Name of the Office : DAULATRAO JADHAV Jail OFFICERS’ TRAINING College, YERWADA, – 6 HISTORICAL VALUE:

To bring evolutionary changes and improvement in imprisonment and the liberated look at the crime has been changing and related to this the different ways of handing these situations , reason behind the crime and many reasons, complications and solutions of the crime to be handled. In earlier day, the commitment of a crime was called a disease by the law makers. The law has decided that we need to work on this and provide them with counseling instead of punishment. In short, we have to focus on the crime committed and find the correct solution and ways of handling and resolving the crime. There has been very less development related to these issues in our country. The main reason is that we have a lack of educated and experienced trainers. Many departments provides training the class III and class IV employees. The training provided by these departments helps the officers to work diligently in providing obligatory security.

Correction and rehabilitation focuses on modern training instead of traditional one.

It is more important to provide scientific solutions rather than providing security or training system.

Impletion of these training has been unfruitful. The Bombay Jail Committee 1948 has suggested that the officers appointed in prison department should be provided 1-year mandatory scientific training related to law. The same committee has also suggested that the constables appointed by prison should also be provided training . related to this, on 5th june 1955, Jail Officer Training School was commenced and this it is a crucial part of the prison administration.

The main motto of this training school is to provide the officers with the handling of the crime, criminals and corrections facilities within the prisons which includes behavior and socio-modern development training .

NAMING CEREMONY: After commencement of this Jail officers training school on 5th june 1955 , the 1st I.G. Prisons Shri Daulatrao Jadhav brought in many revolutionary and visionary changes in this department. In his honor and memory the training school has been renamed after him on 16th August 2003 as Daulatrao Jadhav Jail officers training college, yerwada, pune 6.

Area included with the Training Centre – 10 hectares including

Sports facility:

1. Physical Training Ground – 25844 sq. mts.

2. Sports ground – 13760 sq. mts.

Training’s Aim:

The training provided by the college is as below;

 Need based departmental study.  Organize exams related to departmental and business at different levels of ranks.  Special work shops are organized to understand the departmental functions for all the officers and employees.  Providing departments with manual and training material.  Subject wise training provided to the trainees of department.  To study department related subjects.  The training and the planning related to the departments should be evaluated by the H.O.D.  To re-organize the business processing of the prison factories.  To update prison officers and constables about the important processes related to prison administration , scientific and progressive system of correctional facilities.  To make them aware of their responsibilities and role in the correctional facilities.  To develop their interest in cultural and business related interest, implement of experience, to discover their hidden ability and skills. To further develop their official and administrative responsibilities. To use their experience for the development of the present and future of the department.  To bring out the unity and brother hood among the employees.

TRAININGS:

IN this college, regular and refreshers’ training is given to the newly appointed deputy superintendent, jailor group II, jail constables and clerks. Workshops are arranged on various subjects. The capacity of this college is 120-150 trainees.

Till date, in this college training has been provided to 28 Dy. Supdt. , 658 Jailor Gr.2 , and 5843 constables.

Along with this, training has been provided to 326 officers and guards of the excise dept in 6 batches for a duration of 3 mths. 26 Asst R.T.O. offi., 99 Motor vehicle instructors and 55 constables have successfully completed their training from this college and are presently employed all over state.

In 1967, Govt. of Goa had sent their Asst. Supdt of prison , who were successfully trained in this college for a period of 6 months. 14 jailors and 1 Dy Supdt of Govt. of Gujarat has also undergone successful training in this college.

ACCOMODATION FACILITIES FOR THE TRAINEES

Bunkers are provided to the trainees under the names of “Shivneri” , “raigadh”. “Sinhagadh” “Pratapgadh” and ‘’, which has the capacity of 30 beds. Lady trainees are provided with 13 independent accommodation with a capacity of 2 persons each .

MESS FACILITY

Officers and recruits are provided with mess facility at K.K. Bhavan. The charges for which is Rs. 70 per day i.e. Rs. 2100 per month for per trainee. These charges are approved by the head quarters. This includes breakfast, lunch and evening tea and dinner.

Dy. Supdt and jailor group 2 are given indoor and outdoor training as per below;

Outdoor training.

1. March past. 2. Lathi drill. 3. Cane drill. 4. Krich drill. 5. Mob dispersal. 6. Platoon commander training. 7. Passing out. 8. Weapon training. 9. Pistol training.

Physical training

1. Physical training – 6 table carts total 36 carts. 2. Free standing exercise. 3. Medicine ball exercise. 4. Log exercise. Other training.

1. Hurdles training. 2. Karate. 3. Operators work. 4. Rope climbing. 5. Beam exercise. 6. Surya namaskar. 7. Yoga. 8. Horse. 9. Front roll and back roll.

Indoor training

The following trainings are provided to the Dy. Supdt. And jailor gr. 2. At times the retired sr. dept. offi and experienced personnel from various fields are invited to teach.

Management principals of prison officers 8. Prison department rules 9. Maharashtra prison manual 10. Office organization and service rules 11. Correctional administration Jail constables are given indoor and outdoor training as per below:

Outdoor training.

COLLEGE INFRASTRUCTURE

This college consists of principal’s office, lecture hall, ground pavilion and trainees accommodation. K.K. Bhavan, K.K. Bhavan Reception Hall etc. there is Hutatma’s memorial within the premises.

Principal’s office

it consists of principal’s office, sr. jailor’s office, P.T.I. office establishment office, officers’ lecture hall and library. Recruit Lecture Hall

In front of the principal’s office, there are 2 lecture halls for the recruits with a sitting capacity of 60 per hall.

Ground pavilion

It has the attendance office and a gym and recreational hall.

Trainees accommodation

It is built with the funds collected by the family welfare fund. And has been entirely constructed by the prison employees. This consists of 2 VIP suites, 4 semi- VIP and 4 general rooms.

This is built to provide accommodation of the outstations visiting employees. The charges of guest house is as per below:

K.K. Bhavan has a conference hall where senior level officers’ meetings are held. It also has a mess and a dining hall. K.K. Bhavan Reception Hall

It is built with the funds collected by the family welfare fund. And has been entirely constructed by the prison employees. It is rented out for functions for department employees and also privately. The seating capacity is approximately 700. There is an attached kitchen with a shed with a seating capacity of 300 for dining. The rates are as per below:

Hutatma’s monument

This monument has been built in memory of those who has sacrificed their lives in the freedom struggle of our country. Every year on 9th August Kranti Din is organized in honor of these freedom fighters to pay our tribute to them.
