TANZANIA 2018 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitutions of the union government and of the semiautonomous government in Zanzibar both prohibit religious discrimination and provide for freedom of religious choice. Since independence, the country has been governed by alternating Christian and Muslim presidents. Sixty-one members of Uamsho, an Islamist group advocating for Zanzibar’s full autonomy, remained in custody without a trial since their arrest in 2013 under terrorism charges. In May the Office of the Registrar of Societies, an entity within the Ministry of Home Affairs charged with overseeing religious organizations, released a letter ordering the leadership of the Catholic and Lutheran Churches to retract statements that condemned the government for increasing restrictions on freedoms of speech and assembly, and alleged human rights abuses. After a public outcry, the minister of home affairs denounced the letter and suspended the registrar. The Zanzibar Ministry of Agriculture and Natural Resources destroyed a church being built on property owned by the Pentecostal Assemblies of God after the High Court of Zanzibar ruled the church was built on government property. This followed a protracted court battle in which Zanzibar courts ruled the church was allowed on the property. Vigilante killings of persons accused of practicing witchcraft continued to occur. As of July, the government reported 117 witchcraft-related incidents. There were some attacks on churches and mosques throughout the country, especially in rural regions. Civil society groups continued to promote peaceful interactions and religious tolerance. The embassy launched a three-month public diplomacy campaign in support of interfaith dialogue and sponsored the visit of an imam from the United States to discuss interfaith and religious freedom topics with government officials and civil society. -

Please provide a background of the major political parties in Tanzania focusing on the party in power and the CUF. The United Republic of Tanzania was formed in 1964 as a union between mainland Tanganyika and the islands of Unguja and Pemba, which together comprise Zanzibar. Since 1977, it has been ruled by the Revolutionary State Party (Chama Cha Mapinduzi or CCM). In 1992 the government legislated for multiparty democracy, and the country is now a presidential democratic republic with a multiparty system. The first multiparty national elections were held in 1995, and concurrent presidential and parliamentary elections have since been held every 5 years. The CCM has won all elections to date. The CUF, founded in 1991, constituted the main opposition party following the 1995 multiparty elections.1 At the most recent elections in October 2010, the CCM‟s Jakaua Kikwete was re-elected President with 61.7% of the vote (as compared to 80% of the vote in 2005) and the CCM secured almost 80% of the seats. Most of the opposition votes went to the Chadema party, which displaced the Civic United Front (CUF) for the first time as the official opposition. The opposition leader is Chadema‟s Chairman, Freeman Mbowe. Chadema‟s presidential candidate, Willibrod Slaa, took 27% of the vote, while CUF‟s Ibrahim Lipumba received 8%.2 Notwithstanding the CCM‟s election success, the BBC reports that Kikwete‟s “political legitimacy has been seen by some to have been somewhat dented in the 2010 elections”, given the decline in his percent of the vote, and a total election turnout of only 42%, down from 72% in 2005. -

This chapter argues that Tanzania’s media sector suffers from a multi-faceted form of capture that is a product of government regulation, clientelism, economic pressure, and intimidation. But as the case of Tanzania demonstrates, it is also manifest in regulatory frameworks and exacerbated by ad hoc intimidation, economic circumstances, skill deficiencies, and a host of other structural conditions. Media operating in Tanzania face a range of constraints, which include diverse and overlapping forms of media capture. Due to its history, Tanzania inherited a legacy of media control by the state and elites. As a former British colony, it adopted colonial-era regulations that were then supplemented with a post-colonial socialist belief in media as subservient to a state development agenda. Since 1992, Tanzania has gradually moved toward a pluralist political system and limited capitalism, introducing privatization and market mechanisms to boost industrialization, and allowing private media owner- ship. -

AFRICA RISK CONSULTING Tanzania Monthly Briefing December 2020 Tanzania Summary 4 December 2020 President John Magufuli (2015-present) outlines his priorities for his second and final term in office during the inauguration of parliament on 13 November following the resounding win of the ruling Chama Cha Mapinduzi (CCM) in the October general election. While Magufuli has signalled further assistance for the private sector, his delay in appointing a full cabinet has further slowed government engagement. The protracted downturn in tourism globally is putting Tanzania’s economy, and its levels of foreign exchange reserves, under strain. Tanzania fares moderately compared to its regional neighbours in the Mo Ibrahim Foundation’s annual Ibrahim Index of African Governance (IIAG). Magufuli’s second term off to a slow start President John Magufuli (2015-present) outlined his priorities for his second, and final, term in office at the inauguration of parliament on 13 November.1 Magufuli won the 28 October election with 84.4% of the popular vote, while the ruling Chama Cha Mapinduzi (CCM) party won an overwhelming majority in the National Assembly.2 Although there were significant concerns both within Tanzania and among international observers about the level of government interference in the polls,3 the National Electoral Commission (NEC) has upheld the results and the focus has now shifted to what Magufuli’s second term in office is likely to look like. During the inauguration speech, Magufuli vowed to continue to prosecute his broadly successful anti- corruption campaign, which has seen Tanzania rise from 119th place in 2014 to 96th place in 2019 in Germany-based non-governmental organisation Transparency International’s annual Corruption Perceptions Index during his time in office.4 Magufuli also committed to work further to see the country industrialise, with a focus on job creation and infrastructure, as well as commitment to ensure that the country’s key economic indicators remain stable. -

