This paper invites the House Committee ("HC") to note the procedure for the nomination and election of Members of the Legislative Council ("LegCo") to serve on the Council of The Chinese University of Hong Kong ("CUHK Council") and the Court of the University of Hong Kong ("HKU Court"), and also to determine the date for holding the aforesaid nomination and election. Background CUHK Council 2. Under Statute 11.1(l) of The Chinese University of Hong Kong Ordinance (Cap. 1109), the CUHK Council shall consist of, among others, three persons elected by LegCo Members from among their own number. Under Statute 11.4 of Cap. 1109, the term of office is three years. The election of LegCo Members to serve on the CUHK Council will therefore be conducted in the first and the last session of each LegCo term. Statute 11.4 also provides that a Member will cease to hold office if he or she ceases to be a LegCo Member during the term of office. According to section 7(a) of Cap. 1109, the CUHK Council is the governing and executive body of the University. The CUHK Council meets several times a year. These notes are based upon 14 meetings between 6th-9th October 2015, plus one further meeting in January 2016. This document will ultimately form an appendix to the final report for ‘The Operator’s Story’ piece Although the findings have been arranged and structured by Imperial College London, they remain a collation of thoughts and statements from interviewees, and continue to be the opinions of those interviewed, rather than of Imperial College London. Prefacing the notes is a summary of Imperial College’s key findings based on comments made, which will be drawn out further in the final report for ‘The Operator’s Story’. Method This content is a collation in note form of views expressed in the interviews that were conducted for this study. Comments are not attributed to specific individuals, as agreed with the interviewees and TfL. However, in some cases it is noted that a comment was made by an individual external not employed by TfL (‘external commentator’), where it is appropriate to draw a distinction between views expressed by TfL themselves and those expressed about their organisation. -

The cities of Kolkata, Delhi and Bangalore have setup Metro Rail System and are operating them successfully. Similarly the cities of Mumbai, Hyderabad and Chennai are constructing Metro Rail system. Smaller cities like Jaipur, Kochi and Gurgaon too are constructing Metro Rail system. With the new policy of Central Government to empower cities and towns with more than two million population With Metro Rail System, more cities and towns are going to plan and construct the same. It is expected that by the end of the Twelfth Five Year Plan, India will have more than 400 Km of operational metro rail network (up from present 223 Km Approximate). The National Manufacturing Competitiveness Council (NMCC) has been set up by the Government of India to provide a continuing forum for policy dialogue to energise and sustain the growth of manufacturing industries in India. A meeting was organized by NMCC on May 03, 2012 and one of the agenda items in that meeting was “Promotion of Manufacturing for Metro Rail System in India as well as formation of Standards for the same”. In view of the NMCC meeting and heavy investments planned in Metro Rail Systems, Ministry of Urban Development (MOUD) has taken the initiative of forming a Committee for “Standardization and Indigenization of Metro Rail Systems” in May 2012. -

Nvironmental Management and Performance
ENVIRONMENTAL MANAGEMENT AND PERFORMANCE LAND AND WATERBORNE TRANSPORT Hong Kong is one of the most densely populated cities in the world. A safe, efficient, reliable and environment friendly transport system is important to the sustainable development of the city. On environmental management, we will continue to press ahead with the following initiatives - priority for efficient and environment friendly transport modes; reduction in traffic congestion and better inter-modal co-ordination; greater emphasis on pedestrian facilities; and application of Information Technology (IT) to transport management. Priority for Efficient and Environment Friendly Transport Modes Railways are environment friendly, safe and efficient mass carriers in Hong Kong, carrying about 40% of our public transport passengers. At present, the total length of our railways under operation is about 219 km. We are taking forward the following five railway projects in full swing - West Island Line; South Island Line (East); Kwun Tong Line Extension; Shatin to Central Link; and Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link. 7 Upon completion of these railway passenger lines by 2020, the total length of railways in operation in Hong Kong will be increased to about 280 km. We launched the consultancy study on the Review and Update of the Railway Development Strategy 2000 in March 2011 to further our policy for better use of railways as the backbone of the passenger transport system. Development of rail transport will significantly speed up passenger flow, alleviate road traffic congestion and reduce vehicle-induced air pollution. The study is expected to be completed in 2013. The Government will continue with its efforts to enhance the co-ordination between railway and other public transport modes to avoid unnecessary duplication of public transport resources and alleviate traffic congestion. -

