Agar menghindari ancaman embargo senjata, pemerintah membuat kebijakan kemandirian alutsista dan industri pertahanan dengan memasok kendaraan rantis Komodo dari hasil litbang PT Pindad yang merupakan industri pertahanan dalam negeri. Namun, litbang rantis PT Pindad selalu menghadapi berbagai masalah seperti terbatasnya anggaran, waktu, SDM, dan kapasitas produksi. Strategi desain Pengembangan Produk Terintegrasi dan Modular (PPT-M) pada litbang desain rantis Komodo merupakan strategi pengoptimalan litbang rantis PT Pindad dalam menghasilkan rantis yang sesuai dengan kebijakan pemerintah, kebutuhan TNI AD, dan sesuai dengan kapasitas PT Pindad. Penelitian ini menggunakan pendekatan kualitatif eksploratori dengan metode studi literatur dan wawancara. Penelitian ini diharapkan dapat menjadi pengetahuan tentang penerapan strategi desain dan menjadi rekomendasi untuk litbang rantis PT Pindad di masa depan serta melengkapi penelitian bertema strategi desain dan industri pertahanan. Kata Kunci: kemandirian, litbang, rantis komodo, strategi desain, TNI AD ABSTRACT Tactical vehicle is one of the Indonesian army or TNI AD basic needs which has become a mechanical infantry doctrine in facing military threats on land. The project is to give opportunity to capacitate emerging public library leaders in undertaking relevant innovations for optimizing the roles and functions of public libraries. Likewise, it will significantly contribute to enhancing leadership skills and competencies of the participants. Further, it will serve as possible venue of exchange in addressing regional public library issues that have potential to stimulate, expand, and improve public library services The INELI-ASEAN project involves ASEAN member states such as Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. The project participants were brought together in three convenings held in Malaysia on 21-24 October 2015; Singapore in 6-9 Sept 2016 and Vietnam on 27-30 Nov 2017. The project is to build the skills level of 40 Innovators through online learning modules and workshops during the convenings. There were experienced mentors and learning facilitators who guided the innovators throughout the duration of the programme. The collapse of the authoritarian New Order government of President Suharto weakened the state, and the armed forces briefly lost their grip on control of the archipelago. Under President Megawati, however, the military has again begun to assert itself, and to reimpose its heavy hand on control of the state, most notably in the fracturing outer provinces. This book, based on extensive original research, examines the role of the military in Indonesian politics. It looks at the role of the military histori- cally, examines the different ways in which it is involved in politics, and considers how the role of the military might develop in what is still an uncertain future. Damien Kingsbury is Head of Philosophical, International and Political Studies and Senior Lecturer in International Development at Deakin University, Victoria, Australia. He is the author or editor of several books, including The Politics of Indonesia (Second Edition, 2002), South-East Asia: A Political Profile (2001) and Indonesia: The Uncertain Transition (2001). His main area of work is in political development, in particular in assertions of self-determination.
