This report is intended as a tool for municipalities to use as they move forward with their TOD efforts. The report identifies the range of TOD opportunities at station areas within the corridor that could result from improvements to the Danbury Branch. By also providing information regarding FTA guidelines and TOD best practices, this report serves as a reference and a guide for future TOD efforts in the Danbury Branch study corridor. Specifically, this report presents a definition of TOD and the elements of TOD that are relevant to the Danbury Branch. It also presents a summary of FTA Guidance regarding TOD and includes case studies of FTA-funded projects that have been rated with respect to their livability, land use, and economic development components. Additionally, the report examines commuter rail projects both in and out of Connecticut that are considered to have applications that may be relevant to the Danbury Branch. -

CHAPTER 4 Systemwide Context for the PMT TRANSIT SYSTEM: EXISTING CONDITIONS OVERVIEW The Boston metropolitan area is served by an extensive transit system comprising several comple- mentary components. One component is a hub-and-spoke radial network of rapid transit, express bus, commuter rail, and commuter boat lines that is geared, during peak operations, to efficiently move large volumes of people into and out of the urban core for weekday commutes. Local bus and trackless trolley services fill in gaps and connect the radial “spokes” by offering line haul service in heavily congested urban areas, feeder service to rail, and some inter-suburban linkages. Demand- responsive transportation for people with disabilities and the elderly is also provided. The MBTA is the primary transit provider in the Boston region. The MBTA district is made up of 175 cities and towns and includes communities outside of the 101 municipalities of the Boston Region Metropolitan Planning Organization area. The MBTA also provides commuter rail service to Provi- dence, Rhode Island, which lies outside the MBTA district. As can be seen in the following table, almost 99% of daily boardings are on the MBTA’s primary modes: rapid transit (heavy rail and light rail), bus rapid transit (BRT), bus/trackless trolley, and commuter rail. Comparisons with the 2006, 2010, and 2012–13 inventories are also included in this memorandum. In the spring and fall seasons between April 2017 and November 2018, Boston Region Metropolitan Planning Organization (MPO) staff inventoried MBTA, private, and town-operated parking facilities at 152 locations comprising 121 commuter rail stations, 27 rapid transit stations, two ferry terminals, and two express bus origin locations.1 Appendix A contains parking utilization rates for all of the parking lots that were inventoried. Information about parking fees and several maps that display inventoried data are found in Appendices B, C, D, and E. This memorandum has seven main sections and five appendices.
