AND BERAR CHAPTER I ENUMERATION ]. This report is intended principally for the guidance of the Introduction. Provincial Superintendent of Census of 1941, and will also probably be of u~e·to District and State Censlis Officers. It -deals with the working of the instructions laid down for the Census of 1931, and includes a number of notes recorded from time to time regarding difficulties, common mistakes and possible improvements, which should, it is hoped, save the officials concerned a good deal of labour and worry at the close of the current ·decade. - Between 1921 and 1931 there were no changes which affected the e~ternal· boundaries of the Province. Internal modifications .of area and population-have been shown in statement XII at the end of the Report. 'fher6 is- in fact an increa~e of 55 square miles on the area of the Province as it was in 1921 but" this is not due to any accession of territory from neighboQring Provinces Or Stat.es. In two districts the area reported ten y.ears ago was wrong, the figure tor Betul bein.g in error as much. as 38 square miles, while re-calculation of forest areas and recent survey In cer­ tain districts have given figures more accurate th~n before and are responsible for the' remaining incrQase. This did not of ceArse affect the population of the Province or disturb inter-Provincial figures. 2. The most arduous and important work of the Census ~ the preliminary organization, which must begin about ten months before th~ actual Census itself. In 1930 a Head Clerk was appointed frpm Secretariat to get out old records and ha~e them ready for the Superintendent. He toak up hIs duties on the 1st April and the actual operations commenced when the Sqperintendent assumed charge of the office on the 24th April. B~Qre joining it· is advisable for the latter to make himself familiar with 'the Imperial Census Code, w~th the Central P:mvinces Census Code of 1931, and with this report. He should also read the All-India Census Report (If 1931, the last two or three Central Provinces Reports, the English Census Report of 1931" and a few of the statistical books recommended by the Cen'su.s Commissioner. When the preliminary arrangements are in progress there is not much time for instructive reading. But it is well during the firlt,.J~w months to look through the Census Reports and Administrative reports of some adjoining Provinces and Sir Edward Gait's All-India Report of 1911 is recommended as good reading. 3. Before a description is given of the actual work done in 1931 and s;:rcerintendent's the lessons to be learned from it, I would stress the necessity of obtaining 0 ceo a really efficient staff for the Superintendent's own office in 1:he first . ":nstance. Right up to the time of the Census I was terribly handicapped by the inefficiency of at least half the personnel of my office. Unfortunate- ly: when organization had been in progress for only two months, I was cent to Saugor to discharge the duties of Deputy Commissioner in addition to my ·pwn-~nd the result was that' when I returned to N agpur in the middle of November operations were too far advanced for it to be possible ~o make any changes in the office before the actua1 Census. On this occa- sion the volume of werk falling ·upon the office has been considerablv. , 2 CHAPTER I.-ORGANIZATION OF THE CENSUS OFFICE heavier than in the past. There were several reasons. In the first place the Government Press could not undertake the despatch of the various circulars and chapters of the Ct!flsus Code which are issued in rapid succes­ sion during the earlier dayS' of the operations. It has to be borne in mind that the Census Qepartment deals with more units in a limited period of time than any other Government office, that generally no one iIl'it knows anything about his new duties when he joins, and that work which must be kept up to date starts wlten the ofike is still qU.ite disorganized and the clerks are trying to pick up those new duties. Despatching of circulars and codes had to be done to all distri~ts and States and latterly, when slip-copying was being taken up, for the sake of economy of time and money and at the request of several Deplllty Commissioners, direct to tahsil hea9quarters. I know 'of no other regular office which has to cope with such a mass of despatching and the staff allowed for the Census bffice did so with the greatest difficulty. The result was that the Officer on Special Duty and I were cqntinuaUy worried in trying to keep work up to date; the clerks were constantly in office till late hours in the evening and on all holidays-while other work suffered owing to the small staff being pre-occupied with the duty of despatching. A trained despatcher with a good daftari to assist him is therefore an essential member of the staff for a period of about eight months beginning six months before the actual Census. During shon periods of special pressure he may need additional aslsistance. Unfortunately in 1930 it was not realized how considerable the burden of work was to be, and when that burden materialized there was no· time to get , really suitable extra help to deal with it. I therefore warn my successor !o make his arrangements in g_ood time. Tlie Local Government is the authority for sanctioning the appointment of extra staff; a very strong case h:ls to be made out for any departure from prece.dent or any increase over a .minimum wage for the temporary ministerial staff, .and it is difficult to ohtain prompt orders-a great ~en. one is working to a pro­ gramme. My own absen.ceJin Saugor was a grave additional handicap in this matter-and so it will be well for the Provincial Superintendent to be supported by my opinion in 1941.

' ABSTRACT India owes to Lala Har Dayal a great debt of gratitude. What he did intotality to his mother country is yet to be acknowledged properly. The paradox ridden Har Dayal - a moody idealist, intellectual, who felt an almost mystical empathy with the masses in India and America. He kept the National Independence flame burning not only in India but outside too. In 1905 he went to England for Academic pursuits. But after few years he had leave England for his revolutionary activities. He stayed in America and other European countries for 25 years and finally returned to England where he wrote three books. Har Dayal's stature was so great that its very difficult to put him under one mould. He was visionary who all through his life devoted to Boddhi sattava doctrine, rational interpretation of religions and sharing his erudite knowledge for the development of self culture. The proposed thesis seeks to examine the purpose of his returning to intellectual pursuits in England. Simultaneously the thesis also analyses the contemporary relevance of his works which had a common thread of humanism, rationalism and scientific temper. Relevance for his ideas is still alive as it was 50 years ago. He was true a patriotic who dreamed independence for his country. He was pioneer for developing science in laymen and scientific temper among youths.

Patuas or Chitrakars have been practicing patachitra or patashilpa for centuries. Patachitra or ​ ​ ​ ​ patashilpa is a form of scroll painting. Their diverse repertoire includes tales from Hindu mythology, tribal folklore, as well as Islamic tradition. They paint their stories on long scrolls and sing, as the scroll is unrolled frame by frame. The community of Patuas is spread over many districts of pre-partitioned Bengal: Mursidabad, Bankura, South Twenty-four-Parganas etc (including present-day Bangladesh). Today there are only a few practicing Patuas. Most of them live in the Indian districts of Medinipur and Birbhum (West Bengal). Even in Medinipur, the Patuas are giving up their art and taking to carpentry and farming. The market for pats has ​ ​ shrunk and the income has declined.
