Annex 2 Follow up the Latest Progress of Wong Chuk Hang Comprehensive Development Area Responses by Relevant Government Departments and Organisation I. Response from the MTR Corporation Limited (MTRCL): Project Progress MTR Wong Chuk Hang Station property development, situated in Wong Chung Hang Comprehensive Development Area (“WCHCDA”), has been named “THE SOUTHSIDE” by the MTR Corporation. The property development project comprises six development packages with key features including the construction of 14 towers to provide a total of around 5,200 residential units, THE SOUTHSIDE mall and Public Open Space (POS). All packages had been awarded to respective developers in phases to take forward the project. The unit number, project status and expected completion date of each package are set out as follows. The date of presale, completion and occupation is subject to actual construction progress and approval procedures. Expected Package Units (about) Project Status Completion 1 800 Superstructure, Presale 2022 2 600 Superstructure 2023 3 1,200 Superstructure 2024 4 800 Foundation 2025 5 1,050 Design 2026 6 750 Design 2027 Pedestrian Access To facilitate a seamless and pedestrian-friendly setting, a 24-hour covered pedestrian walkway will be provided in connecting MTR Wong Chuk Hang Station, Heung Yip Road Public Transport Interchange and bus terminus at Nam Long Shan Road via mall, as well as extending to public light bus terminus at Police School Road and social welfare facilities. Entrance/Exit at MTR Wong Chuk Hang Station will be connected to the mall, nearby residents could use the walkway, escalator or lift at mall to Nam Long Shan Road bus terminus and then back home at Shum Wan Road via pedestrian crossing at Nam Long Shan Road/Shum Wan Road. Social Welfare Facilities The social welfare facilities located in Package 1 of the development will be used as Hostel for Moderately Mentally Handicapped Persons and Integrated Vocational Rehabilitation Services Centre which the operator will be selected by the Social Welfare Department (SWD). The developer of Package 1 is building the facilities and keeps communicating with SWD. Upon completion of the construction works, which targeted in the fourth quarter of 2022, the facilities will be handed over to SWD for subsequent works. The dedicated lift lobby and staircase connecting social welfare facilities and the footpath and bus terminus at Nam Long Shan Road will be opened after the completion of Package 1 property development. It is anticipated that the shopping mall to be completed in 2023, therefore the 24-hour covered pedestrian walkway between MTR Wong Chuk Hang Station, mall and social welfare facilities will complete and open to public in facilitating residents and visitors. Design of Mall and Public Open Space (POS) Situated in Package 3 of the development, the mall will span five retail floors and nearly 510,000 square feet, bringing together a total of nearly 150 merchants while the social enterprise facilities and approximately 3,000 square feet performance space will be located at G/F and LG/F respectively. The design of the mall will blend timeless elegance with a palette of soft, organic colours. A sophisticated lighting design and high-angle panoramas will further enhance the internal perspectives of the mall. Approximately 14,000 square feet of POS will be encompassed near the main entrance of the mall. Following the presentation on the conceptual plan of POS to Southern District Council, MTR is working with the developer to optimise the detailed design of POS by taking members’ suggestions into consideration. The design of POS is featuring greenery and leisure by utilising floor areas. Benches, leisure lawn, amenity water feature and sculpture will be provided to create comfortable environment for public. 2 II. Response from SWD: Question (2) According to the schedule of current construction works, the Hostel for Moderately Mentally Handicapped Persons (HMMH) and the Integrated Vocational Rehabilitation Services Centre (IVRSC) are tentatively scheduled to commence service in 2025-26. To ensure the commencement of HMMH and IVRSC on schedule, SWD will select the service operator of the services through an invitation for proposals to invite Non-governmental Organisations (NGOs) to submit application for operation of the services in appropriate time. Question (3) Concerning the transport facilities and arrangement around the mentioned service premises, SWD will work with MTRCL and Transport Department (TD) for appropriate arrangement. III. Response from the TD: Question (3) TD will work with SWD and MTRCL to ensure the implementation of appropriate traffic facilities and arrangement around the concerned service premises, and provide traffic input as necessary. Question (6) TD understands that if footbridge connection is provided to connect the Wong Chuk Hang Comprehensive Development Area to the Wong Chuk Hang Community Complex or the vicinity of Shum Wan Road, the pedestrian demand of different ages and mobilities could be catered, enhancing the walkability of the road network as a result. On receipt of the relevant development applications in the future, TD will proactively ask for the inclusion of appropriate engineering conditions, to request for the provision of footbridge connection by the project proponent in accordance with government policies, in order to improve the walkability. 3 IV. Response from the Invigorating Island South Office: We understand that a footbridge connection if provided between the Wong Chuk Hang Comprehensive Development Area and the future Wong Chuk Hang Community Complex (WCHCC) would help improve walkability. The WCHCC project is coordinated by the Home Affairs Department. On the proposal for footbridge connection, the departments concerned could study as needed and make appropriate arrangements. 4 .
