Manning Senior Research Librarian Updated December 20, 2018 Congressional Research Service 7-5700 www.crs.gov R44762 Membership of the 115th Congress: A Profile Summary This report presents a profile of the membership of the 115th Congress (2017-2018) as of December 20, 2018. Statistical information is included on selected characteristics of Members, including data on party affiliation, average age, occupation, education, length of congressional service, religious affiliation, gender, ethnicity, foreign births, and military service. In the House of Representatives, there are 238 Republicans (including 1 Delegate and the Resident Commissioner of Puerto Rico), 201 Democrats (including 4 Delegates), and 5 vacant seats. The Senate has 51 Republicans, 47 Democrats, and 2 Independents, who both caucus with the Democrats. The average age of Members of the House at the beginning of the 115th Congress was 57.8 years; of Senators, 61.8 years, among the oldest in U.S. history. The overwhelming majority of Members of Congress have a college education. The dominant professions of Members are public service/politics, business, and law. Most Members identify as Christians, and Protestants collectively constitute the majority religious affiliation. Roman Catholics account for the largest single religious denomination, and numerous other affiliations are represented, including Jewish, Mormon, Buddhist, Muslim, Hindu, Greek Orthodox, Pentecostal Christian, Unitarian Universalist, and Christian Science. The average length of service for Representatives at the beginning of the 115th Congress was 9.4 years (4.7 House terms); for Senators, 10.1 years (1.7 Senate terms). One hundred fifteen women (a record number) serve in the 115th Congress: 92 in the House, including 5 Delegates and the Resident Commissioner, and 23 in the Senate. -

IAPAC believes that our government must take the appropriate measures to protect our nation from further atrocities, but that it can do so without eliminating basic constitutional rights. Immigration: Immigration reform that is driven by proper national security concerns and remedies based on a fair and accurate appraisal of deficiencies in the immigration process, and not simply on national origin. Specifically, IAPAC advocates for a fair and measured execution of federal regulations governing the issuance of non-immigrant and immigrant visas for Iranian nationals. Floor Action 5-145 Prayer Practices Legislatures operate with a certain element of pomp, ceremony and procedure that flavor the institution with a unique air of tradition and theatre. The mystique of the opening ceremonies and rituals help to bring order and dignity to the proceedings. One of these opening ceremonies is the offering of a prayer. Use of legislative prayer. The practice of opening legislative sessions with prayer is long- standing. The custom draws its roots from both houses of the British Parliament, which, according to noted parliamentarian Luther Cushing, from time ”immemorial” began each day with a “reading of the prayers.” In the United States, this custom has continued without interruption at the federal level since the first Congress under the Constitution (1789) and for more than a century in many states. Almost all state legislatures still use an opening prayer as part of their tradition and procedure (see table 02-5.50). In the Massachusetts Senate, a prayer is offered at the beginning of floor sessions for special occasions. Although the use of an opening prayer is standard practice, the timing of when the prayer occurs varies (see table 02-5.51). In the majority of legislative bodies, the prayer is offered after the floor session is called to order, but before the opening roll call is taken. Prayers sometimes are given before floor sessions are officially called to order; this is true in the Colorado House, Nebraska Senate and Ohio House. Many chambers vary on who delivers the prayer. Forty-seven chambers allow people other than the designated legislative chaplain or a visiting chaplain to offer the opening prayer (see table 02-5.52). -

During this unprecedented global pandemic, the Senate has partnered with an infectious disease team at Tampa General Hospital and hired an in-house epidemiologist to develop safety protocols designed to reduce the spread of COVID-19 and keep Senators and our Senate professional staff as safe as possible. Just like our Senators and staff, you also play an important role in the legislative process. Input from various stakeholders and members of the public is critical, and the Senate is working diligently to ensure Floridians have access to their elected officials as we consider important legislation for our state. Until the COVID-19 vaccine is widely available for those outside of high-risk designation, the Senate is proceeding with care and caution, limiting in-person meetings, and observing social distancing guidelines, mask requirements, and sanitation protocols. For the 2021 Regular Session of the Florida Legislature, the Senate is working in partnership with Florida State University to reserve three remote viewing rooms at the Leon County Civic Center, which provide the opportunity for members of the public to view meetings and virtually address Senate committees in a safe, socially distant manner. We also encourage you to stay involved by viewing all Senate meetings and floor sittings on our website and contacting your local Senator with suggestions, ideas, and feedback.
