Popular Expressions of Southern African Nationalism(S): Convergences, Divergences, and Reconciliations in South Africa and Zimbabwe POPULAR EXPRESSIONS OF SOUTHERN AFRICAN NATIONALISM(S): CONVERGENCES, DIVERGENCES, AND RECONCILIATIONS IN SOUTH AFRICA AND ZIMBABWE By Blessing Shingirirai Mavima A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of African American and African Studies – Doctor of Philosophy 2019 ABSTRACT POPULAR EXPRESSIONS OF SOUTHERN AFRICAN NATIONALISM(S): CONVERGENCES, DIVERGENCES, AND RECONCILIATIONS IN SOUTH AFRICA AND ZIMBABWE By Blessing Shingirirai Mavima Popular Expressions of Pan-Africanism and Southern African Nationalism(s): Convergences, Divergences, and Reconciliations in South Africa and Zimbabwe is a dissertation study that traces the transformations, reveals the tensions, and critically analyzes diverging and converging trajectories of different manifestations of African nationalism, including ethnic nationalism, state nationalism, and Pan-Africanism using contemporary South Africa and Zimbabwe as sites of analyses. Focusing on the metropolitan provinces of Gauteng and Harare respectively, I use the study to interrogate how popular expressions of African nationalism have emerged and evolved in the neighboring nations during their anti-colonial/anti-apartheid struggles throughout the 20 th century, and how they exist today. Presenting a thesis that I call nationalisms from below, the research study reveals how these manifestations of nationalism are imagined, practiced, and represente d by the initiatives and actions of different members of the civil society including artists, activists, laborers, and migrants in the two countries’ contemporary politics and society. My findings lead to a nuanced determination of the factors that influence the intersections, divergences, and convergences of what I refer to in the study as Africa’s tripartite nationalist expressions and identities—ethnicism, African Nationalism, and Pan- Africanism. Critically, the study also aims to disrupt traditional elitist conceptualizations of these phenomena by employing a critical bottom-up approach that gives agency to oft- marginalized participants in the manifestation of nationalism in its various incarnations: the general populace along with its multiple identities and contradictions. The study interrogates the interrelations among ethnic nationalism, state and national nationalism, and Pan-Africanism, using South Africa and Zimbabwe as case studies that both represent the larger postcolonial region, yet also bear distinct dynamics birthed out of the histories of settler colonialism and the late advent of majority rule. In so doing, I demonstrate the relevance and manifestations of nationalism and Pan- Africanism in the everyday lives of Black South Africans and Zimbabweans. While using the two countries as a window into the general condition of postcolonial Africa, the research also interrogates how their distinct history of settler colonialisms, racialism, and delayed transitions to democracy have shaped the ways in which the populace in the two countries engage with Pan-Africanism and African nationalism Copyright by BLESSING SHINGIRIRAI MAVIMA 2019 ACKNOWLEDGEMENTS As in all things, I begin by thanking God, in whom all things manifest. In this dissertation, I study the growth in support for the Democratic Alliance (DA) party, which is the largest opposition party in South Africa. South Africa is a case of democratic dominant party rule, a party system in which fair but uncompetitive elections are held. I argue that opposition party growth in dominant party systems is explained by the strategies that opposition parties adopt in local government and the factors that shape political competition in local politics. I argue that opposition parties can use time spent in local government to expand beyond their base by delivering services effectively and outperforming the ruling party. I also argue that performance in subnational political office helps opposition parties build a reputation for good governance, which is appealing to ruling party ii. supporters who are looking for an alternative. Finally, I argue that opposition parties use candidate nominations for local elections as a means to appeal to constituents that are vital to the ruling party’s coalition.

It obliges states to protect their people from humanitarian catastrophe, and in the event of state failure or unwillingness to heed this responsibility, requires of the broader international community to assume the residual duty to protect. When the principles of RtoP were endorsed by world leaders at the United Nations’ 2005 World Summit, it seemed as though the normative regime was gaining currency in international relations. However, the operationalization of RtoP continued to be dogged by controversy and conceptual ambiguity. This prompted UN Secretary-General Ban Ki-Moon in January 2009 to appeal to the international community to strengthen the “doctrinal, policy and institutional life” of the norm. This study responds to Ban’s call and seeks to complement efforts of scholars across the world to refine the conceptual parameters of RtoP.

