The value of the maintenance register at 30 June 2019 was estimated at $147 million. The Queensland Government is in its largest building phase in this state’s history with $1.5 billion allocated in the 2019–20 State Budget to build, maintain and improve Queensland state schools. The Department of Education (the department) has one of the largest asset portfolios in government — a $19 billion asset portfolio covering over 35,000 learning spaces and support facilities (including classrooms, halls, labs, sheds, covered walkways and shade structures) across 1,241 Queensland state schools, some of which are in Australia’s most geographically isolated locations. With so many sites spread across such a diverse and large area, spending money on maintenance, including preventative maintenance, is not only inevitable, but is also essential and depends on a range of factors including: major operating infrastructure, for example lifts; the condition of buildings; differential costs related to building types (multi-storey buildings, building materials, heritage-listed buildings); local environmental factors (such as location, topography, soil type, coastal areas, rainfall); and impacts of disasters such as fires, vandalism, storms and flooding. Since 2015, the department has significantly reduced the estimated value of the maintenance register from $214 million in 2014–15 to $147 million as at 30 June 2019. This has been achieved through delivering a range of rolling maintenance and renewal programs and taking an asset life cycle management approach. In response to an audit of Maintenance in Public Schools by the Queensland Audit Office (QAO) in 2014-15, the Queensland Government committed to maintaining maintenance funding at a level equivalent to at least one per cent of asset values. In a further follow up audit tabled in Parliament in April 2019 (https://www.qao.qld.gov.au/reports- resources/follow-maintenance-public-schools), the QAO recommended schools develop three- year maintenance plans for all school buildings with a replacement value greater than $100,000, including key preventative maintenance elements, such as roofing, drainage and painting. The Department has developed an implementation plan to support schools in the preparation of these plans and is rolling out this process. The Queensland Government is investing $225.708 million in 2019-20 for maintenance works, including preventative maintenance, in Queensland state schools and will continue to invest significant funding for maintenance works as a part of our commitment to delivering well- maintained learning facilities to provide our Queensland students with world class educational facilities. Maintenance projects, including preventative maintenance, in our state schools and across our portfolio are prioritised based on factors such as health and safety. Needs are assessed at a local level and it is normal for maintenance requirements to fluctuate depending on the outcome of asset condition assessments and the works performed. Works are often completed during school holiday periods to minimise disruptions to teaching and learning. Therefore, the status of individual maintenance projects is not collated centrally. School prioritise the works to be performed from their annual maintenance allocations. Can the Minister please advise how this will assist women to enter career pathways that have otherwise been male dominated? ANSWER: I thank the Committee for the question. The Supporting Women Scholarships program is a $10m Queensland Government initiative providing scholarships for women of all ages considering a future in agricultural science, architecture, building services, engineering, geology, or information technology. Scholarships are available for study at the certificate IV level through to postgraduate level. The program will assist Queensland to meet current and future skills needs by increasing women’s participation in key industry sectors linked to the Government’s four economic pillars Each of these 500 scholarships will provide successful recipients with up to $20,000 over four years to complete study in targeted male-dominated fields in areas of skills shortage, such as engineering, agricultural science, geology, architecture, building services and information technology, from Certificate IV to postgraduate level. These scholarships will assist Queensland women who are studying Year 12, women seeking to change careers or those women who are seeking to re-enter the workforce — many of whom would otherwise be unable to undertake tertiary or higher-level study due to financial or other constraints. Successful applicants will be able to use the funding to offset the costs of their studies, which can sometimes be a barrier to taking up these opportunities.

    Explanatory Notes for Development Assessment Local Heritage Register Amendments to the Queensland Heritage Act 1992, Schedule 8 and 8A of the Integrated Planning Act 1997, the Integrated Planning Regulation 1998, and the Queensland Heritage Regulation 2003 became effective on 31 March 2008. All aspects of development on a Local Heritage Place in a Local Heritage Register under the Queensland Heritage Act 1992, are code assessable (unless City Plan 2000 requires impact assessment). Those code assessable applications are assessed against the Code in Schedule 2 of the Queensland Heritage Regulation 2003 and the Heritage Place Code in City Plan 2000. City Plan 2000 makes some aspects of development impact assessable on the site of a Heritage Place and a Heritage Precinct. Heritage Places and Heritage Precincts are identified in the Heritage Register of the Heritage Register Planning Scheme Policy in City Plan 2000. Those impact assessable applications are assessed under the relevant provisions of the City Plan 2000.
