states taking place in 1976 to measure the increase of the educational attainment of the groups that suddenly became members of the \Scheduled Castes". This setting allows me to measure the impact of the policy on the castes that were added to the list from 1976 on, taking the castes already on the list as a control group. Using two different identification strategies, I show that this policy had no effect overall, while areas with better than average school supply and urban areas benefited from the policy.     1 THE CONSTITUTION (SCHEDULED CASTES) ORDER, 1950 C.O. 19 In exercise of the powers conferred by clause (1) of article 341 of the Constitution of India, the President, after consultation with the Governors and Rajpramukhs of the States concerned, is pleased to make the following Order, namely:— 1. This Order may be called the Constitution (Scheduled Castes) Order, 1950. 2. Subject to the provisions of this Order, the castes, races or tribes or parts of, or groups within, castes or tribes specified in 2 [PartsI to 3 [XXV]] of the Schedule to this Order shall, in relation to the States to which those Parts respectively relate, be deemed to be Scheduled Castes so far as regards member thereof resident in the localities specified in relation to them in those Parts of that Schedule. 4 [3.