The mighty ANC, after just 22 years in power, is now a rural party, led by a traditionalist chauvinist, while its support among the educated black and white elite ebbs away. Herman Mashaba = a black former salesman turned millionaire from Hammanskraal, one of the poorest places on earth = is now Mayor of Johannesburg, unseating the liberation movement, the ANC. It represents a major mindshift in SA politics. A real change has begun. The recent local government elections mark a significant turning point in South Africa’s history. For the first time since 1994, political and economic power has shifted in major metropolitan areas from the ANC to opposition coalitions. Real and necessary competition has entered SA politics. This is a powerful and positive development: the narrative of a liberation movement that stays in power too long without challenge, as happened in Zimbabwe for example, has been broken. The 2019 elections are likely to cement this trajectory, meaning that South Africa will become a normal, multi=party, noisy democracy where power is contested, won and lost within the next ten years.

Please provide a background of the major political parties in Tanzania focusing on the party in power and the CUF. The United Republic of Tanzania was formed in 1964 as a union between mainland Tanganyika and the islands of Unguja and Pemba, which together comprise Zanzibar. Since 1977, it has been ruled by the Revolutionary State Party (Chama Cha Mapinduzi or CCM). In 1992 the government legislated for multiparty democracy, and the country is now a presidential democratic republic with a multiparty system. The first multiparty national elections were held in 1995, and concurrent presidential and parliamentary elections have since been held every 5 years. The CCM has won all elections to date. The CUF, founded in 1991, constituted the main opposition party following the 1995 multiparty elections.1 At the most recent elections in October 2010, the CCM‟s Jakaua Kikwete was re-elected President with 61.7% of the vote (as compared to 80% of the vote in 2005) and the CCM secured almost 80% of the seats. Most of the opposition votes went to the Chadema party, which displaced the Civic United Front (CUF) for the first time as the official opposition. The opposition leader is Chadema‟s Chairman, Freeman Mbowe. Chadema‟s presidential candidate, Willibrod Slaa, took 27% of the vote, while CUF‟s Ibrahim Lipumba received 8%.2 Notwithstanding the CCM‟s election success, the BBC reports that Kikwete‟s “political legitimacy has been seen by some to have been somewhat dented in the 2010 elections”, given the decline in his percent of the vote, and a total election turnout of only 42%, down from 72% in 2005.

    South Africa Political Snapshot New ANC President Ramaphosa’s mixed hand holds promise for South Africa’s future South Africa’s ruling party, the African National Congress, yesterday (20 December) concluded its 54th National Conference at which it elected a new leadership. South African Deputy President Cyril Ramaphosa was announced the ANC’s new leader against a backdrop of fast-deteriorating investor confidence in the country. The new team will likely direct the ANC’s leadership of the country for the next five years and beyond. Mr Ramaphosa’s victory is not complete. The election results have been the closest they have been of any ANC leadership election in recent times. The results for the top six leaders of the ANC (Deputy President, National Chairperson, Secretary-General, Treasurer-General and Deputy Secretary-General) and the 80-member National Executive Committee (NEC - the highest decision-making body of the party between conferences) also represent a near 50-50 composition of the two main factions of the ANC. Jacob Zuma, Mr Ramaphosa’s predecessor, still retains the presidency of South Africa’s government (the next general election is still 18 months away). It enables Mr Zuma to state positions difficult for the new ANC leadership to find clawback on, and to leverage whatever is left of his expanded patronage network where it remains in place. A pointed reminder of this was delivered on the morning the ANC National Conference commenced, when President Zuma committed the government to provide free tertiary education for students from homes with combined incomes of below R600 000 – an commitment termed unaffordable by an expansive judicial investigation, designed to delay his removal from office and to paint him as a victim in the event it may be attempted.

Sanders* Abstract To what extent was international pressure placed on Nyerere and Karume to unify their two states in April 1964? The argument made is that even though Americans were initially very pleased with the outcome of the Union—because they thought it would help stem the spread of communism in the region—this was not a Western-initiated plan forced upon East African leaders. Indeed, the evidence shows that Americans were largely in the dark and in fact very frustrated by their lack of influence on the situation. Instead, the Union merely served as a confluence of African and American interests. The internal factors are inspected by highlighting African concerns over outside interference, worries about domestic stability, and a desire by Karume to consolidate his power.
