The measure aims to “prohibit any mem- ber of the NYPD from collecting a DNA sample from a minor prior to the lawful arrest of such mi- nor without the consent of the minor’s parent, le- gal guardian or attorney,” according to a summary obtained by THE CITY. Councilmember Donovan Richards (D-Queens), a co-sponsor of the bill, called the unhindered practice of gathering such material from young suspects “ge- netic stop-and-frisk.” “I see this as a major step in opening up the conversation of how do we reimagine policing in our city,” Donovan told THE CITY. As THE CITY has reported, young people de- tained at police precincts often face long hours in custody and interrogation. New York City police officers are allowed to collect kids’ DNA both overtly and through sur- reptitious methods, like from a used straw or a bag of chips — items often offered by cops to young detainees. And although police are required to notify parents when a child is in custody, lawyers and other advocates say that’s not always the case. One example: the Halloween night detention of teen trick-or-treaters in Carroll Gardens last year. The new legislation, co-sponsored by Coun- cilmember Diana Ayala (D-Manhattan, The Bronx), would still allow for the collection of DNA from crime scenes and victims of crimes. “This is about young men like me who are The NYPD’s 60th Precinct in Coney Island, Aug. 25, 2020. (AP) — The jig may be up for an “asteroid” that’s expected to get nabbed by Earth’s gravity and become a mini moon next month. Instead of a cosmic rock, the newly discov- ered object appears to be an old rocket from a failed moon-landing mission 54 years ago that’s finally making its way back home, according to NASA’s leading asteroid expert. Observations should help nail its identity. “I’m pretty jazzed about this,” Paul Chodas told The Associated Press. “It’s been a hobby of mine to find one of these and draw such a link, and I’ve been doing it for decades now.” Chodas speculates that asteroid 2020 SO, as it is formally known, is actually the Centaur upper rocket stage that successfully propelled NASA’s Surveyor 2 lander to the moon in 1966 before it was discarded. The lander ended up crashing into the moon after one of its thrusters failed to ignite on the way there.