Development of Anderson Road Quarry Site Site Formation and Associated Infrastructure Works
CB(1)876/15-16(01) Legislative Council Panel on Development Development of Anderson Road Quarry Site Site Formation and Associated Infrastructure Works Supplementary Information Introduction Among the follow-up actions of the Legislative Council (LegCo) Panel on Development, Members requested the Government to provide supplementary information about the traffic impact assessment (TIA) and proposed improvement measures for the site formation and associated infrastructure works of the Anderson Road Quarry (ARQ) site. The Civil Engineering and Development Department (CEDD) commenced the site investigation and detailed design study for the development of ARQ site on 18 July 2014, and further reviewed the TIA undertaken at the previous feasibility study stage. CEDD subsequently presented the updated TIA findings and the associated improvement measures to the Kwun Tong District Council (DC) in the first half of 2015. Traffic Impact According to the findings of the TIA report under the “Development of Anderson Road Quarry site – detailed design and site investigations”, the ARQ site development will generate about 840 passenger car units/hour of traffic flow during morning peak hours. As the proposed residential areas will be located mainly in southeast of the development site, it is anticipated that about 70% of the traffic will use the eastern road access connecting Po Lam Road, Sau Mau Ping Road and Tseung Kwan O Road. The remaining 30% will use the access to On Sau Road connecting Clear Water Bay Road and New Clear Water Bay Road. The impact of additional traffic flows to local major roads and junctions arising from the proposed development are set out at Table. -

CB(4)576/14-15(03) Legislative Council Panel on Transport Subcommittee on Matters Relating to Railways Creation of Two Permanent Directorate Posts in the Railways Branch of the Electrical and Mechanical Services Department to Enhance Monitoring of Railway Safety PURPOSE This paper seeks Members’ views on the proposal to create 2 permanent Chief Engineer (Chief Electrical and Mechanical Engineer / Chief Electronics Engineer) (D1) posts in the Railways Branch of the Electrical and Mechanical Services Department (“EMSD”) to enhance safety inspection and monitoring of existing railway service and new railway projects. BACKGROUND Railway safety 2. Railway is the backbone of Hong Kong’s public transport system, the safety of which is of paramount importance. Currently, the MTR system carries more than 5 million passenger trips per day on average, accounting for about 40% of all public transport passenger trips. The MTR train service has been at a consistently high ranking in terms of safety amongst major metro systems around the world in the Community of Metros (“CoMET”)1. 3. Railway is basically a set of enormous and complicated machinery driven by electricity, which comprises hundreds of thousands of various components. The major components include trains, tracks, power supply systems, signalling systems, communication systems and control centre. These components are subject to wear and tear in daily operation. To ensure railway safety, the main focus would be on proper maintenance as a preventive measure to reduce the probability of incidents. Citybus Operates “Shenzhen West Express” Routes B3 and B3X Starting 1 July 2007 (25 June 2007, Hong Kong) To facilitate the launch of the Hong Kong-Shenzhen Western Corridor, Citybus will operate “Shenzhen West Express” Routes B3 and B3X, which run between Tuen Mun and Shenzhen Bay Port, starting 1 July 2007 (Sunday) at 6pm. The full fare of the Routes is HK$11. Meanwhile, several Octopus fare concessions will be offered, including Bus-Bus Interchange (“BBI”) packages, two-way section fare, Same Day Return Discounts and Holiday $2 Concession Scheme for Senior Citizens. Details are as follows: Route B3 Route B3, which runs via Tuen Mun Pierhead, Butterfly Estate, Lung Mun Oasis, Chi Lok Fa Yuen, Tuen Mun Town Centre, Tai Hing, Siu Hong Court and Shenzhen Bay Port, will operate daily from Tuen Mun Pierhead Public Transport Interchange between 6am and 10:10pm at every 15 to 20 minutes, and from Shenzhen Bay Port between 7am and 0:20am at every 20 minutes. The full fare is HK$11. Route B3X Route B3X, which runs via Tuen Mun Town Centre (near Tuen Mun Park) and Shenzhen Bay Port, will provide express services. The Route will operate daily from Tuen Mun Town Centre between 6:20am and 10:40pm, and from Shenzhen Bay Port between 6:50am and 11:10pm, at every 20 minutes. The full fare is HK$11. Octopus Fare Concessions On the same day, Octopus-paying passengers travelling on Citybus Routes 962, 962B, 962X or X962 can interchange to Route B3 to Shenzhen Bay Port, and a BBI fare concession of HK$1.5 on the second leg will be offered. -
