That is nothing new, but partisan maneuvering in the Senate, which has the power to confirm or reject Supreme Court and lower federal court nominees put forward by the president, went to new extremes dur- ing the last year of the Obama administration and the opening months of the Trumpcopy, administration. The lengths to which the Republican-controlled Senate went to block the confirmation of Obama’s judicial nominees gave Trump the opportunity to appoint a backlog of judges when he took office. The most visible, and arguably the most audacious, obstruction came at the Supreme Court level when Justice Antonin Scalia, one of the Court’s notmost reliably conservative voters, died unexpectedly on February 13, 2016. Senate majority leader Mitch McConnell (R-KY) almost immediately declared that the Republican-controlled Senate would not even consider any nominee put forward by President Obama. Retorting that the Senate had Do a constitutional duty to act on a nominee, Obama nonetheless nominated Merrick Garland, the centrist chief judge of the D.C. I am honored to serve the people of the State of Florida as the 84th Senate President in leading this accomplished and dedicated class of state Senators. Each Senator represents a constituency which encompasses its own unique and diverse population, and it is that diversity which makes the Florida Senate a vibrant and adept body. While our state will certainly face some challenging issues over the next two years, we remain deliberative and committed to doing what is right for all Floridians. All forty members of the Florida Senate hold true to the principles and traditions which have guided this body for over a century and will continue the tradition of statesmanship and collegiality set by our predecessors. I strongly encourage you to read this booklet, which explains the Florida Legislature’s rich history and tradition. Over 3 million Americans fought in it, and more than 600,000 men, 2 percent of the American population, died in it. The war resulted in the abolition of slavery, ended the concept of state secession, and forever changed the nation. One of the 1 1 states to secede from the Union and join the Confederacy, Florida's role in this momentous struggle is often overlooked. While located far from the major theaters of the war, the state experienced considerable military activity. At one Florida battle alone, over 2,800 Confederate and Union soldiers became casualties. The state supplied some 1 5,000 men to the Confederate armies who fought in nearly all of the major battles or the war. Florida became a significant source of supplies for the Confederacy, providing large amounts of beef, pork, fish, sugar, molasses, and salt. Reflecting the divisive nature of the conflict, several thousand white and black Floridians also served in the Union army and navy. The Civil War brought considerable deprivation and tragedy to Florida. Many of her soldiers fought in distant states, and an estimated 5,000 died with many thousands more maimed and wounded. At home, the Union blockade and runaway inflation meant crippling scarcities of common household goods, clothing, and medicine. Although Florida families carried on with determination, significant portions of the populated areas of the state lay in ruins by the end of the war. -

Duvernay School of Law, University of California, Berkeley Introduction The California judiciary is one of the three constitutional branches of the state government. This paper provides an overview of the current state court system, its historical development, its relationship with the other branches of state government and the federal courts, and a comparison of California’s judiciary with other states’ judicial systems. Why study state courts? While the federal courts can at times have a higher profile, the courts of the 50 states vastly outnumber their federal colleagues. Combined, the state high courts decide over ten thousand cases each year, far more than the federal courts, and in many of those cases the Supreme Court of the United States either declines to hear requests to review them, or has no jurisdiction to do so.1 As a result, the state courts arguably have an overall greater effect on American jurisprudence and an even greater effect on the citizens of their respective states. Due to the diversity among the state judicial systems, and their distinct differences from the federal high court, there is neither a typical state high court nor a typical role for those courts in the state and national arenas.2 Consequently, studying the federal judiciary does not lead to a good understanding of the state courts. -

The book is updated to reflect the biennial elections of new members to the Florida House of Representatives and the Florida Senate. For the use and benefit of all citizens, copies of "The People of Lawmaking in Florida" will also be deposited in Florida public libraries. How to use this guide Only regular and organization sessions are noted, with the following exceptions: 1) if the first session served is other than a regular session; 2) if the last session served is other than a regular session and occurs in the succeeding year; and 3) if a session other than regular is at the beginning or end of a time gap in a succession of terms. For example: Brown, J. R. House, Seminole, 1962 (ex), 1963, 1965, 1966 (org), 1967, 1968 (spec) This indicates that Representative Brown's first legislative service was in the Extraordinary Session in November 1962 and that his last service was in the Special Session in June 1968. He served in the Regular Sessions of 1963, 1965, and 1967 and in the Organization Session of 1966. Sessions other than regular: (adj) adjourned* (ex) extra or extraordinary* (org) organization (spec) special *This terminology has been used to indicate sessions other than the Regular Session but in essence is synonymous with what we refer to today (2019) as a Special Session.
