Continued insecurity has led many NATO states to reevaluate their decisions to slash costs, resulting in renewed expenditure throughout central and eastern Europe, while procurements in the UK, Germany, France, and Denmark have been taking large strides. Meanwhile, the U.S. has finally settled on the supplier of its biggest armoured vehicle programme (JLTV), Asian nations have become increasingly alert to new vehicle technologies, and Africa’s spending – and manufacturing – spike is of keen interest to the global market. Meanwhile, Latin America has seen relatively little change thanks to mixed fiscal fortunes among the established and emerging players. In a democracy, it is the responsibility of the armed forces to gain public confidence, because a military that is not trusted by the population lacks legitimacy and will have difficulties justifying its expenses and even its existence. Botswana is the oldest democracy in Africa. A look at the Botswana Defence Force (BDF) takes one into the journey of civil–military relations. Botswana has never been through a conventional war, whereas all her neighbours have been involved in some form of war. Zimbabwe went through the war of liber- ation, Namibia had an armed struggle for independence and South Africans fought a lengthy guerrilla war to claim their freedom. Although beyond her borders, these conflicts have had a major impact on civil–military dynamics in Botswana. The political volatility of Southern Africa has had a direct effect on the trust the nation has needed to place in the BDF. The interaction between the BDF and civil society is of great interest to soldiers and broader society. The Batswana attach a high price to the behaviour of their institutions, including the armed forces and the conduct of the BDF—both in peacetime and in times of conflict—is always a matter of public interest. Experience in Africa has taught us that an irresponsible military can pro- duce untold suffering. The often healthy but inherently suspicious relation- ship between the military and civil institutions calls for constant dialogue.

Agar menghindari ancaman embargo senjata, pemerintah membuat kebijakan kemandirian alutsista dan industri pertahanan dengan memasok kendaraan rantis Komodo dari hasil litbang PT Pindad yang merupakan industri pertahanan dalam negeri. Namun, litbang rantis PT Pindad selalu menghadapi berbagai masalah seperti terbatasnya anggaran, waktu, SDM, dan kapasitas produksi. Strategi desain Pengembangan Produk Terintegrasi dan Modular (PPT-M) pada litbang desain rantis Komodo merupakan strategi pengoptimalan litbang rantis PT Pindad dalam menghasilkan rantis yang sesuai dengan kebijakan pemerintah, kebutuhan TNI AD, dan sesuai dengan kapasitas PT Pindad. Penelitian ini menggunakan pendekatan kualitatif eksploratori dengan metode studi literatur dan wawancara. Penelitian ini diharapkan dapat menjadi pengetahuan tentang penerapan strategi desain dan menjadi rekomendasi untuk litbang rantis PT Pindad di masa depan serta melengkapi penelitian bertema strategi desain dan industri pertahanan.     SPAIN How to Become a Military Officer in the Spanish Armed Forces: Since 2010, Spain and its basic officers’ education institutions have implemented the acquis of the Bologna Process and, therefore, are fully integrated into the European Higher Education Area. Nevertheless, this implementation did not impede the academies of the Spanish armed forces to adapt the design of their education and training to the respective specificities and requirements of the four services of the armed forces, i.e. the Army, the Navy, the Air Force and the Gendarmerie (Guardia Civil). The duration of the academic studies is different from one branch to another: 4 years for Army, 5 for Navy, Air Force and Gendarmerie. In Army education, however, an additional year, which is fully dedicated to the vocational training at the Academy, is necessary in order to complete the basic education. Different organisations of the studies, therefore, but a common goal, which is a specificity of the Spanish military education systems: all future officers of the four branches will be both bachelor-graduated and awarded a diploma of engineer. Spanish basic officer’s education particularly stresses the role of technical sciences in the academic learning processes, indeed. To this end, the central role played by the academies in the education and training is completed by the important support provided by the civilian higher education institutions through partnerships in the academic curricula. One must also note that the scheme presented above only summarizes the path for becoming an officer in the four branches of the armed forces through direct recruitment. It is important in the sense that, in the case of Gendarmerie for example, officers issued from internal (indirect recruitment) must follow a specific basic course in a different academy (in San Lorenzo del Escorial).
