There are two regular issues per year, and occasionally also a special issue on a particular theme. It appears on the list of journals accredited by the South African Department of Higher Education and Training. ACCORD is a non- governmental, non-aligned conflict resolution organisation based in Durban, South Africa. ACCORD is constituted as an education trust. The journal seeks to publish articles and book reviews on subjects relating to conflict, its management and resolution, as well as peacemaking, peacekeeping and peacebuilding in Africa. It aims to be a conduit between theory and practice. Views expressed in this journal are not necessarily those of ACCORD. While every attempt is made to ensure that the information published here is accurate, no responsibility is accepted for any loss or damage that may arise out of the reliance of any person upon any of the information this journal contains. -
National Security Is a Sensitive Subject. a Country's Survival, Growth
EXECUTIVE SUMMARY National security is a sensitive subject. A country’s survival, growth and development depend on a well crafted and consciously implemented national security policy. By nature, national security implementation should always be at a competitive edge relative to internal and external security threats. As a result, the state cannot easily disclose or expose its national security policies and plans without sufficient cause. Zimbabwe’s national security implementation is guided and instructed by the Public Order and Security Act, the Official Secrets Act and the Access to Information and Protection of Privacy Act. These acts complement one another and are applied flexibly enough to suit the prevailing circumstances The Acts ensure that order, peace and stability prevail, and that the state’s secrets are protected from those who are not entitled to them. State secrets are the preserve of responsible authorities who implement them to control the variables that affect the survival, growth and development of the state. While the call for the right to access to information may sound cogent, it is important to note that it cannot be guaranteed that the information will not be used against the interests of the state and private individuals. In the Zimbabwean context, the phenomenon of the public demanding access to security information is not significant. The public is aware of the sensitivity of state secrets and security information, and it is not common to identify ordinary people craving for security information. Those who demand the information are political malcontents bent on finding a pretext for fomenting anarchy. Public order is maintained by the Zimbabwe Republic Police, and national defence is guaranteed by the Zimbabwe Defence Forces, but for effective protection of the nation, security information is the preserve of those entitled to access it and use it, and not just anybody who might use it against the interests of the state. -

Ethnicity, narrative, and the 1980s violence in the Matabeleland and Midlands provinces of Zimbabwe1 Musiwaro Ndakaripa, Centre for Africa Studies, University of the Free State, South Africa Narratives of ethnicity about the pre-colonial era tended to strain colonial and post-colonial relations between the two main ethnic groups in Zimbabwe, the Shona and the Ndebele, and their largely ethnically defined political parties, the Zimbabwe African National Union - Patriotic Front (ZANU-PF) and the Zimbabwe African People’s Union (ZAPU) respectively. The colonial state exaggerated the militant nature of the Ndebele people during the pre-colonial period and blamed them for victimizing the Shona. This contributed to ethnic violence that reached a climax in the 1980s when the colonial white settler regime was replaced by ZANU-PF. This article argues that, while political factors were at play, the political and social power of narratives of ethnicity fuelled the 1980s violence and continues to shape contemporary politics in Zimbabwe. Introduction Studies on Zimbabwean2 history have forwarded various arguments to explain the 1980s violence in the Matabeleland and the Midlands provinces3 of Zimbabwe (see Map 3). The Business-Security Complex and the Transition in Zimbabwe
The Security-military Business Complex and the Transition in Zimbabwe Zimbabwe Institute Discussion Paper: June 2008 Abstract The military has over the last few years expanded and consolidated its position in both the politics and the economy of Zimbabwe. The Zimbabwe army now virtually controls the major institutions of the state and formal policy making structures and processes of the country. Through their role in the Joint Operations Command- a group of the Army, Police, Prisons and the Central Intelligence Organisation heads which meets regularly to coordinate military and security affairs, serving and retired military and other security officials have come to direct all key national and governance issues rather than the cabinet. On the economic front, the military has increasingly played an important role in both directing production and ownership of the means of production. The military has become a significant part of the domestic bourgeoisie class and many top commanders have teamed up with politicians and businessmen to form political and economic interest groups venturing into lucrative business ventures, such as platinum and gold mining. The military is now deeply engrained in the in political and economical affairs of the country that whatever transitional deal has to be undertaken has to take into consideration the political and economic interests of this important constituency. The increased role of the army in politics since the late 1990s strongly suggests that the military leadership would be an important power broker whose opinion will have to be sought on any political deal to be concluded. Equally, all other parties would need to get the army to underwrite any agreement if it were to be effective and lasting. -

Rwanda’s Hutu Extremist Insurgency: An Eyewitness Perspective Richard Orth1 Former US Defense Attaché in Kigali Prior to the signing of the Arusha Accords in August 1993, which ended Rwanda’s three year civil war, Rwandan Hutu extremists had already begun preparations for a genocidal insurgency against the soon-to-be implemented, broad-based transitional government.2 They intended to eliminate all Tutsis and Hutu political moderates, thus ensuring the political control and dominance of Rwanda by the Hutu extremists. In April 1994, civil war reignited in Rwanda and genocide soon followed with the slaughter of 800,000 to 1 million people, primarily Tutsis, but including Hutu political moderates.3 In July 1994 the Rwandan Patriotic Front (RPF) defeated the rump government,4 forcing the flight of approximately 40,000 Forces Armees Rwandaises (FAR) and INTERAHAMWE militia into neighboring Zaire and Tanzania. The majority of Hutu soldiers and militia fled to Zaire. In August 1994, the EX- FAR/INTERAHAMWE began an insurgency from refugee camps in eastern Zaire against the newly established, RPF-dominated, broad-based government. The new government desired to foster national unity. This action signified a juxtaposition of roles: the counterinsurgent Hutu-dominated government and its military, the FAR, becoming insurgents; and the guerrilla RPF leading a broad-based government of national unity and its military, the Rwandan Patriotic Army (RPA), becoming the counterinsurgents. The current war in the Democratic Republic of Congo (DROC), called by some notable diplomats “Africa’s First World War,” involving the armies of seven countries as well as at least three different Central African insurgent groups, can trace its root cause to the 1994 Rwanda genocide. -