TANZANIA August 20, 2018 Market Fundamentals Summary KEY MESSAGES The objective of this report is to document the basic market context Figure 1. Map of Tanzania for staple food and livestock production and marketing in Tanzania. The information presented is based on desk research, a field assessment using rapid rural appraisal techniques, and a consultation workshop with stakehoders in Tanzania. Findings from this report will inform regular market monitoring and analysis in Tanzania. Maize, rice, sorghum, millet, pulses (beans and peas), cassava and bananas (plantains) are the main staple foods in Tanzania. Maize is the most widely consumed staple in Tanzania and the country imports significant quantities of wheat to meet local demand for wheat flour. Consumption of other staples varies across the country based on local supply and demand dynamics. Cattle, goat and sheep are the major sources of red meat consumed in Tanzania. Tanzania’s cropping calendar follows two distinct seasonal patterns. TRANSPORT SECTOR Overview on the Institutional, Legal and Regulatory Framework in the Transport Sector in Tanzania In order to enhance efficiency in the transportation sector, the central government has decentralized its roles in road construction and maintenance of transport infrastructure. It has put in place institutional, legal and regulatory framework for and efficient, effective sustainable transport operations in the country. Rural roads construction and maintenance are implemented by the Local Government Authorities, whereas supervision on the construction and maintenance of major roads is the responsibility given to the Tanzania Roads Agency (TANROADS), which is a semi autonomous body. Realizing the need for establishment of a regulatory body to oversee the economics and safety aspects regarding the surface and marine transport systems the government passed the Surface and Maritime Transport Regulatory Authority (SUMATRA) Act (2001). In recent years there has been a fast increase of vehicles in the country. This has led into serious traffic congestions particularly in big cities such as Dar es Salaam, Mwanza and Arusha. Therefore, in order to mitigate the traffic congestion in Dar es Salaam the government has established an authority (Dar es Salaam Rapid Transport Agency) responsible in designing and operationalise rapid transport network for the city. The government is also encouraging private operators to create medium-size commercial fleet operations; establishment of the commuter city bus transport companies; and provision of infrastructure facilities for Dar es Salaam City (Parking, Bus Bays and shelters). Construction of fly-over roads is also considered as another means to mitigate traffic congestion in large cities in Tanzania. In the railway transport system, the Railway Act (2002) was enacted as a process of restructuring the Tanzania Railways Corporation (TRC). -

New Appointments to Drive Growth at Rift Valley Railways in Kenya, Uganda The Board of RVR unanimously taps Brown Ondego to take charge of external stakeholder relations and set broad strategy as former Chief Operating Officer Darlan De David assumes duties as CEO; additional appointments strengthen Ugandan management team and stakeholder relations function in Nairobi Nairobi/Kampala (4 November 2012) — The Board of Rift Valley Railways, which holds a 25-year concession to operate the Kenya-Uganda railway, has unanimously voted to appoint Brown Ondego as Executive Vice-Chairman with responsibility for governmental and regulatory relations. Simultaneously, shareholders have appointed former Chief Operating Officer Darlan de David as Chief Executive Officer. Ondego joined RVR in 2008 as Executive Chairman as the original concession agreement stood imperiled. He worked closely with the new shareholders and the regulators to successfully revise the shareholding structure. The two-year project paved the way for a targeted capital expenditure programme of more than USD 300 million to increase volumes and revenues significantly over the next five years and transform the Kenya-Uganda rail concession into a functioning, reliable service for the benefit of the East African people. Ondego, who had been appointed CEO to take on more operational responsibility during the first year of the capex programme, now resumes his original strategic function as Executive Vice-Chairman of the Board, where he will oversee external stakeholder relations in addition to setting the company’s broad strategic priorities. “We have made strong progress at RVR in the past four years, but considerable work remains. I look forward to working with Darlan in the years ahead as we build on a strong track record of accomplishment since 2008,” said RVR Executive Vice Chairman Brown Ondego. -
