On behalf of Mayor de Blasio and the City of New York, I thank you for holding this hearing today on the 2020 Census. I would also like to thank LaGuardia Community College, as well as President Gail Mellow, for hosting us today; I think we can all agree that the census is among the most important issues facing our nation today. My name is Julie Menin and I am the Director of NYC Census 2020, the City’s initiative to ensure full participation in next year’s census. I also serve as Executive Assistant Corporation Counsel for Strategic Advocacy at the New York City Law Department. Given that the decennial census determines so many critical matters, from the apportionment of congressional seats to how federal funds for vital programs are distributed fairly across the country, ensuring a complete and accurate count of who we are and where we are is the very foundation of our democracy. As such, any threats to this foundation must be taken seriously. While we honor the good work of many of the dedicated public servants of the U.S. Census Bureau, who we know are committed to ensuring a complete and accurate count, we also know that the integrity of such a count is under threat as a result of the White House and Secretary Ross’ flagrant attempt to frighten immigrant communities into not participating in the census with the potential inclusion of the citizenship question.

    The Art and Science of Data-driven Journalism Executive Summary Journalists have been using data in their stories for as long as the profession has existed. A revolution in computing in the 20th century created opportunities for data integration into investigations, as journalists began to bring technology into their work. In the 21st century, a revolution in connectivity is leading the media toward new horizons. The Internet, cloud computing, agile development, mobile devices, and open source software have transformed the practice of journalism, leading to the emergence of a new term: data journalism. Although journalists have been using data in their stories for as long as they have been engaged in reporting, data journalism is more than traditional journalism with more data. Decades after early pioneers successfully applied computer-assisted reporting and social science to investigative journalism, journalists are creating news apps and interactive features that help people understand data, explore it, and act upon the insights derived from it. New business models are emerging in which data is a raw material for profit, impact, and insight, co-created with an audience that was formerly reduced to passive consumption. Journalists around the world are grappling with the excitement and the challenge of telling compelling stories by harnessing the vast quantity of data that our increasingly networked lives, devices, businesses, and governments produce every day. While the potential of data journalism is immense, the pitfalls and challenges to its adoption throughout the media are similarly significant, from digital literacy to competition for scarce resources in newsrooms. Global threats to press freedom, digital security, and limited access to data create difficult working conditions for journalists in many countries.

Planners, designers, policy makers, real estate developers, and those working in adjacent industries are often in a position of leading, supporting, or influencing projects and initiatives with multiple moving pieces. Sometimes an individual is explicitly in control, whereas sometimes a project manager must achieve success without influence – and find ways to garner resources and stakeholder support from those not directly under her/his control. Skilled project managers oversee resources, schedules, scope, risks, and both internal and external factors to deliver positive results. In this course, students explore project management with a hands-on, pragmatic approach through case studies, real exercises, and live examples. Students can expect a combination of reading and hands-on work to practice real-life skills and application to advance current and future projects, with exposure to different software programs that are commonly used by today’s practitioners. We will give special attention to controversial projects, operating in a resource-constrained environment, and “managing up” as a project manager. As a class, we will review causes of project failure and success, and risk mitigation during early project phases.
